Comprehensive Milwaukee Voucher Study Shows Some Positive, No Harmful Results
The big news from the education reform world this week is the release of the School Choice Demonstration Project’s final reports evaluating five years of matched student comparisons between the Milwaukee Parental Choice Program and the Milwaukee Public Schools. What can we learn about vouchers from the results of this program? The American Federation for Children summed up the top-level findings in a Monday press release: Students enrolled in the Milwaukee voucher program are more likely to graduate from high school and go to college than their public school counterparts, boast significantly improved reading scores, represent a more diverse cross-section of the city, and are improving the results of traditional public school students, according to a comprehensive evaluation of the program released today.

Denver's Northeast Academy Deserves Full 3 Years to Prove Itself During Turnaround
One of the strengths I’ve touted about the charter school model is the greater flexibility to close down poor performers. In fact, it’s pretty rare for a charter to enter the “turnaround” process instead of being shuttered. But that’s what happened in 2010 with Denver’s Northeast Academy, having suffered through a healthy share of turmoil. The school district authorizer, Denver Public Schools, then signed a three-year contract with Northeast, but since has decided it wants to force a “phased closure” of the school by removing kindergarten and sixth grades. My Education Policy Center friends took a tour of Northeast Academy (385 students K-8, 87.5% Free and Reduced Lunch) last week and saw some clear signs of progress. New leadership is in place. The Core Knowledge program has been reinstated. The instructional workforce is being reshaped, and many dedicated teachers are getting high-quality, hands-on professional development. Serious discipline problems have declined. Some internal skill assessments show significant student growth since the start of the school year. Is it enough? Only time will tell.

Bad News in Colorado Remediation Rates Renews Call for Transformation
I usually don’t like talking about bad news, but sometimes it has to be done. When it comes to Colorado high school graduates needing extra help in reading, writing and math at Colorado colleges and universities, the news is just that: bad. Despite the positive higher education angle headlined by the Denver Post, there’s no doubt that from a K-12 perspective things are moving in the wrong direction. Two days ago the Colorado Commission on Higher Education (CCHE) released its annual report detailing the in-state academic remediation rates for post-secondary students. The bottom line? Overall, the percentage of first-time recent high school graduates placed into remediation in at least one subject increased by 11 percent from the previous year (31.8 percentage points in 2010-11 from 28.6 percentage points in 2009-10).

Colo.'s Parent Trigger II Survives First Test: Maybe HB 1149 Can Win Bipartisan Support
My Education Policy Center friends asked me to stop playing around in the snow long enough to give a quick update and comment on something I mentioned last week. As Ed News Colorado reports, Rep. Don Beezley’s “Parent Trigger II” successfully passed its first obstacle with a favorable 7-6 party line vote in the House Education Committee yesterday. In other words, the proposal that represents a small, positive step for parental empowerment stepped out from beneath the groundhog’s shadow. And not a moment too soon, for such a commonsense piece of legislation. Yes, it’s sad to see only Republican representatives showing a modest support for the education consumer. Is it just Colorado where Democrats seem so universally wed to protecting K-12 institutions of power (the Colorado Association of School Boards and Colorado Education Association both testified against HB 1149) at the expense of a little extra parent voice in the school turnaround process?

Groundhog's Shadow or Not, Colorado's Parent Trigger II a Small Step Forward
Even if the Groundhog hadn’t seen his shadow this morning, the reluctant news would still be well more than six weeks of Colorado’s legislative session remaining. Too early for me to be ground into the dust, but at the same time too many important things going on for me to run back and hide in my cage (Note to Oakland Raiders fans: That’s a groundhog metaphor, not a reference to how my Education Policy Center friends treat me). One of the first important items to pop up is next Monday’s scheduled committee hearing for House Bill 1149, aka Parent Trigger II. This lighter version of last year’s Parent Trigger bill by Rep. Don Beezley looks like it at least will have a chance to go further than the House Education Committee, unlike last year’s proposal. In a nutshell, HB 1149 gives parents of students in low-performing schools greater voice to speed up the process of closing, turning around or converting the school. Currently, the State Board has to intervene in struggling schools designated “priority improvement” or “turnaround” after five years. Foundation Gives High-Performing Poorer Denver Area Schools Cause to Celebrate
Today’s lead story at Ed News Colorado highlights the disparity in private parent and community giving within Denver Public Schools. Reporter Charlie Brennan notes that no school raked in more than the nearly $230,000 at Bromwell Elementary, a school with a low 8 percent study poverty rate. The general findings are no surprise, yet nonetheless disappointing: At the other end of the poverty – and fund-raising – spectrum is Johnson Elementary in southwest Denver, which reported fewer than $3,000 in private gifts in 2010-11. If a donation of five or six figures came through the door of the school, where 96 percent of students are low-income, said Principal Robert Beam, “You’d be writing a story about a principal who is dancing in the streets all day long.” The timing of the story is remarkable. Why? Yesterday substantial checks went out to 14 metro area public schools and 2 public charter management organizations (CMOs) serving high-poverty student populations, with awards totaling $500,000. A+ Denver Report Gives More Evidence that Charter Franchises Are Getting It Done
Just a quick post today. More good news emerging from DPS today. Ed News Colorado highlights an intriguing new report from A+ Denver that breaks down some key performance data from the state’s second-largest school district: This report shows that Charter Management Organizations (charter organizations that manage more than one school, currently DSST, West Denver Prep and KIPP) are not only outperforming district and other individual charter schools, but are having a significant impact on the district’s overall growth and achievement scores at grades six and above.

West Denver Prep or Wherever, It's Now for Colorado Public School Open Enrollment
The hubbub about New Year’s is past, the Christmas toys have grown old and boring. What’s to get excited about around here — except for maybe the Denver Broncos in the playoffs? Well, ’tis the open enrollment season for families in many Colorado school districts who are looking for a better, more effective educational option for their child. Like Jeffco Public Schools, the state’s largest district, where the first round of choice enrollment began a couple days ago and continues until January 24. Denver Public Schools students and parents have from now until January 31 to exercise their school choice, using a new process that allows families to list up to five schools in order of preference. The Denver Post opined recently that the new, streamlined system is fairer and ultimately will prove more user-friendly. Parents can learn more from DPS at meetings either tomorrow morning at East High School or Wednesday evening at George Washington High School. The range of educational options is expanding within DPS, and sometimes coming directly to families as schools compete for students. Denver Innovation Schools Report Does Little to Resolve Policy Debate
Back in the warm summertime, which seems so long ago, I brought attention to a thoughtful essay that called into question the success of the Innovation Schools Act. My thoughts on the matter really haven’t changed since then — I still believe despite the clear limitations there is a place for innovation schools, though not as prevalent or prominent as some might have hoped. Yesterday brought the release of a three-year study on the eight earliest Denver innovation schools — including Bruce Randolph, Cole, Manual and Montclair. One key, hopeful finding? Successful innovation schools exhibit “positive cultures,” which contributes to steady, effective principal leadership. Still, the two news stories on the study make similar points. The Denver Post highlights that innovation status is simply a tool, not a magic bullet. Meanwhile, Ed News Colorado’s headline trumpets the major (and not terribly surprising) finding that the “innovation law doesn’t spark major change.” One point in the study touched on in the latter story did cause me to roll my eyes a bit:
