Local Breakdown of Colorado K-12 Spending Further Highlights Need for Reform
Since I got so long-winded yesterday (and because I know you’re tired of me hammering on the school funding issue once again), today’s post is going to be a short one. I’ve recently pointed out that the statewide K-12 financial trends are not quite as dire as some have proclaimed. But what about at the local level? The Education Intelligence Agency’s Mike Antonucci has been doing his homework. Using the latest Census Bureau data, he has assembled a district-by-district comparison of Colorado K-12 spending between 2004-05 and 2009-10. It’s worth a look to get a localized sense of funding effects. On a per-student basis, all but 10 of the state’s 178 school districts spent more in 2010 than in 2005.

Let's Treat Irreplaceables (Teachers, Not Cartoon Superheroes) Accordingly
One of the themes my Education Policy Center friends and I like to harp on is how poorly most of our K-12 system does in distinguishing high-quality educators from their low-performing counterparts. And the problem is especially pronounced in low-income urban communities, where tremendous need exists for great instruction to compensate for the challenges more students bring to school. Do we provide the top-tier teachers real opportunities for more pay, career advancement, specialization, and expanded student reach? How about this one: Do schools work to keep the highest-performing instructors at a significantly greater rate than their peers who provide 5 to 6 months less of learning per year? Education Week guest bloggers Sydney Morris and Evan Stone (co-founders of Educators for Excellence) say teachers are not surprised to hear the answer. Quiet D.C. Scholarship Program Expansion Gives Me a Summertime Smile
Anyone who has followed my opinions here for awhile knows that I’m a big fan of the D.C. Opportunity Scholarship Program, which provides real choices to a small number of needy students in our nation’s capital. Well, I had to smile because the Washington Post reports this week that leaders from both parties in Congress have struck a deal with President Obama to continue and expand the program: House Speaker John Boehner (R-Ohio) and Sen. Joseph Lieberman (I-Conn.), the authors of legislation that reauthorized and expanded the Opportunity Scholarship Program, said they had reached an agreement with the White House to ensure that there would be no cap on enrollment in the program and that parents can apply to have their children stay in or join the program and get a response as soon as possible.

"True North" Report Calls on Denver Public Schools to Refocus, Raise the Bar
A team of local education reform groups has partnered to release the new report True North: Goals for Denver Public Schools. It’s a quick, worthwhile read for anyone interested in improving the outcomes of American urban education. Denver Public Schools is often cited as a reform model for districts in other cities across the land, but this new report says even DPS isn’t aiming high enough. True North places a healthy focus on academic achievement as measured by “exit-level proficiency,” or how much students know when they complete elementary, middle and ultimately high school. As Ed News Colorado commentator Alexander Ooms notes, this focus corrects a misplaced obsession on academic growth scores as an end unto themselves. While DPS is above the 50th percentile in growth, not enough students are catching up to where they need be. In some cases, they’re actually falling further behind. DPS justly has been lauded for the development of its School Performance Framework (SPF) that incorporates a range of meaningful factors to determine how well schools are doing. Adams 12 Teachers Fired for Alleged Theft Resurrects Tenure Reform Debate
On Monday night, Denver CBS4 investigator Rick Sallinger broke a story about Adams 12 dismissing two teachers for allegedly bilking thousands of dollars in PTO funds that were supposed to go for student trips. I never like to see such a story as the one featured in the 3-minute video. Interviewed by Sallinger, school board president Mark Clark made a great point: We hold our kids accountable. We have them expelled or suspended for their behavior. I think the same rules apply for everybody. The husband-and-wife educator duo look to be in hot water. According to the CBS4 report, the decision to pursue firing Johnny and Pamela Trujillo followed an internal district audit. I’m not able to comment on the specifics of the case to presume anyone’s guilt, but if further investigation confirms the truth of the serious charges, it also reflects on an important policy: teacher tenure (aka “due process”).

The Bright & Not-So-Bright Spots of Colorado's Latest 3rd Grade Reading Scores
Can you believe it? Last week I didn’t write anything about the release of the CSAP TCAP results for 3rd grade reading. The state’s overall share of proficient 3rd grade readers (74 percent) is slightly better than the previous year. Colorado can still do better. To me, this is one of the most fundamental measures of how our schools are doing. If you can’t read well by the end of 3rd grade, future prospects look a lot different. So I’m not the only one who likes to see what kind of progress we’re making on the CSAP TCAP. In the past five years, 3rd grade reading scores in most of the state’s 10 largest districts have been flat with very slight upticks. The notable exceptions are from the lower performers with greater student poverty. Aurora Public Schools improved from 46 percent proficient in 2007 to 51.5 percent in the latest round. Even more remarkable, Denver Public Schools has made the leap from 50 percent proficient to 59 percent over the same five-year span. Harrison's Reform Champion Mike Miles to Move On to Bigger Dallas Stage
I’m a little down in the dumps today, and the cool, gloomy weather only has a little bit to do with. Ed News Colorado has reported that bold Harrison reform superintendent Mike Miles is all but officially moving on to be chief of the Dallas Independent School District, the 14th largest in the nation. Apparently, I’m not alone in feeling the selfish reaction about what Colorado is losing, an exception in the leadership of traditional public education: Van Schoales, senior consultant to the national Education Reform Now, described Miles’ pending departure as “depressing.” Why, it was barely 10 days ago I carefully brought your attention to a terrific new report Miles wrote for the Thomas B. Fordham Institute on the Colorado Springs school district’s bold and cutting-edge teacher performance pay plan.

Center for Ed Reform Gives Colo. Charter School Law Another B: We Can Do Better
The Center for Education Reform (CER) today released its annual analysis of the state’s charter school laws, giving the nation a mediocre 2.1 Grade Point Average. CER’s gold standard measure looks at the practical effects of statutes and policies that govern the creation of high-quality, autonomous and accountable public charter schools to meet the demands of students and parents. For example, does a charter school applicant have access to multiple authorizers? Is the state free from caps (both hard and soft) on the number of charter schools that can operate? Are charter schools funded equitably compared to other public schools? In the 2012 report, Colorado maintained its solid B grade, but slipped from 6th to 9th in CER’s national rankings: “After a flurry of education reform activity around ‘Race to the Top’, it seems that Colorado has gone quiet,” said CER President Jeanne Allen. “Even a good charter school law can become stronger.”

Taking a Few Leaps to Promote Excellent School Leadership in Colorado
Since today is February 29, I’ll take a timely leap from some of my usual fare to point you to two new podcasts produced by my Education Policy Center friends. In the first, Gina Schlieman explains how school-level autonomy has empowered some positive changes in Britain. In the second, foundation president Tom Kaesemeyer highlighted a program rewarding high-poverty Denver-area schools that are getting good results, and observed that exceptional principal leadership was at the top of the list of common school factors. Next, a recently published op-ed by Ben DeGrow, who hosted both of the aforementioned podcasts, explains one of the key merits of Colorado’s 2010 educator effectiveness legislation: Principals as instructional leaders will share accountability with classroom teachers for promoting student growth, which must make up at least half of educator evaluations. In an unusual step, legislators and Governor Hickenlooper recently ratified some of the details for the state’s coming new educator evaluation system. It’s by design, not by accident, that the policy holds principals to similar standards as teachers.
