In Two Major Studies on Academic Standards, Colorado is Statistical Oddball
How did Colorado get to be the oddball? It’s got to be more than just so I would have something to tell you about. Oddball at what? you ask. Okay, let me back up and give you a little context. Yesterday Harvard professor Paul Peterson wrote yesterday on Education Next about a new U.S. Department of Education report rating state math and reading standards for 4th and 8th grade. Though USDOE’s report didn’t acknowledge it, Dr. Peterson and his team had published very similar research — comparing state standards to the “gold standard” National Assessment of Educational Progress (NAEP) — just a year ago: Every state, for both reading and math (with the exception of Massachusetts for math), deems more students “proficient” on its own assessments than NAEP does. When Education and Politics Collide: Chicago Messes with Texas Edition
I’m not sure what it is with big people’s fascination with politics, and how discussions about education seem to cross over into the absurd the closer big elections get. Case in point: the Republican governor of Texas announces he is a candidate for President. Less than a week later, the Democratic U.S. Secretary of Education levels a bizarre and scathing critique at the Lone Star State: “Far too few of their high school graduates are actually prepared to go on to college,” Duncan said on Bloomberg Television’s “Political Capital With Al Hunt” airing tonight and tomorrow. “I feel very, very badly for the children there.” “You have seen massive increases in class size,” Duncan said of the Texas public school system during Perry’s terms as governor since December 2000. “You’ve seen cutbacks in funding. It doesn’t serve the children well. It doesn’t serve the state well. It doesn’t serve the state’s economy well. Outside the Education Box: Blended Learning Opportunities for At-Risk Teenss
A new piece for Education Next by June Kronholz profiles Virginia’s four Performance Learning Centers (PLCs) — blended learning environments that use online technology to help get struggling at-risk students to graduate high school (H/T Joanne Jacobs). The story is chocked full of interesting anecdotes and insights. This one caught my attention: Students graduate when they earn the state-mandated 22 credits, but they can’t receive diplomas until spring. Firth, the Virginia PLC director, said he recently learned that some of those graduates-without-diplomas were being counted as absent by the district because, well, they weren’t in school. “We’re so outside the box and education is so inside the box,” [Richmond Technical Center PLC academic coordinator Wes] Hamner sighed.

Dougco Choice Injunction: What Now for Families? Who All Will Appeal?
My Education Policy Center friends told you the judge’s decision last Friday to put the brakes on the Douglas County Choice Scholarship Program would create a lot of chaos for families. That’s the question of the hour: What are the more than 300 students who had received scholarships (and some had already started schools) going to do? Just like families make different choices based on their students’ educational needs, so many of their fallback scenarios will be different. FOX 31 News highlights one Castle Rock family: Two of Becky Barnes’ kids were enrolled in the voucher program. Now unable to pay their private school tuition she is working hard to get them enrolled in public schools. Her first grader will go back to the neighborhood school. Her 7th grader will attend cyber school. Other families are choosing to stay at their private school and pay the tuition. Becky Barnes is one of three parents whose emergency education plans were documented today in an article by Karin Piper. Perhaps Parent Trigger Debate Can Take My Mind Off Bad School Choice News
Many of you know what the big education news around here is. I’m still reeling, and it hurts too much to talk about it. So at least for today, while the emotional wounds are raw, I want to bring your attention to something else you may find of interest. Not long ago I told you about the revealing news of how the teachers union in Connecticut bragged behind closed doors of working to stop parental empowerment. For me at least, it raised questions behind the demise of Colorado’s own “parent trigger” bill earlier this year. No matter what you think of the issue, the “parent trigger” has become a hot topic. And the good people at Public Sector Inc. are hosting an online debate between Ben Boychuk of City Journal and New York City special education teacher Julie Cavanagh about the issue. Colorado and Indiana Families Both Waiting for Significant Choice Scholarship Rulings
You thought I was going crazy yesterday waiting for a ruling on the Douglas County Choice Scholarship injunction request? Another day, and it isn’t getting any better. We have been promised Judge Martinez will issue a ruling this week, so at the most I should only have another day or so to hold out. But you know what? Colorado isn’t the only place where people are currently waiting for a judicial decision on a “Choice Scholarship Program.” This news comes today from the Northwest Indiana Times: A Marion County judge is set to rule next week on whether Indiana’s new school voucher program passes constitutional muster.

Here it is Wednesday afternoon, and I can’t stop pacing the floor — well, in between playing with my Legos, that is. Pacing, playing Legos. Pacing. Digging Up School Spending Figures in Colorado's Ongoing Lobato Hearings
Welcome to Week 2 of 5 in Colorado’s ongoing school finance adequacy lawsuit, familiarly known as Lobato v State, or just the Lobato case. A report this morning from Ed News Colorado’s Todd Engdahl highlighted some of Monday’s key plaintiff testimony: One of the main plaintiffs’ witnesses in the Lobato v. State school funding lawsuit testified Monday that his study projects Colorado needs to spent $10.3 billion a year on K-12 schools, an increase of $3.6 billion. Justin Silverstein is vice president of Augenblick, Palaich and Associates, a Denver-based research and consulting firm that produced a 96-page study projecting the funding Colorado school districts would need to support the demands of state requirements such as new content standards, tests and teacher evaluation systems. The firm was paid $115,000 by the plaintiffs for the study. [link added] I think I just overheard one of my Education Policy Center friends ask where they could get $115,000 to conduct a study and write a report. But I digress. So the Public Wants Smaller Class Size, More Funding AND No Tax Hikes? Hmm…
Late last week I chimed in on the results of the 2011 Education Next–PEPG Survey of Public Opinion on school reform issues, noting the significant uptick in support for private school vouchers. Super edublogger Joanne Jacobs drew out another finding, namely that the views of teachers and the general public on key reform issues seem to be diverging rather than coming together. But I think that perhaps the most insightful observation on the results came from Mike Petrilli at the Education Gadfly, who wrote about “the school–and the deficits–we deserve”: …particularly timely, in this era of fiscal austerity, are new insights about the public’s views on school budgets. And guess what: On education, like everything else, Americans don’t want to make tough choices. They want to keep taxes low while boosting school spending. Sound familiar? Petrilli notes that 65 percent of survey respondents don’t want to increase taxes to pay for education. That’s nationwide. The number should be at least as high in Colorado — which is bad news for the Rollie Heath education tax hike headed to our November ballot.
