State Gives Douglas County Green Light to Continue Teacher Licensure Program
I recently told you that Douglas County’s innovative new teacher training and licensure program would be up for review by the State Board of Education soon. Well, the good news is that today the Board unanimously agreed to extend the waiver so the program can continue to operate. In cheering what the program has accomplished thus far, State Board member Peggy Littleton even cited the report Douglas County’s Homegrown Teachers (PDF) written by my Education Policy Center friend Ben DeGrow. It’s good to see successful local innovation encouraged rather than stymied. More effective and streamlined paths are needed to get high-quality teachers into classrooms. Kudos to Mike Lynch and the staff at Douglas County’s Learning Center. We hope to see the vision for their program grow and inspire action from other school districts in Colorado and across the country.

Education Secretary Post Could Do a Lot Worse than Michael Bennet
According to reliable Rocky Mountain News education reporter Nancy Mitchell, the name of Denver Public Schools superintendent Michael Bennet is being bounced around as a serious candidate to serve as Secretary of Education: The Newsweek columnist who broke the story of Barack Obama’s presidential bid is betting on Denver Public Schools Superintendent Michael Bennet as the next U.S. secretary of education. “I have my money on Bennet,” Jonathan Alter writes in the soon-to-be-printed Dec. 15 issue. The others on Alter’s short list are Chicago Public Schools Superintendent Arne Duncan and Paul Vallas, head of New Orleans’ public schools. The usually accessible Bennet is being coy about the column. He declined to comment directly. Being superintendent of an urban school district is a tough job. From the standpoint of teacher innovation, parental choice, local empowerment, and student opportunity, it’s easy to argue that Michael Bennet has done better than most. CEA Members Can Ask for their Political Money Back Before December 15
My friends in the Education Policy Center enlisted the help of a veteran teacher in Jeffco Public Schools to briefly explain about this thing called the Every Member Option, or EMO. In this 2-minute video, you can watch Michael explain the EMO better than some union officials have tried to do. The Colorado Education Association‘s $39 EMO is collected from every CEA member along with their dues, and goes to fund political action. Some of the CEA local unions collect their own separate EMO worth as much as $24 this year. Teachers and other education employees who choose not to have this money spent on politics have the opportunity to ask for the $39 CEA refund before December 15. Eagle County Experience with Teacher Pay Reform Should Embolden Others
Reforming how teachers are paid to better match the goals that benefit students in our education system is a tricky business. On one hand you have some people who oversimplify the issue of “merit pay” and think that it should be quite easy to implement a new system that has a positive impact on student achievement. (Of course, there is a significant grain of truth in what they advocate, as an analysis of a pilot program in Little Rock has shown.) On the other hand, you have entrenched opposition within elements of the education establishment who find it too hard to overcome the inertia that keeps the lockstep salary schedule in place. Paying teachers strictly for years of service and degrees is inefficient and ineffective, but a variety of obstacles are readily summoned to trip up any momentum toward compensation reform. That’s why it’s great news to read about a Colorado school district like Eagle County that at least has been working outside the box for the past six years to re-design teacher pay. Wake Up, Colorado! Maybe We Ought to Fix the School Finance System First
By lobbying for an overhaul of tax-and-spending measures in the state constitution, the education establishment groups that came together to form Believe in a Better Colorado are barking up the wrong tree. Or at least they have put the cart before the horse. Pick your favorite overused cliche. Until we fix the way schools are funded, it’s a futile effort. That’s why my friends in the Education Policy Center recommend a careful look at Facing the Future: Financing Productive Schools from the Center for Reinventing Public Education. Co-authors include Paul Hill and Marguerite Roza, two of the sharpest minds to study the current school system and what could work better. Here is a key excerpt from the report explaining the problem: Overall, we have a system in which so much is controlled by decisions made in the past, sometimes for reasons and on behalf of people who are no longer in the system, and at such a distance from schools, that educators have scant flexibility to adapt to the needs of here and now. Terry Moe: Democrats and Effective Education Reform in the Balance
The best education read of the Thanksgiving week goes to the Hoover Institution’s Terry Moe, writing in the Wall Street Journal: Democrats are fervent supporters of public education, and the party genuinely wants to help disadvantaged kids stuck in bad schools. But it resists bold action. It is immobilized. Impotent. The explanation lies in its longstanding alliance with the teachers’ unions — which, with more than three million members, tons of money and legions of activists, are among the most powerful groups in American politics. The Democrats benefit enormously from all this firepower, and they know what they need to do to keep it. They need to stay inside the box. And they have done just that. Democrats favor educational “change” — as long as it doesn’t affect anyone’s job, reallocate resources, or otherwise threaten the occupational interests of the adults running the system. Most changes of real consequence are therefore off the table. The party specializes instead in proposals that involve spending more money and hiring more teachers — such as reductions in class size, across-the-board raises and huge new programs like universal preschool. Union Omissions: Rest of the Story on CEA and JCEA Political Refunds
Last Friday, the Jefferson County Education Association (JCEA) president sent an email through the chain to her members about their political refund option in anticipation of the Independence Institute informing them. We’d like to thank her for helping to spread the word, but need to provide a few clarifying comments about her message first: 1. JCEA’s Every Member Option (EMO) political money is $24 a year (or $2 a month) for each member. For those not willing or able to do the math, CEA’s EMO is $39 a year ($3.25 x 12). 2. “JCEA and CEA’s EMO is optional for all members.” Only if by “optional” you mean the union takes the money and promises to give it back if you fill out separate refund request letters to CEA and JCEA before December 15. Institute Report Highlights Douglas County's Home-Grown Teachers
It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County. Congratulations to Susan Elliott, Colorado Teacher of the Year
The Rocky Mountain News today has an inspirational feature on Colorado Teacher of the Year Susan Elliott: Elliott, 54, grew up in California. She has been deaf since early childhood. “When I was 5 years old, I flunked the hearing test when I tried to get into kindergarten,” Elliott said. “And I continued to keep losing my hearing. It got worse and worse every year until I was profoundly deaf in my late teens.” The cause was genetic. Elliott has been teaching since 1977. She taught in Denver Public Schools and has been with Douglas County since 1994. While she has taught at all grade levels, she currently teaches English and social studies at Highlands Ranch High School. “We have a wonderful team of interpreters,” she said of the people who enable communication between students who speak and those who sign. “I guess I could say that creativity and the opportunity to be a lifelong learner is what keeps me coming back to the classroom.” Susan Elliott seems like a remarkable teacher. Answers to Failed Tax Proposals? More School Choice and Transparency
On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.
