State Board OKs Two More Falcon Innovation Schools; One Banishes Tenure

When Colorado passed the first-of-its-kind Innovation Schools Act in 2008, observers knew that the law was primarily tailored to transform the most challenging campuses in Denver Public Schools (DPS). And so it largely has played out. No one else has matched the 24 DPS schools who have taken advantage of the Act’s process to transform existing public schools by setting them free from many state laws, board policies and bargaining provisions. But if the state’s second-largest and most heavily urbanized district takes a look in the rear view mirror, they may begin to see a different district creeping up behind them: Falcon 49. Now, in one sense, Falcon cannot catch up, because there aren’t even 24 schools in its boundaries. But as a share of schools with officially approved innovation status, the El Paso County district is now clearly past DPS and behind only tiny Kit Carson, with its only two schools recognized under the Innovation Schools Act. A Good Balance? Louisiana Brings New Kind of Accountability to Voucher Schools

Choice and accountability are two words you’ll hear my Education Policy Center friends say quite a bit if you’re around them enough. Empowering families with a broader range of educational options, and providing transparent information about — and real consequences for — a school ‘s learning results, are two general principles they and I regularly espouse. But what kind of accountability is appropriate for private schools that accept voucher students? One state with a large and growing private school choice program yesterday broke ground by adopting rules of a different kind from its predecessors. Fordham Institute blogger Adam Emerson, who supports the move, boils the decision down to its essence: Louisiana has shown us that it’s possible to offer private-school choice and control for quality in a way that doesn’t cramp what makes a private school unique. And in doing so, Louisiana has broken ground in school-voucher policy. While other states have made voucher and tax-credit-scholarship programs more transparent, only Louisiana would regulate enrollment at schools that consistently show poor performance. Latest Filings in Lobato Case Remind of Need for Real School Finance Reform

Ed News reports that the State of Colorado has laid out its detailed argument in the appeal of the Lobato school funding case. Former governors of both political stripes joined the University of Colorado Board of Regents and a coalition of business leaders in submitting their formal backing with the State and against the lawsuit: The state’s brief, along with most of the amicus briefs, attempts to make the point that the high court needs to consider all state budgetary needs, not just whether K-12 funding is constitutional, in making its eventual decision.

Six Falcon 49 Schools Win Innovation Status as Board Nears Important Crossroads

About six weeks ago I shared with readers that the Falcon School District 49 innovation plan was nearing a crossroads. That crucial time may now be upon us. As reported in the Colorado Springs Gazette, the Colorado State Board of Education yesterday unanimously approved requests to give six District 49 schools official innovation status: “Innovation is here to stay,” said Bob Felice, Innovation Zone leader/assistant superintendent, adding that the plans grant a lot of autonomy to teachers and parents. Yesterday’s Board votes bring the list of innovation schools to 33, including 24 from Denver Public Schools and now the following six from Falcon 49:

Video: Time to Rethink How Colorado Finances Student Learning Success

“Before we can do anything to fix Colorado schools, we just need to give them more money. …Right?” Well, Colorado taxpayers can’t afford to dish out more any time soon. Especially since the per-pupil spending increases of the past decade didn’t significantly impact student learning, and Colorado brings in more than $10,000 in tax revenues per student. So begins a great new 2-minute video put together by my Independence Institute friends. SB 172 Testing Consortium Dispute Colors Last Days of Legislative Session

Phew! There are only a few days left in Colorado’s legislative session, but there are still education bills left that deserve our attention. My new grown-up friends at Parent Led Reform today have their sights set on stopping Senate Bill 172, one of the shortest pieces of legislation you may ever lay eyes on: The bill directs the state to join as a governing board member a consortium of states that is developing a common set of assessments. For assessments in reading, writing, and mathematics, the state board will rely upon assessments developed by the consortium. What’s the big deal, you say? I thought you’d never ask. There’s a reason why the State Board of Education voted 4-3 to oppose the legislation. The majority is committed to Colorado developing its own tests and maintaining control within the state rather than from outside agencies.

Advancing Digital Learning Reforms Means Hard (and Smart) Work Lies Ahead

Digital learning is much more than a buzzword. It’s a real trend in K-12 education that’s growing faster than any single person or entity can keep up with. The effective use of technology in instruction to enhance student learning experiences takes on a variety of forms — including full-time online education programs and numerous blended learning models. Like many other reforms, it can be done well or done badly. While digital learning is no magical silver bullet to save every student in every school, neither is it something to be feared. Rather, the opportunity needs to be embraced as a tool to strengthen and enhance the reach of quality instruction, to improve and diversify curricula, to focus staff time and energy, and provide for more productive use of education dollars. Dougco, Dougco, Dougco! State Board Reapproves Teacher Licensure Waiver

Before diving in, I have to be up front with you: Yes, this is the third time in less than 10 days I’m writing about Douglas County. (And it has nothing to do with the fact that the first legal documents were filed this week in the appeal of last August’s district court permanent injunction overreach — though I’m getting ready for a Court of Appeals hearing to take place some time this summer.) No, this one may lie even further beneath the radar. In 2008 my Education Policy Center friend Ben DeGrow published an innovative school district issue paper titled Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program. Since 2007 the district has had the freedom essentially to train its own teachers in key strategic areas: The waivers enable the Douglas County Learning Center to train three types of teaching candidates: Alternative licensure for non-licensed applicants with content expertise in highneeds areas—especially math, science, foreign language, and technical trades Teachers-in-Residence (TIR) primarily for licensed applicants with non-special education teaching endorsements to become special education instructors Professionals-in-Residence (PIR) for non-licensed professional applicants who “are not interested in seeking licensure” but want to teach a course on a specialized topic […]

Fordham Offers a Few Good Suggestions to Improve Colorado K-12 Accountability

Calling all Colorado education policy makers and policy wonks: I hope you’ll check out this new Fordham Institute report Defining Strong State Accountability Systems: How Can Better Standards Gain Greater Traction? My Education Policy Center friends and I can’t endorse everything in the publication. But it’s worth looking at because Colorado is one of seven state accountability systems profiled. The 2009 CAP4K changes to the state’s accountability law, as well as 2010’s educator effectiveness legislation, were both cited as key reasons for including the Centennial State in the analysis. Can We Put the Schools "in Charge"? Colorado's Falcon 49 Shows a Different Way

A good thought-piece to read this week is John Katzman’s new Education Week article “Putting the Schools in Charge.” While I don’t agree with everything in the piece, the author has a laudable vision about sweeping systemic K-12 changes and makes some very sound assessments of the best ways to get there. And as I so often like to do, his main point particularly has a strong Colorado connection worthy of highlight. First and foremost, Katzman recommends sparking needed innovation by giving more power to school-level leaders, including greater choice over how and where they purchase central services: Right now, every state distributes state and federal funds to districts; in turn, the districts distribute funds to schools. Imagine that states instead channel funds directly to schools and require that the schools contract with a school support organization (SSO) for an array of services similar to what its district’s central office now provides….
