Uncle Charley Unmasked as One of Our Own Questioning DPS Bond Proposal
One of Colorado’s biggest online mysteries has been solved. The many readers of the Schools for Tomorrow education blog are sleeping better tonight. Okay, maybe that’s a bit of an exaggeration. What am I talking about? On Friday, 9News interviewed the Education Policy Center‘s Ben DeGrow about his perspective on the state record $454 million school bond proposal Denver voters face this year. In the process, his hardly-surprising online identity was revealed: An online blogger named “Uncle Charley” has written several entries for Education News Colorado trying to get readers to think about the need before they act. One blog is entitled, “More Tough Questions on DPS Bond,” which talks in part about the individual items that would be funded by this bond issue and series of property tax hikes have agreed to in Denver over the past two decades. “Uncle Charley” is actually the pseudonym for Ben DeGrow, with the Independence Institute, a non-partisan conservative political think tank. Money for Sarah Palin's Wardrobe May Be Better Spent on Remedial Math
I don’t mind that the president of the Denver teachers union uses her office as a platform to bash someone running for vice president of the United States: Think about it… [Sarah] Palin’s wardrobe allowance would educate a classroom of 23 students for a year in Colorado. We need to “CHANGE” this! If she wants to complain about the Republican National Committee spending $150,000 on wardrobe for Palin and her family, that’s certainly the Denver union president’s prerogative. But she at least ought to get her math right. Since I’m still working on simple addition, I trusted one of my friends in the Education Policy Center to run the calculation. So you may have to try this for yourself to verify it. According to the Colorado Department of Education, the state average for public school operational expenditures in 2006-07 (the most recent data available) was $8,754 per student. Run the calculation, and you’ll see that $150,000 divided by $8,754 is a little more than 17 (17.135, to be precise). Pennsylvania's New School Board Transparency Site Gives Good Ideas
I get excited to see the ball move forward even a little bit on the issue of school district transparency. Whether it’s the district’s checkbook or its union bargaining sessions, this kind of information should be easily accessible to parents and other taxpayers through the Internet. Our friends in Pennsylvania, the Commonwealth Foundation, have launched the latest noteworthy effort (H/T SPN Blog): As part of a year-long campaign to provide greater transparency in school district labor negotiations, the Commonwealth Foundation has unveiled a new website and blog, SchoolBoardTransparency.org. SchoolBoardTransparency.org will offer insight and advice in the labor negotiations process for school boards and citizens. The site will provide regular posts on issues, news, and best practices in school district labor negotiations, and allows users to comment and create posts on a moderated blog. The project will also include a “how-to” manual for school board members looking to provide greater transparency during union negotiations and a resource for media covering public school labor negotiations. The guides will provide the important questions to ask and explain the key issues typically involved in labor negotiation contracts. Could Unelected Judges End Up Writing Colorado's School Finance Laws?
According to the Alamosa Valley Courier, the Colorado Supreme Court has agreed to hear a case that could redefine how (and how much) schools are funded: A lawsuit initiated by Anthony Lobato and family of Center along with 14 San Luis Valley school districts and other districts statewide will go before the state Supreme Court sometime early next year, according to attorney Kathleen Gebhardt. Lobato vs. the State Board of education [sic] went before the Court of Appeals in Denver for oral argument Jan. 7 of this year. The Appeals Court quickly returned a decision stating that the State had no jurisdiction in the matter, so the case could not be referred for trial to the appropriate court. I haven’t had the chance yet to take the course in civics that teaches the different jobs of different branches of government. But I’m told that the legislature is elected to make laws, and the judges are appointed to interpret them. The history of these kinds of school finance lawsuits in other states should teach us this is the wrong path to go down. More School Tax Money for Big Salaries, Evicting Granny, & "Socialist Utopia"?
A couple weeks ago I said that voters in Jefferson County need clearer information to decide the expensive school funding proposals on their ballot this year. This isn’t exactly what I meant. Here is part of the “Pro” argument in the official voters guide for the Jeffco 3A property tax mill levy increase: Taxes should be increased $34 million annually by a mill levy of 4.4 mills. Past increases have not resulted in the desired student performance improvement and a greater infusion of funds is required. Compared to other professions and trades, teachers are poorly paid and hopefully beginning salaries in the six-digit range can be offered within three or four years. Senior citizens with fixed incomes are hard-pressed to shoulder increases in property tax. These people should recognize that their reduced productivity calls for them to be replaced by the youth of our nation. This measure calls for some of the property taxes to be earmarked for: “Expanding options for career job skills and technical training to prepare students for today’s work world.” Half of these should be committed to the following: Seniors on fixed incomes, to whom this school tax is burdensome, need training, as well as compassion. Jeffco Voters Need Clearer Information to Decide Funding Proposals
Colorado’s largest school district is one of many asking voters this year for more operating tax revenue and for bond debt to fund school construction. An article in Sunday’s Denver Post quoted one of my Education Policy Center friends with concerns about Jefferson County’s proposals (designated 3A and 3B): “They are asking taxpayers to build in a district with declining enrollment,” said Ben DeGrow, a policy analyst at the conservative Independence Institute think tank. Referendum C, a five-year timeout from TABOR revenue restrictions passed in 2005, and a 2007 law that allowed local property taxes to grow should be providing “a lot more revenue” for Jefferson County and other school districts, DeGrow said. Referendum C provided more than $300 million to K-12 education in 2006-07. No one doubts that Jeffco and other school districts need a certain amount of money to provide educational services. So it’s not a simple matter of voting Yes “for the kids” (like me) and voting No “against the kids.” If funding were attached directly to the student, and the parents could decide where to send their children, there would be a stronger case for that simplified line of thinking. Adults Need to do Homework Before Voting on School Bond Elections
I deserve to go to school in a safe, well-constructed facility. But my parents and I also deserve a clearer accounting of how the money is to be spent. Colorado school districts are putting a record $2.5 billion in construction bond proposals on this November’s ballot. Do the people going to the polls have the information they need? One of my friends here at the Education Policy Center has good reason to think that isn’t the case: “My hypothesis is the larger turnout means (districts) are reaching into a voter base that is generally less informed about local issues and more inclined to give money to schools because it sounds like it is the right thing to do,” said Ben DeGrow, education-policy analyst for the Independence Institute, a free-market think tank based in Golden. Denver Public Schools is asking for $454 million, Douglas County $395 million, and Jefferson County $350 million, not to mention the proposals of 12 other school districts. And not to mention proposed mill-levy increases that add to the total. Student Growth Model Enlightens Public … Financial Transparency Next?
More clear, accurate, available and usable information about public education is a good thing – good for parents, teachers, policy makers, and taxpayers — and ultimately for students like me. One good example of a step forward in this area is the Colorado Department of Education (CDE)’s new student growth model, featured in today’s Denver Post: The model shows how students have grown academically compared with peers in the same grades with similar scores on the Colorado Student Assessment Program over the past two years. “The bottom line is, the model tells us how much growth the child has made and whether that growth is good enough to meet state standards,” said Richard Wenning, associate education commissioner. Other states have adopted growth models, but Colorado is the nation’s first to use percentiles to describe the growth, Wenning said. Charter School Supporters Respond to Weak Aurora Sentinel Arguments
Last week I told you about how charter schools in Aurora were getting shortchanged in a proposed bond measure. The local newspaper, the Aurora Sentinel, fired back at the charter schools with a strange and poorly informed editorial. There’s no need to rehash all the places where the newspaper’s editors went wrong. Denise at Colorado Charters took care of it pretty well with a two-part series (here and here). According to a 2007 Harvard University national survey, most Americans don’t really know much about charter schools. Though interestingly, support for charters and equalized funding for charters is much higher among those who actually understand how they work. Perhaps if the Aurora Sentinel editors were similarly well-informed, their opinion would change. Offering a Different View on Denver Area School Bond and Tax Elections
In an interview yesterday with reporter Nelson Garcia of 9News, our own Ben DeGrow offered a different point of view on the bevy of school district bond and mill levy elections slated for the Denver metro area this November (H/T Mount Virtus): Ben DeGrow is the education policy analyst for the Education Policy Center within the Independence Institute, which is a conservative political think tank. DeGrow says too many middle class families are coping with high gas prices and a poor real estate market to think about raising their own property taxes for schools. “This may be a tough year for JeffCo and other metro school districts to be asking for money,” said DeGrow. JeffCo is just one of the major districts around Denver poised to ask voters for money this fall. Denver, Aurora, and Cherry Creek have also expressed the intent to place bond issues or mill levies on the November ballot along with a number of other districts across Colorado.
