Arizona Lawmakers' Quick, Creative Work Makes Me So Happy for Lexie

Sometimes even shameful things can work out for good, with good people working hard to make sure kids can keep the quality education options they have received through school choice. In Arizona, thankfully they worked very quickly. Things went awry on March 25, when the Arizona Supreme Court ruled on a shameful lawsuit by shutting down two voucher programs that served special-needs and foster care kids. Even then, though, as my Education Policy Center friend Ben DeGrow reported for School Reform News, there was a ray of light: [Executive director of the Arizona chapter of the Institute for Justice Tim] Keller said that remains a possibility in Arizona, where it could be accomplished by popular vote either through a legislatively initiated referendum or a citizens’ petition drive. “Right now, every conceivable legal option is still on the table,” he said. Parents Need to Learn about School Choice? We're On It Here in Colorado

A new Education Sector report by Erin Dillon suggests that too many parents (especially the poorer ones) don’t know enough to make the right decisions when they have school choice options: Reformers working to improve banking and food services in the district’s low-income neighborhoods and around the nation have already learned these lessons. In recent years, they’ve moved aggressively to provide sophisticated market analysis to private sector firms, making the case that poor neighborhoods represent an untapped source of profits. They’ve forged strong connections with local community organizations that reach out to new consumers and help customize services to meet local needs. They’ve provided crucial start-up funds for small businesses and have encouraged these businesses to be flexible in how and where they serve residents. And they’ve worked hard to build knowledge and expertise among the consumers who drive demand. Joanne Jacobs agrees: School choice proponents should learn how to help low-income parents recognize high-quality schools and avoid the duds. New Friedman Report Highlights Why School Choice Benefits Teachers, Too

For some reason these last days of the school year have me busy. So I don’t have a lot of time to write — except that I wanted to point out something especially for teachers (who must be even busier than I am, I guess). A great new study released by the Friedman Foundation compares data from the U.S. Department of Education’s Schools & Staffing Survey and traces the attitudes of public school teachers vs. private school teachers on a whole host of issues. Out of the many results highlighted by co-authors Dr. Greg Forster and Christian D’Andrea, I wanted to bring your attention to a short few: Private school teachers are much more likely to say they will continue teaching as long as they are able (62 percent v. 44 percent), while public school teachers are much more likely to say they’ll leave teaching as soon as they are eligible for retirement (33 percent v. 12 percent) and that they would immediately leave teaching if a higher paying job were available (20 percent v. 12 percent)….

Rocky Mountain Deaf School Seeking to Build on Special Record of Success

Yesterday a couple of my Education Policy Center friends had the privilege of visiting a local charter school with a special program to serve a particular group of kids with special needs: Rocky Mountain Deaf School (RMDS). RMDS is located in Jefferson County, but about half of its 61 students live in surrounding districts. That’s a sign of a school having success connecting with deaf and hearing-impaired kids and improving their learning horizons. The RMDS vision statement highlights the clear focus and special status of the school: As a high performing, innovative educational program for students who are deaf, we are deeply committed to providing a rigorous, standards-based curriculum. We prepare each deaf student to be literate, academically successful, and technologically competent. We provide a linguistically rich learning environment through the acquisition of American Sign Language and English both inside and outside the classroom.

Brad Jupp the Latest Reformer Off to D.C.: Who Will Fill His Shoes?

Education Week‘s political blogger Alyson Klein wrote yesterday about another one of Denver’s education reform leaders being exported to the nation’s capital: Secretary of Education Arne Duncan has a new teacher quality adviser … and he’s got a foot in both the merit pay and union camps. Brad Jupp is formerly a senior policy adviser to Denver-schools-superintendent-turned-U.S.-Senator Michael Bennet. In that role, he worked on school and district performance improvement and accountability, teacher effectiveness, and school choice, among other issues. After being on the short list for the job Duncan now holds, DPS superintendent Michael Bennet was appointed U.S. Senator. More recently, state senate president Peter Groff was appointed to direct an office in the U.S. Department of Education. Now Jupp joins Groff in the Department in the special role of teacher quality adviser. I would be remiss not to observe that when it comes to Brad Jupp, Denver’s loss is D.C.’s gain. He has a tough job cut out for him — that’s usually the case when it comes to effecting change in the Beltway bureaucracy. All Eyes (Including Mine) on Radical Westminster School Innovation

I’ve told you before about Westminster School District’s program to move from seat time to standards — re-thinking the whole traditional grade system that has dominated American education for decades — and the Doogie Howser-like potential such a system could offer me. Well, earlier this week, Rebecca Jones at Ed News Colorado chronicled the fact that the moment of truth has arrived for Westminster (aka Adams 50): It’s the last day of the 2008-09 school year in the district. The last day of life as most students and teachers there have always known it. The last day that categories like “third grade” or “sixth grade” – or A or B+ or C- — will exist in most of Westminster. The district is scrapping traditional notions of grade level and doing away with letter grades. Students will instead progress through academic levels 1-10 based on their mastery of subjects, not on the length of time they’ve been in school. This concept, known as standards-based education, has been tried in individual schools and in some small districts in Alaska, but never before in a large, urban district such as Westminster. The bold step is bringing national attention to the district.

Jay Mathews Inspires My Radical Ideas to Spend $100 Billion on Education

In today’s Washington Post, education columnist Jay Mathews raises the question: If you had $100 billion to fix our schools, what would you do? Faithful readers know I was skeptical of the federal government’s “magical money tree” a few months ago. My sentiment hasn’t changed. Some ideas for spending 100 billion (that’s a 1 followed by 11 zeroes) new smackeroos in the education bureaucracy inevitably will be better than others, and some may end up yielding some positive results. In his column, Mathews grades five proposals for spending the money, realistically noting of those who submitted the proposals: Their goal is to get the biggest change by January 2012. I think they are dreaming. The federal stimulus is designed to save jobs, not raise student achievement. But some (not all) of the ideas are so good some states might (repeat, might) be tempted to try them. Krista Kafer Helps You Figure Out What Makes a Charter School Good

A couple days ago I brought your attention to the closure of a struggling Denver charter school, but made the point: For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model. That’s great, you might say, but how can I figure out what makes a charter school good or not? Well, have no fear. My friend and Education Policy Center senior fellow Krista Kafer has co-authored a report for the Colorado Department of Education called A Typology of Colorado Charter Schools 2009 (PDF). The more dedicated among you may want to dive right into the report, but I suggest you whet your appetite for this important topic first by listening to a brand-new iVoices podcast that Krista recorded with Center director Pam Benigno: Near the end of the podcast, you also will hear Krista talk about her newly updated issue paper A Chronology of School Choice in the U.S. (PDF). Amandla Charter Closure Exceptional, Sign of the Institution's Strength

The Denver Post‘s Jeremy Meyer reports that Denver Public Schools is closing the troubled Amandla Charter Academy — a contract school re-applying to become a charter school. Given the known facts (a checkered past, ongoing financial problems, poor academic results, and lack of a “coherent education program”), it looks like a tough but very good decision by the school board. Public charter schools are an important option in the school choice menu, the institution should be strengthened, and their leaders and managers should be empowered for success. But we have to recognize one of the inherent strengths of charters is that they can be closed down effectively if they fail. That being said, Edspresso is correct to emphasize that decision makers must be “serious about understanding and reviewing original data before making conclusions” about charter school closures. For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model.
