Back before Christmastime, I told you about the promising work going on in the once-troubled Cole Arts and Science Academy in Denver, thanks to its newfound liberating status as an Innovation School. Well … freedom and autonomy lend themselves not only to innovation but also toward groundbreaking partnerships not nearly as likely to take place in the traditional public K-12 school system. Determined to place their mostly poor students on a track of college success, Cole parents and leaders recently have reached out to the Denver School of Science and Technology (DSST) charter school as a potential partner.

R.I.P., Senator Al Meiklejohn
I pause from my regularly scheduled juvenile opining to acknowledge the passing of someone who gave many years of service to the state of Colorado — including many on behalf of public education. He and I wouldn’t have agreed on every issue, but there’s no doubt he was independent in thought, well-informed in his views, and passionate in his work. I’m talking about former Arvada state senator Al Meiklejohn, who died Monday at age 86 and will be put to final rest today. As reported in this week’s Denver Post obituary, Meiklejohn served six years on the Jefferson County Board of Education and “constantly pushed for public-school reform and better salaries for teachers.” For his service he has a Jeffco elementary school named after him. You know Senator Meiklejohn was a man of influence and stature when in the week of his death he has received such high praise from two very different sides of the education spectrum.

Even If Lobato Lawsuit is "For the Kids" Doesn't Make Taxpayer Funding Good Idea
If you can dig way back into your memory banks, four months ago the Colorado Supreme Court decided it had a say in determining the state’s school funding policy — giving new life to the Lobato v State lawsuit. Recently, two of the plaintiff lobbying groups have been urging local school boards to agree to help pay the legal fees. In essence, this means taxpayers are funding both sides of a lawsuit to force taxpayers to spend more money on schools. As News 5’s Andy Koen reports, Colorado Springs School District 11 last week voted to spend $50,000 on the lawsuit, even though a Democrat state legislator says the money simply isn’t there in the budget, and an education legal expert says these lawsuits are ineffective (click here to watch a 2-minute video of the news story):

"If You Can't Defend It, Don't Spend It": Denver Post's Look at School Finances
In recent weeks I’ve told you about the recent successes Colorado has seen in the area of school financial transparency — namely, the detailed online financial databases created by two of the state’s three largest districts (Jeffco and Douglas County). Yesterday the Denver Post‘s Jeremy Meyer and Burt Hubbard reported some of what can be learned by having an easier peek behind the financial curtain: Spending on items other than salaries and bonuses by the Jefferson County and Douglas County school districts totaled $106 million and $91 million, respectively, from July 2009 to mid-February this year. And while the bulk of that money is spent on necessary supplies for maintenance of schools, and for direct classroom expenses (such as books, office supplies and other items), millions are spent annually on restaurants, travel and training.

It's Time for Accountability for School Employee Union Leave Activities
If I’m in a class some day and the teacher has to take time off because she is sick or has some job to do to learn how to be a better teacher, that would be one thing. But getting paid to take time off on behalf of the union, well, that’s a different story. In his new issue paper Colorado Schools and Association Release Time (PDF), my Education Policy Center friend Ben DeGrow says that our school districts need to do much better knowing how these leave days are used — especially the paid ones, to make sure money from my parents and other hard-working citizens isn’t misused. Like taking union release time to campaign for political candidates. That’s what happened in Fort Collins in 2004 (see here and here), and who knows how many other times and places? Do people really think this is okay? Because nobody in charge seems to be asking the questions. CFO: Jeffco's Site Leads Colorado in School Financial Transparency

Hooray! Mike Miles and Harrison Taking Bold Step on Merit Pay Reform
While Colorado’s governor and state officials have created a 15-member Council on Educator Effectiveness and Denver Public Schools has received a $10 million Gates Foundation grant to study and develop a new teacher evaluation system, Harrison School District in Colorado Springs is moving forward on a truly bold merit-pay reform. So reports Nancy Mitchell in today’s edition of Education News Colorado: Incentives play no part in the plan created by Miles, the superintendent here since 2006. There are no bonuses for teaching in struggling schools. Teachers don’t pocket a couple thousand bucks more if their students do better than expected on state tests. Instead, teachers in Harrison will soon have their entire salaries based on a combination of their annual evaluations and their students’ academic progress. No longer will teachers get annual raises for another year on the job or for taking more college classes – the way most districts in Colorado and across the country pay their instructors. These changes are made easier by the fact that Harrison teachers do not have collective bargaining rights.

With Jeffco in Front, Colorado Can Lead on School Financial Transparency
Update: House Bill 1036 passed unanimously out of the House Education Committee this afternoon. Ben’s report and testimony added some important information and perspective to the discussion. Now the legislation heads to the floor of the lower chamber for a full 65-member vote. Stay tuned as I continue to cover the two school transparency bills as they move through the legislature. Many months ago, after a heated debate at last year’s legislative session, I pointed out that opponents of public school financial transparency were running out of excuses. Well, I’m proud to say that several school districts in Colorado have received the message, and at least one has done a remarkable job of making user-friendly detailed spending information available. I’m talking about Jefferson County Public Schools, the state’s largest school district. You really have to check out their online searchable spending database. Drama Sweeps In New Denver School Board… Surprise, Intrigue to Follow?
Last night marked a key moment of transition for the Denver Public Schools, as the old, reform-friendly Board made its last votes and the new, not-so-reform-friendly Board was sworn in to take its place. More remarkable and bizarre, however, was how dramatically events unfolded, as reported by Ed News Colorado: As board member Michelle Moss walked up to take her seat for what was to be her last meeting in eight years representing southwest Denver, her newly elected replacement Andrea Merida told her that she would be sitting on the dais instead. Merida, rather than waiting to take the oath of office with two other new members after the meeting, had instead been sworn in hours earlier so she could cast a vote on the controversial reforms.

Colorado Needs Standards for Tax-Funded Union Release Time
In many Colorado school districts, taxpayers are subsidizing union presidents and/or other officers to take release time from the classroom for union business. Back in 2003-04 the practice cost Colorado taxpayers at least $775,000 (PDF). Since nothing is known to have changed to crack down on the process, the figure must be considerably more these days. What exactly are union officials doing with their taxpayer-subsidized time, and how can we find out? Bargaining negotiations? Grievance procedures? District committees? Political activities?
