iVoices: Superintendent Mike Miles on Real Teacher Performance Pay in Harrison

When it comes to changing the way teachers are paid, many people have heard of Denver’s ProComp. My Education Policy Center friend Ben DeGrow wrote an issue paper (PDF) about that performance pay plan and others in Colorado. But clearly, as far as the extent of innovation goes, Denver has nothing on El Paso County’s Harrison School District. E and R is set to transition during the upcoming year until all teachers and other licensed employees will be paid based on performance and achievement in 2011-12. Best of luck to Harrison! I hope other school districts, officials and education leaders are paying attention and taking close, careful notes. The proof will be in the pudding, so let’s study the E and R program to see how successfully and efficiently it helps improve student learning.

Can School District Leaders Slow, Even Stop, Denver's Dance of the Lemons?

Ed News Colorado reports on an attempt by Denver Public Schools leadership to help its struggling schools break out of their struggles: [DPS superintendent Tom] Boasberg, in an email to principals Friday afternoon, said “it is our intention” not to place any unassigned teachers at year’s end into schools now on probation under the district’s school rating system. He also said DPS “will seek to limit forced placements” in the district’s poorest schools, or those receiving Title 1 federal grant money based on student poverty rates. Whether the teachers are poor performers, or they just aren’t warm to the school’s culture and its program to achieve excellence (presuming an effective one is in action), it does more harm than good to force teacher placements — at least as a policy on paper. If the current approach is the best we can do to deal with the “dance of the lemons,” then we might as well give up on urban school reform. But I’m too young to give up, and you should be, too! How Far Will Colorado Reform "Human Capital" to Win Race to the Top?

Education leaders here in Colorado have shown a great deal of interest in the federal Race to the Top dollars, a multi-billion dollar program that we are told is designed to spur reform. In order to be eligible for rewards, states will be rated according how well their policies and goals line up with innovative practices mostly aimed at boosting student achievement. But no category will carry more weight in the Department’s Race to the Top determinations than “Great Teachers and Leaders.” That’s why the National Council on Teacher Quality (NCTQ) has created a very handy scorecard (PDF) to help you figure out whether Colorado or any other state might be on the right track to pursuing needed “human capital reforms.” I like going to Coors Field and keeping track of what happens on a baseball scorecard, but I don’t think that’s exactly what they mean. Just what sort of things could Colorado do to get a high score in the area of “Great Teachers and Leaders” and increase our state’s chances of getting Race to the Top funds? Get Smart Schools, DU Team Up to Train Effective School Leaders

If we’re going to improve learning opportunities, especially for the poorest and neediest kids in our state, one of the most important things we can do is have strong and effective leadership at the school level. Principals need to be trained not only to be great instructional leaders but also to be more like entrepreneurial managers than compliant bureaucrats. Enter the partnership between Get Smart Schools and the University of Denver: Beginning in Spring, 2010, the University of Denver’s Daniels College of Business will incorporate its cutting edge MBA core curriculum with a specially-designed concentration in education, developed in cooperation with the Morgridge College of Education and GetSmartSchools, a non-profit organization designed to dramatically increase the number of high quality schools serving low-income students in Colorado’s Front Range. All elective courses will be specially designed to train future leaders of autonomous schools. Unlike traditional Principal preparation, this will give participants both the business and instructional expertise to manage and lead schools closing the academic achievement gap. A Glimpse at New Schools: Math and Science Leadership Academy

After the Colorado Independent brought attention to Denver’s Math and Science Leadership Academy (MSLA) on Friday, I decided it was turn to shine the light on a brick-and-mortar school that is unique for one reason: no principal. No principal, you say? That has to be good, right? When I throw spit wads at the kid next to me, whose office are they going to send me to? Right? Okay, okay, I can stop being goofy for a few minutes. MSLA is not a charter school but an innovation school. The school’s founders had to ask for waivers from state law that would allow it to operate with two “lead teachers” instead of a principal. Teachers evaluate each other through a peer review system. Located in southwest Denver, it’s a K-5 elementary school with a “primary focus” on “science, technology, and mathematics.” MSLA opened its doors this year to students in kindergarten through second grade. Obama Speaks to Schoolchildren: Colorado Schools & Teachers Respond

Update: We’ve received word that at least one of the Denver Public Schools — Southmoor Elementary — has reversed its previous stance NOT to show Obama’s speech, and will go ahead and show it live. No word yet on whether parents will be able to opt out. On a more arrogant note, Broward County Florida schools are not letting kids opt out at all. So I write a little bit about President Obama speaking to school children, and I get more attention than possibly could be healthy for a five-year-old to get! But I did want to take the opportunity to share with you a rundown of what my friends in the Education Policy Center have been receiving from some Colorado Front Range parents and teachers, including what individual schools have opted to do. Obama Speaks to Schoolchildren … Where's the Real Local Control?

Update 5, 9/8: The speech that went off today, and the lesson plans that accompanied it, were a lot less creepy and controversial than the original release. Who knows how much the uproar had an effect on that? Anyway, I commend to you two thoughtful perspectives on the whole episode: by Jay Greene at Education Next and by coolreformchick at Edspresso. The good news about the President addressing schoolchildren across the nation? At least this time Congress won’t start an inquiry into it. Update 4, 9/4: I have gathered and posted numerous responses from Colorado teachers and schools to Obama’s address to schoolchildren. Why Effective Education Reform Often Is So Hard: Pueblo Edition

Yesterday’s Pueblo Chieftain featured a very telling story of why serious education reform cannot simply be entrusted to the good will of local school bureaucrats. Not that they aren’t necessarily trustworthy, because most of them certainly are. But the prevailing number of federal and state regulations, added on top of the provisions negotiated into the master union contract, have stacked incentives in favor of pleas for more money to help get them out. See what I mean: Local school administrators are well aware of the attempts by districts around the country to find ways to reward teachers and give them incentives to do better but it’s not something that can be done without also finding ways to pay for it. Kathy West, interim superintendent of Pueblo City Schools, said that there are indications that new federal programs will be coming soon to help cash-strapped districts like Pueblo’s do that. But for the time being the district remains with its narrowly worded contract and pay scale that bases salaries on years worked, degrees and training earned and on annual across-the-board pay increases. “It’s just too hard….” In other words, labor peace trumps teacher quality.

A Glimpse at "New" Schools: Montclair School of Academics and Enrichment

Okay, okay … so Denver’s Montclair School of Academics and Enrichment isn’t exactly new. In fact, at more than 100 years of age, it’s one of Colorado’s older public schools. So what’s new about it? Montclair is one of the state’s first two Innovation Schools — as approved by the local school board and by the state board of education under the 2008 state law — and the only school to be recognized both as an Innovation School and as a DPS Beacon School. Status Quo in Congress Holds Back Teacher Incentive Fund Growth … Somewhat

Alyson Klein, one of the ladies who cover happenings related to education on Capitol Hill for Education Week, reports about an important committee vote yesterday: A bipartisan effort to boost funding for the Teacher Incentive Fund by an extra $100 million went down to defeat today during the full Senate Appropriations Committee’s markup of the bill funding the U.S. Department of Education in fiscal year 2010. The bill already includes $300 million for the TIF, a teacher performance-pay program that is currently funded at $97 million. The proposed increase in the failed amendment would have been paid for by taking $100 million out of the federal State Grants for Improving Teacher Quality program. TIF provides competitive grants to state agencies, school districts, and charter schools that develop quality performance pay programs for teachers and for principals. As my Education Policy Center friend Ben DeGrow has outlined in his issue paper Denver’s ProComp and Teacher Compensation in Colorado (PDF) and elsewhere, local Colorado school districts have applied for and received a significant share of TIF grant money.
