Terry Moe Touts Power of Technology to Transform Politics of Education
Whether you’re an education policy junkie or a concerned parent or citizen who is new to the reform debate or anyone in between, you will find some insightful and provocative arguments in the new book co-authored by Drs. Terry Moe and John Chubb titled Liberating Learning: Technology, Politics, and the Future of American Education. What’s most interesting about the book is that Moe and Chubb go beyond highlighting how technology can transform the delivery of instruction in schools. They argue that technology also holds the potential to transform the politics of education by weakening the ability most especially of teachers unions to block promising, student-friendly reforms. Let's Stop Gazing at Spending Rankings, Start Changing Priorities
When it comes to measures of where Colorado ranks in education spending inputs, I never cease to marvel at the selective judgment of newspaper writers. Take for example today’s Denver Post headline: “Colorado at 40th in K-12 funds per student”. Yes, the Census Bureau has released its annual rankings and finds that Colorado spent $8,167 per pupil, 11th from the bottom nationally, during the 2006-07 school year. That is below the national average of $9,666 and almost half the amount spent by New York, the top state. But why only the Census Bureau? Several months ago the National Education Association released its annual rankings (PDF) and found that Colorado spent $8,895 per pupil in 2006-07, which ranks us at 30th — not 40th (see H-9). Or what about the U.S. Department of Education, which when you look at total expenditures per pupil for 2006-07 places Colorado at 31st ($10,160)?

The Independent Teachers Fellowship Was a Blast, Sorry I Missed It
Last night my Education Policy Center friends were honored to be joined by a small group of local educators for food, fellowship, and lively conversation at the annual Independent Teachers Fellowship. (As always, there’s lots of great information on our Independent Teachers website.) About a dozen public school teachers representing diverse experiences and specialties came and enjoyed an indoor picnic of sorts with sandwiches, sides, and (the best part) build-your-own ice cream sundaes. That last part makes me sad I missed the event, but I had a lot of Lego and sandbox time to catch up on. Hope those who attended can forgive me.

Are School Teachers Getting a Raw Deal? Maybe the Truly Great Ones
In a post written yesterday, the venerable Dr. Jay Greene makes the point that education schools typically undersell the benefits of the teaching profession to their own graduates: But the reality is that teaching is a pretty good gig. Yes, the work can be draining, but the hours are great and you get regular breaks throughout the year, including a long one over the summer. The annual pay is OK, but when you consider it on an hourly or weekly basis, you’ll get paid more than the average white collar or professional specialty and technical worker (according to the U.S. Bureau of Labor Statistics). In addition, during a period of almost 10% unemployment you’ll sure appreciate the high job security. And let’s not forget the benefits, including solid health-care and an extremely generous retirement package that will let you retire in your mid-50s with about 60% of your peak salary guaranteed for the remainder of your life and adjusted for inflation. It would take a fortune in a 401k or 403b to produce that kind of pension benefit.

A Glimpse at New Schools: Animas High
Guess what? It’s that time again — time to highlight some of the exciting new educational options opening up for Colorado students and parents this fall. Last year we were able to give readers a glimpse at 10 new schools. My goal is to do at least that many for 2009. First on the list, we start at the far end of the state in Durango for the opening of a new public charter school for 9th graders. Authorized by the Charter School Institute, Animas High School. Animas, which is intentionally modeled after San Diego’s innovative High Tech High, is slated to add grades each year so the first class will graduate in 2013.

New Denver KIPP School Performance Pay Plan Latest Charter Innovation
With a variety of programs and greater flexibility from state laws and district policies, public charter schools can provide a great alternative for parents and students looking for something different. Because of that same flexibility, charter schools can serve as great laboratories of innovation for different practices that work. A couple months ago, while school was still in session, my Education Policy Center friends visited KIPP-Sunshine Peak Academy, a charter middle school located in west Denver. The national KIPP network of 82 charter schools has been made famous recently by the book Work Hard Be Nice, written by Washington Post education reporter Jay Mathews.

Colorblind? Suburban Denver School Districts Enrolling More Minorities
In the middle of July, education news and conversation tends to be slow. If they’re like me, people are more interested in the baseball All-Star game or in just hanging out at the beach. That’s why all I’m going to do today is bring your attention to an article in the Sunday Denver Post titled “Denver metro districts enroll diversity”. Reflecting larger demographic trends, Denver Public Schools has started enrolling a greater share of white students in the past 8 years. Meanwhile, every other district in the metro area has taken on more racial minorities — with Mapleton, Westminster, and Sheridan registering gains in minority student enrollment of 20 percentage points or more. Commerce City, Englewood, Cherry Creek, and Aurora have also made significant shifts in the same direction. What does it all mean for education policy?

I've Been Wrong Before, But Michael Bennet Gets It Right This Time
Our own appointed U.S. Senator and former Denver Public Schools superintendent Michael Bennet conducted a recent Q & A on federal education reform with Linda Kulman for Politics Daily. Here’s his answer to one question about incentives not matching objectives in the education system: We have not updated our theory of human capital, which is a fancy word for saying how do we attract and retain people to public education, since the labor market was one where women had two professional choices: being a nurse or being a teacher. We say to people, “We’d like you to come be a teacher, we imagine that you’re going to teach “Julius Caesar” every year for the next 30 years, we’re going to pay you a really terrible wage compared to what you could make doing almost anything else. … The way most school districts and states pay teachers in this country (is) if you leave any time in the first 20 years, you leave with what you’ve contributed to your retirement system … but if you stay for 30 years, you (get) a pension that’s worth three times what your Social Security is worth. NEA: Charter Schools Are Okay … If They're Not Really Charter Schools
The teachers unions have a delicate dance to do when it comes to public charter schools. In the not-too-distant past, when charters were a new idea and still very small in number, outright opposition to nip them in the bud. Charter schools are largely non-unionized (with exceptions) and provide competition from within the public education system. But over the years has come a gradual evolution. In many states the unions have grudgingly accepted charters as part of the landscape, while working quietly to limit their successful expansion. Then along have come a Democrat president and secretary of education who advocate more charter-friendly policies. Union officials aren’t about to give in to the more radical anti-charter elements of their membership, but they decided they had to do something to make a statement and quell the growing tide of charter school opportunity and innovation. As explained by Nelson Smith of the National Association of Public Charter Schools (NAPCS), the just-ended big to-do known as the NEA Representative Assembly provided the perfect opportunity to do precisely that:

National Journal "Education Experts" (sans moi) Opine on Magical Money Tree
The major publication National Journal has convened a group of “Education Experts” to answer major policy questions on a new blog. Their inaugural question is about the “magical money tree”: Given the bleak budgetary outlook for many states, should stimulus funds be primarily devoted to staving off education cuts, or should the administration focus on leveraging the money to drive its reform agenda?
