Denver School Performance Framework Shows Signs of Reform Progress

The big local education news of the day is the release of the latest results from Denver’s School Performance Framework. SPF — which in this case has nothing to do with how much protection you get from the sun — takes into account a host of measures of how DPS schools are performing, with an emphasis on student academic growth. Based on their score, each school receives one of five ratings (from best to worst): Distinguished (Blue) Meets Expectations (Green) Accredited on Watch (Yellow) Accredited on Priority Watch (Orange) Accredited on Probation (Red) The rating determines whether individual schools receive greater autonomy and rewards or greater support and corrective action. Gauging the Latest Public Opinion, Reform Policies and Results in K-12 Education

There a couple new education-related publications out there that shed some light on current debates. When it comes to K-12 education, public opinion, policies and results are interconnected, though the relationship often is not so apparent. If we want to help improve and maximize student learning, it’s good to be informed on all fronts. First, Education Next recently released the results of its 2010 annual survey. The bottom line? With the exceptions of school spending and teacher tenure, the divisions between ordinary Democrats and Republicans on education policy matters are quite minor. To be sure, disagreements among Americans continue to linger. Indeed, with the exception of student and school accountability measures, Americans as a whole do not stand steadfastly behind any single reform proposal. Yet the most salient divisions appear to be within, not between, the political parties. And we find growing support for several strategies put forward in recent years by leaders of both political parties—most notably online education and merit pay.

Time to Revisit Common Core?: It May Take a Change on Colorado's State Board

Four weeks ago today the Colorado State Board of Education adopted Common Core academic standards in math and language arts by a 4-3 margin. Instead of putting the issue to rest, Colorado’s failure to secure an expected share of federal Race to the Top (RTTT) funds has resurrected the issue. Why? Because some of the fuel behind getting the State Board to adopt the interstate educational compact was the value it would add to the state’s RTTT application — despite objections laid out by state senator Keith King (R-Colorado Springs) and others. Word on the street is that some local school officials have been raising the specter of repeal, feeding on the RTTT loss to add momentum to their cause. We May Disagree about Senate Bill 191, But There's No Need to Rewrite History

Nobody in the education world is talking about anything else, so why not just make it official and call this “Race to the Top week”? The fallout continues. In an exclusive interview on Tuesday, State Board of Education member Marcia Neal told my Education Policy Center friends that we might see an effort to slow down or roll back Senate Bill 191: Colorado’s landmark teacher tenure and evaluation reform. I’m not sure if she was thinking it would happen this week, but open up the opinion section of today’s Denver Post, and you’ll see a guest column written by Cherry Creek educator Brian Kurz titled “Go back and fix SB 191.” My modest suggestion would be for the author to go back and check some of his facts and assumptions. First: [Bill sponsor] Michael Johnston authored SB 191 and pushed its passage as a way to better position Colorado for Race to the Top money. Johnston knew first-hand the obvious flaws with both the language of [sic] bill and the ambiguity of how to achieve its goals. The Politics of Federal Education Funding? Questions about Race to the Top Judgments

The new school year is underway, and I’m just trying to keep my head above water while this giant wave of reaction to the U.S. Department of Education’s Race to the Top grant announcements keeps rolling in. Seriously, one of these days my mom or dad is going to have to teach me how to swim. But since I can’t get my mind off being aghast that Colorado missed out on its chance at $175 million, you just really need to check out some of these reactions. First, a trifecta from our friends over at EdNews Colorado: Alexander Ooms reminds us not to overreact, that outcomes are important and we can effect positive change without the $175 million Robert Reichardt points out that Colorado and other Western states can’t win until we effectively explain how local control really works Ben DeGrow from our own Education Policy Center notes how Colorado’s RTTT loss could open the door for the unions’ “politics of blocking”

Colorado Loses Race to the Top: State Board's Bob Schaffer, Marcia Neal Respond

Update, 3 PM: State Board member Randy DeHoff also added some comments. Scroll to the end of the post to read them. At my age, I figured I knew pretty well how the world works. I told you that Colorado’s green light from the National Council on Teacher Quality made them practically a sure thing to win a share of Race to the Top round two federal dollars. Was I wrong or what? Instead of Colorado becoming one of the 10 winners, our state finished 17th out of 19! Let me tell you what: I can’t wait to see the explanation for this one. It’s not just me. Education policy guru Rick Hess says it’s ludicrous that Colorado and Louisiana were “left out in the cold.” Curious themselves, my Education Policy Center friends asked some Colorado State Board of Education members for their reactions to the surprising news. “It’s a shame funds purloined from Colorado taxpayers will now head to other states, in greater quantities, for the education of other people’s children,” said State Board chair Bob Schaffer, R-Fort Collins. “Nonetheless, accepting cash from the federal bureaucracy always comes at a competing price. A Physical Education Revolution?

Since Friday is here, time for some lighter fare… maybe as in having a lighter body weight? You don’t see me writing a lot about physical education — maybe because you typically can’t get P.E. credit for blogging or Legos. But maybe I could get credit for all the times I go crazy running around in my (fenced in) backyard when my mom can’t stand me being in the house anymore. As Marci Kanstoroom reports at Education Next, traditional P.E. courses aren’t doing much at all to curb the problem of childhood obesity. CSAP Scores Get Little Attention, But Call For Expanding School Reform Approach

Yesterday morning the Colorado Department of Education unveiled the latest CSAP (state assessment) results. It’s hard to believe: in the past these events attracted a lot of fanfare. But for the most recent announcement, I missed the brass band and confetti. Maybe because there wasn’t any. And that doesn’t take into account the fact the release was scheduled on primary election day, which limited the news media coverage. Oh, well. The Denver Post reports that CSAP scores once again were flat, though there were some notable bright spots, like Beach Court Elementary and the West Denver Prep and Denver School of Science and Technology charter schools in DPS, and Mapleton Public Schools. On the larger scale, however, Colorado education reformers can be anything but satisfied. Disappointed would be a better word. We still have a long ways to go. It’s time to look at what the more successful Colorado schools and districts are doing while also broadening our vision to look at other states with clearly successful track records (e.g., Florida’s education reforms).

NCTQ's Green Light Indicates Colorado is a Likely Race to the Top Winner

So now that the Colorado State Board of Education has signed on to Common Core Standards, the question is what are the state’s chances to win up to $175 million in federal funds from Race to the Top (RTTT) Round 2? Thanks to Ed News Colorado’s Daily Churn, I learned that the National Council on Teacher Quality (NCTQ) has given Colorado’s latest RTTT proposal a green light (thanks in no small part to SB 191). So what does that mean? If recent history is our guide, then we should go back to March and look at NCTQ’s forecast from the first round of RTTT. Delaware, Rhode Island and Tennessee were the only three states to receive green lights; Delaware and Tennessee ended up the only two states to come home with the money. This time around there figure to be plenty more winners. So the fact that Colorado is one of only three states (Louisiana and Rhode Island are the others) plus Washington, D.C., to receive the coveted green light means our state is a virtual shoo-in for the federal dollars. iVoices: Kit Carson District Looks to Break the Mold on Innovation Schools

Colorado has been a national leader in public school choice. One of the small facets of that choice is the Innovation School concept pioneered by a 2008 state law. These public schools or school districts can seek waivers from some state laws to have more flexibility in program and/or personnel policies. Up till now, the handful of schools that have sought and received Innovation School status are all located in Denver, designed to serve challenging urban student populations. But in the 2008 law’s own pioneer spirit, the tiny rural Kit Carson School District on the Eastern Plains is changing the trend. On the newest iVoices podcast (click here to listen to the MP3 in another window), Kit Carson superintendent Gerald Keefe talks about his district’s Innovation waiver proposal to be brought before the State Board of Education in coming months. Rather than wait for the groundbreaking new SB 191 to go into effect, Kit Carson has some ideas of its own how to implement a more performance-based teacher evaluation and dismissal system. In any case, it’s good to be reminded that innovation comes in all shapes and sizes — and population densities.
