Hoping for Better than Political School Finance Kumbayah Next Year

It’s that time of year in Colorado. I’m not talking about the crazy weather, with all the wind, rain, and hail. No, I mean schools are getting out, graduations are taking place seemingly every day, and (hooray!) summer vacation is here at last. It’s also time for politicians to take a victory lap on the school funding issue. Because that’s what they do. Chalkbeat Colorado reporter Todd Engdahl covered a recent ceremony at Cherry Creek’s Ponderosa Elementary, where Gov. John Hickenlooper signed a pair of school funding measures into law. Specifically, the regular school finance act (HB 1298) and the thoroughly debated Student Success Act (HB 1292) were the featured objects of enactment. Colorado Course Choice Pilot Programs Have New Resource to Consult

It was just a week ago I expressed my at finding some helpful insights and direction for the recently passed House Bill 1382’s K-12 online education pilot programs. Since then, one of the pilot program areas has received some even more detailed help in the form of a policy strategy manual. The Fordham Foundation has released “Expanding the Education: A Fifty-State Strategy for Course Choice.” And all the policy wonks sighed and swooned. Denver Post on School Safety Reporting Shows What's Old Is New Again

Yesterday the Denver Post featured a lengthy story on troubles with school safety reporting. When I hear about a student being stabbed, beaten up, or having some property stolen, it makes me mad. Of course, those things happen. But then to see that a lot of these incidents aren’t being publicly reported with consistency, I get even more frustrated. My Education Policy Center friends told me it’s nothing new. Or as former baseball player Yogi Berra once famously said, “It’s like déjà vu all over again.”

North Carolina to Follow Colorado's K-12 Open Enrollment Policy Standard?

Update, 4:30 PM: The Friedman Foundation blog notes the “Friday Freakout” reaction against the proposed North Carolina program is largely based on fears that open enrollment would lead to administrative chaos. That hardly seems like a compelling argument to me. Giving parents more say and students more options in K-12 education should be a no-brainer, win-win policy. Allow any student to cross district boundaries and enroll in any public school that has room for him? You mean there are states that still don’t do that? Guess not. Adams 14 Troubles Revealed; Jeffco, Colorado Can Work to Overcome

Yesterday I got to share some good education news. Today it’s something different. I probably should have done it the other way around, because it’s better to end the week on a high note (why is it that lately when I use the term “high note,” some big people start laughing and telling jokes about Colorado?). When looking at this April 25 report from the U.S. Department of Education, the laughter stops. According to the report, Adams County School District 14 leaders spent four years disregarding serious claims about hostile discrimination against Hispanic students, parents, and staff members. Teachers vs. the Public on K-12 Education: Scratching the Surface

Earlier today one of my Education Policy Center friends got to watch most of an online telecast of a panel discussion titled Teachers versus the Public: What Americans Think about Schools and How to Fix Them. One of the co-authors of a recently released book by the same name, Dr. Paul Peterson, led the discussion. The book and the discussion are essentially a reflection on some of the more interesting results like those released in the 2013 Harvard/Education Next survey. Many months ago I offered readers some examples of how this poll cast skepticism on the findings of the more widely touted PDK/Gallup education survey.

Hooray! Kansas Becomes 14th State to Adopt K-12 Scholarship Tax Credits

Before I begin, let me agree with you: Yes, this blog is definitely spending an inordinate amount of attention on the state of Kansas recently. But trust me, it’s for a good reason this time. Two weeks ago I told you that the Sunflower State was on the verge of creating the newest private school choice program. Well, as of a couple days ago, it’s official. HB 1292 Transparency Headed for Happy Ending? Good Solution Still Needed

Sometimes it’s fun to be the odd man out in a heated discussion, to throw up your arms, and shout, “You’re all wrong!” Whether you’re able to change any minds, well, that’s another story. This time it’s my Education Policy Center friend Ben DeGrow writing a short response to the Denver Post‘s glowing editorial in favor of HB 1292 (the so-called “Student Success Act”). The piece argued that the version of the bill just approved by the Colorado House would make our state “a national leader in transparency.” Chalkbeat Colorado reported Friday that in taking its first crack at the legislation, the Senate Education Committee passed a bipartisan amendment to that part of the bill, particularly the “elimination of funding for a proposed state website that would link users to information about district and school spending. Instead, districts would post that data on their own websites.”

Cheering for New Hampshire Kids to Win Their Day in (the Supreme) Court

Welcome aboard, Little Eddie’s Virtual Airlines. Yesterday we made a landing in Kansas while skillfully avoiding the munchkins. Today the blog wheels touch down in the Northeast, where oral arguments in an important state supreme court case very recently took place. Back in 2012 New Hampshire became one of the 13 (soon to be 14) states that have adopted scholarship tax credits. These programs encourage more private donations that give students access to educational choices that better serve their needs. After taking an attempt to roll back the program and nipping it in the bud, school choice in the Granite State took its defense to the courts. Last June, some “particularly odd” judicial logic shot down part of the scholarship tax credit program. Not just odd, but scary. Namely, that any money you own potentially belongs to the government. Therefore, Judge John Lewis said money that might go to the government cannot help pay for private tuition at a religious school — well, because, I guess….

Large-Scale Class Size Reduction Doesn't Work: More Moderation, Please

A wise person once told me: Everything in moderation… including moderation. I’ve spent years trying to make complete sense out of that, but the point is some people can go overboard with certain ideas. That’s just as true in the education policy arena as anywhere else. One of those discussions surrounds the happy talk of smaller class sizes. Sure, all things being equal, a relatively smaller class size offers possible benefits. But at some point, especially if implemented on a larger scale, that approach can yield negative results. Nearly four years ago when I was still 5, I drove home the point that quality instruction matters significantly more than class sizes. But what does the research actually say? My newest Education Policy Center friend, Ross Izard, makes his published debut today with a backgrounder called “The Truth about Class Size Reduction” and a paragraph that reads:
