Passing Thoughts: Charters Well Established Part of Colorado's Education Landscape

According to my stressed-out-looking Education Policy Center friends, we are fast approaching the 20th anniversary of Colorado officially approving charter schools as a means of public school choice. At the time, we were the third state to do so (after Minnesota and California). Today, 42 states have some form of a charter school law. As being one of the pioneers, it’s great to see Colorado’s charter law today ranks among the strongest nationwide. Not far behind us was Arizona, where charters became law of the land in 1994. Yesterday the Goldwater Institute’s Jonathan Butcher took the opportunity to explain why lawmakers in his state should continue to preserve charter freedoms while also pointing out improvements the state could make to ensure equity. Butcher’s accompanying new report also provides a detailed picture of the growth made in Arizona’s charter sector and the results their students have achieved.

International Student Learning Comparisons Remind Why Dougco Is Raising Bar

When I’m running a race, no matter how short my little legs may be, I don’t want to be left in the middle of the pack: I want to break the tape first… I want to WIN!! In America, including Colorado, we tend to think our suburban schools serving middle-class students are largely doing just fine. But that all depends on your perspective and your point of comparison. It’s well past time to think beyond the school district next door or across the state. A group called America Achieves just released a report titled “Middle Class or Middle of the Pack” that ought to help wake up some people. Many of the chief excuses for America’s humdrum or weak showing on international tests just sort of melt away: Many assume that poverty in America is pulling down the overall U.S. scores, but when you divide each nation into socio-economic quarters, you can see that even America’s middle class students are falling behind not only students of comparable advantage but also more disadvantaged students in several other countries.

Finding the Positives in Colorado's Latest 3rd Grade Reading TCAP Results

It’s that time of year again. I get to share some news and thoughts with you about the latest release of Colorado’s 3rd grade reading test results. We’re talking the “preliminary and unofficial” results from TCAP, the Transitional Colorado Assessment Program, formerly known as CSAP. As last year’s debate on HB 1238 (the Colorado READ Act) reminded us, making sure kids have proficient reading skills by this milestone year is a crucial indicator of their future learning success. Ed News Colorado this week reports: Colorado’s third grade TCAP reading scores remained flat in 2013 for the third year in a row, according to TCAP results released Tuesday. Once again defying the trend and deserving a little extra kudos is Denver Public Schools, for boosting its 3rd grade reading proficiency up to 61 percent, closer to the state average. Also making progress is Westminster 50, which rebounded from a low 40 percent two years ago to 50 percent today. As the article points out, Aurora took a small hit but anticipates “a much different story next year,” while large suburban districts Jefferson County, Douglas County, and Cherry Creek followed the state’s flat trend line.

More Than a May Day Coincidence: SB 213 Tax Hike and "Phantom" Funding Reform

There are a few possible explanations for all those shouts of “May Day” Coloradans may have heard yesterday. Some might have been the annual calls for an imaginary workers’ paradise, while others might have been desperate pleas of displaced Texans and Californians calling for relief from the late-season snow. In my education policy wonk world, though, “May Day” was code for a noteworthy coincidence. Have you heard? As Ed News Colorado reports, the state legislature yesterday put the finishing touches on Senate Bill 213, the new school finance bill tied to some form of a billion-dollar tax increase initiative. Finishing its partisan course, the senate approved house amendments by a party-line 20-15 tally. Every legislative vote cast for SB 213 has come from Democrats; every vote against has come from Republicans. The Governor, also a Democrat, has given every indication of signing it into law. The strict partisan divide may have something to do with all the bill’s missed reform opportunities, including continued inequities for charters and only a tiny share of total funds assigned to student “backpacks” (and in the final version of SB 213, pgs 139-140, even that small amount of principal “autonomy” is subject to district-level review). Don't Punish Students in American Indian Charter Success Story for Controversy

A sad education story is emerging from Oakland, California. Poor kids soon could be deprived of the option of attending the city’s top-performing high school and producing some of the best results nationwide. Why? Because a state audit found financial mismanagement by Ben Chavis, charismatic leader of the successful American Indian Charter, and lack of proper controls by the school’s board. The Oakland Unified School Board narrowly voted 4-3 in favor of shutting down the school that has topped California’s charts with its test scores. You’d be right to say the situation must be pretty bad for a school that successful to be shuttered down. Nationally-renowned libertarian investigative journalist John Stossel says American Indian Charter’s amazing academic track record for students so poorly served throughout most of the traditional K-12 system should overshadow the fact that Chavis and his wife made so much money off the school:

Parent Power in Colorado: Aiming to Join or Surpass the Dazzling Dozen

Has it really been more than six whole months since the Hollywood movie Won’t Back Down hit the Denver and national scene. While not a blockbuster success, the parent power-themed, feature-length film certainly raised the profile of K-12 education reform. Two moms took charge and took on the bureaucracy and union opposition to change the trajectory of a failing school. At that same time last fall, the Center for Education Reform released the first-ever Parent Power Index. Colorado ranked 14th in the measurement of parent access to school choice, vibrant charter school and online learning options, quality classroom teachers, and transparent information.

New Digital Learning Report Card Charts Familiar Path for Colorado to Improve

It’s time to send Colorado home with another report card (figuratively, I mean — not sure how you would do that literally). Back in January I pointed out the release of 3 national education policy report cards. Colorado got a C from Student First for some key teacher and choice policies, a B from the Center for Education Reform for the quality of our charter school law, and a D from the National Council on Teacher Quality for our educator preparation system. Not to be outdone, yesterday Digital Learning Now released the 2012 Digital Learning Report Card. As usual, with this sort of thing, there are two kinds of news to share. Guess No "Vouchers" in SB 213, Really Not Much Backpack Funding, Choice at All

Update, 5:10 PM Extra audio added. So some of you may have been missing me since a couple days ago when I asked a dozen questions regarding the major school finance bill, SB 213. Many of my questions remain unanswered, and the first committee vote on the bill itself isn’t slated until this afternoon. But a couple interesting conversations sprung up around the first question I asked: To what extent does the legislation provide for true course-level choice? Especially since it won’t go into effect unless voters approve a billion-dollar tax hike this November. That’s when I saw a document handed out by state senator Michael Johnston‘s office to explain the bill. On page 3 in the left-hand column it lists “High School Voucher for 9-12” as a component of base funding in the newly proposed formula. Well, you can guess that perked up my hopes, the idea that a new school finance system might offer students breakthrough opportunities to take a portion of their funding and choose courses from private schools or other providers. Big SB 213 School Finance Bill Hearing Keeps Me Watching, Brings Out Questions

When it comes to the world of K-12 education in Colorado — you know, what keeps my little eyes busy watching — today (this week!) is all consumed in the political debates over Senate Bill 213, the big school finance overhaul tied to a billion dollar tax increase. So I invite you to follow the clever, quippy (is “quippy” a word) Eddie on Twitter today starting at 2 PM Colorado time. Or just tune into the hash tag #CoSchoolFund. At this point, I hardly know what to expect. After nearly two years of a School Finance Partnership predicated on the idea of a “Grand Bargain”, it comes down to the introduced legislation‘s first big committee hearing this afternoon. With 174 pages of legislation and billions of dollars to be allocated, you can be sure of lots of witnesses, questions, and discussion.
