Winning By Losing: New ECCI Ratings Raise Some Interesting Questions

As you probably guessed from the long absence after my last post about two abominable “snowbills,” I’ve been spending a fair amount of time in the shiny hallways of the Colorado Capitol talking about the importance of choice and accountability. Today, I’d like to take a break from politics and get back to policy. We’re going to do that by taking a look at the new Education Choice and Competition Index ratings from the Brookings Institution in Washington, D.C. Everybody likes ratings, right? I’d bet the folks at Denver Public Schools are especially fond of ratings these days. Why? Well, because they sort of won. First, they took third place in a Fordham Institute analysis of America’s best cities for choice. And last week, Denver was revealed to be the highest-scoring large district in Brookings’ 2015 ECCI report—a pretty significant improvement from the district’s fifth-place finish in last year’s report. It was also the second-best district overall, surpassed only by New Orleans. The Inevitability of Educational Choice

Well, my friends, National School Choice Week 2016 is almost over. I know, I know. Every week should really be National School Choice Week. But let’s be honest, we can’t expect to pull together massive rallies like the one we had yesterday every week. And hey, at least you got to watch some sweet videos and learn a new dance. As this year’s biggest school choice celebration winds down, I think it’s good for us to pause and consider how far educational choice has come in America. Private school choice experienced explosive growth across the country in 2015, with 15 states adopting or expanding 21 different educational choice programs. More than half the states in America now offer some type of private educational choice option—an astonishing 59 programs in total. There are now 166,588 kids using school vouchers; 219,833 kids in scholarship tax credit programs; and 7,046 kids making use of education savings accounts in the United States. Sadly, Colorado has yet to unleash the full benefits of private school choice. Growth in school choice hasn’t been limited to private schools. Public school choice is also expanding rapidly. Celebrating National School Choice Week 2016

Does everybody know what time it is? No, not Tool Time. Do I look like Tim Allen to you? It’s National School Choice Week! This year’s National School Choice Week is a big one, with 16,140 events scheduled around the country, including 318 here in Colorado. Governor Hickenlooper joined 31 other governors and 240 municipal and county leaders from across the country—the mayors of Denver, Aurora, Greeley, Lakewood, Thornton, and county leaders from Sedgwick County among them—in issuing an official proclamation that this week is all about school choice. Awesome. In keeping with my yearly tradition of using videos to entertain you during this important time rather than relying solely upon my acid wit, we will celebrate here on Ed is Watching by… well, watching some cool videos. New Study on LA Voucher Program Holds Important Lessons for Choice Advocates

Welcome back, fellow policy explorers. I apologize for my absence these past few days, but the start of the 2016 legislative session and other pressing edu-business issues have kept me away from my keyboard this week. We’re back to work today, and will be looking at some new school choice research out of Louisiana. First, a bit of bad news. We can no longer say no random-assignment study has ever found that private school choice programs have a negative effect on students. Until recently, there had been 12 random-assignment studies on the topic, of which six found positive impacts for all students, five found positive impacts for some students and not for others, and one found no visible effect. Enter unlucky number 13. A working paper recently published by the National Bureau of Economic Research examined the effects of the Louisiana Scholarship Program (LSP), which provides vouchers for lower-income kids attending public schools with a C, D, or F grade under the state’s evaluation system. Ugly Smear Column Tries, Fails to Shove Conservative Education Reform Aside

I hope you all enjoyed a nice, long break from recent depressing edu-happenings over the last few days. I also hope that your disappointment is tempered by hope for the future. As my friend Ross Izard pointed out in a recent op-ed—and as my dad always says—it ain’t over ‘til the fat lady sings. I never have figured out who that fat lady is, but I’m pretty positive it isn’t Michael Vaughn, a former DPS spokesperson turned communications director for Education Post. Mr. Vaughn recently wrote a post-election Denver Post op-ed about the fact that “real” reform is winning in Colorado. It’s a rather nasty piece in which he celebrates reform victories in Denver while all but dancing on the graves of conservative education reformers around the state. When I look at what conservative education reform folks have pushed for over the past few years in Jeffco, Thompson, Dougco, and other districts, I see a long list of meaningful reforms. New curricula, new charter schools, pay-for-performance systems, equal funding for charter students, collective bargaining reform—you name it, it’s there. Yes, Election Night Happened, But Keep Your Chins Up, Colorado Reformers

Yeah, yeah, yeah, school board elections happened in Colorado this week. Ok, so I promised to give you a full report yesterday. But I got a little busy crying in my Cheerios with some important stuff to do. Do I really need to review what happened with the Teachers Union Empire Strikes Back? After all, my Education Policy Center friend Ben DeGrow donned his Captain Obvious hat for Chalkbeat Colorado, observing “You can’t deny it was a setback for conservative reform at the school board level in Colorado. The unions had their day. There’s no doubt about it.” Another of my Education Policy Center friends, Ross Izard, did a pretty good job laying it out in more detail. Can't We Just Get Colorado on the CER Tax Credit Report Card… Please?

Imagine this scenario: The teacher has posted the grades for the final exam on the wall outside the classroom. There, standing and staring at the paper is a young student crying. “What’s the matter? Did you not get a passing grade?” the passerby asks. The weeping student, struggling for composure, simply shakes her head. “Then what’s wrong?” Finally, the answer comes out. The student explains that she was sad not because she got a poor grade, but because she never got a chance to take the course, and thus received no grade at all. That’s kind of how I felt upon seeing the Center for Education Reform’s new Education Tax Credit Laws Across the States Ranking and Scorecard 2015.

Granddaddy of KIPP Studies Shows More Success for Growing Charter Network

I can confess to you that something has made Eddie a little sad lately. That’s just the amount of crazy charter-bashing going on these days. Some of this craziness gets imported locally by reform opponents who twist themselves in knots to dance around their rage at the Jeffco and Thompson boards of education providing fair, equitable funding for public charter school students. A quick reminder to all that public charter schools are not a silver bullet solution, nor are they in any way guaranteed success. But in Colorado, charters tend to slightly outperform their traditional school peers and are overrepresented among the highest performers. Unlike their counterparts, struggling charters can be closed down. Meanwhile, some charters — like KIPP — are hitting it out of the park. Two and a half years ago I smiled at the fresh research showing KIPP middle schools provide significant learning boosts while working with challenging student populations. Just over a year ago, I highlighted some further analysis that unraveled some of the skepticism about the famous charter network’s success. Binding Thread? Four-Day School Week Research & Denver's Roots Elementary

Sometimes a little edublogger sees two small interesting stories to cover, and leaves it to insightful readers like you to figure out the connection. Today is one of those somewhat interesting occasions. Let’s start over at Education Week, where a recent post by Liana Heitin caught my attention. A newly published study of 15 rural Colorado elementary schools show that changing the school week from five days to four brought about clear improvements in math and likely has the same sort of effect on reading. (It may even help student attendance, but those results weren’t definitive.) The average person’s reaction to such news might be a true head-scratcher. The research doesn’t provide any real insights into what causes this counterintuitive result. All these schools are still providing the required instructional hours, just packing them into longer days and extending the weekends. Some complementary research from Idaho released a couple months ago shows that making the shift to the shorter school week yields no savings, and in a few cases, actually incurs extra costs.
