Barack Obama's "Stimulus" Plan Would Grow Union Jobs, Hinder School Reform
The big story in the news is about President-elect Obama’s giant “stimulus” plan – better known as a giant spending spree that hangs even more debt on the shoulders of me and other kids growing up around America. That part is bad enough. But three leading education reformers – Michael Petrilli, Checker Finn, and Frederick Hess – see other serious problems that it will create for trying to improve our schools and help students learn. In the column they wrote for National Review yesterday, the authors challenge the suggestion that tons of federal government money “invested” in education will yield more positive results down the road: In concept, of course, well-delivered education eventually yields higher economic output and fewer social ills. But there’s scant evidence that an extra dollar invested in today’s schools delivers an extra dollar in value — and ample evidence that this kind of bail-out will spare school administrators from making hard-but-overdue choices about how to make their enterprise more efficient and effective.

Lessons for Colorado from Study on Boston Charter School Success
The argument only grows stronger that charter schools work. While some will dwell on the exceptions, the big picture becomes clearer and clearer. A new study by the Boston Foundation finds that in their city “charter school students consistently outperform their peers at pilot schools and at traditional schools.” As Core Knowledge blogger Robert Pondiscio notes, even factoring out the selection bias of more motivated parents shows charter schools doing more to improve student achievement. And the well-read Dr. Greg Forster puts the Boston study in context to note that “charters are an improvement over the status quo, even if only a modest one, as a large body of research has consistently shown.” He observes that “more freedom consistently produces better results, and more unionization consistently doesn’t.” Charter schools are one good way to bring more freedom to the education system so good ideas and practices can blossom while bad ones are rejected.

Legislative Session Starts: Time to Require Later Bedtimes, More Dessert
In just a few minutes the excitement begins anew: the Colorado state legislature reconvenes. With the economy in the doldrums and tax revenues down, it’s going to be an interesting four months under Denver’s golden dome. But what about the kids? What about K-12 education? Ed News Colorado gives us a preview of the speeches and schedules that kick off the new session. Ed News also takes a look at some of the bigger education issues that figure to be debated. Standardizing a system of concurrent enrollment, creating unique teacher identifiers, adding flexibility to the School Accountability Report, cutting back on CSAP tests, expanding charter school access to bond money – all these figure to be important debates. Given time, I’ll jump into all of them. For now, though, I wanted to hone in on this one: There’s talk that several lawmakers are interested in legislation to encourage greater parental involvement in schools, including possibly a bill that would require businesses to give employees time off for school activities. Michael Bennet Could Do More for Education Reform as DPS Superintendent
The Obama girls have their first day at their new Washington, DC, private school today. And I’m back from vacation, too. I’d be lying to say I’d rather be doing this than playing with Legos or Matchbox cars, but there figures to be a lot of important education policy to discuss in 2009. Today we start back by wondering what the fallout will be from the big appointment of Denver Public Schools superintendent Michael Bennet to fill a vacancy in the United States Senate. From the standpoint of the Senate and federal education reform policy, there’s no doubt this selection represents a net improvement. The optimism of Democrats for Education Reform is justified. Where Bennet stands on many other important issues of the day, however, is not known. (For a wild and interesting piece of trivia, the last sitting U.S. Senator to have served as a school superintendent was none other than the well-aged and controversial late Strom Thurmond.)

Americans Should Be Generally Happy with New Education Secretary
The American people may not know all the ins and outs of education reform, but enough of them get the big ideas to give me hope for the future. Look at this recent poll from Rasmussen Reports (H/T Mike Antonucci): But two-thirds of U.S. voters (66%) say the teachers’ unions – the National Education Association and the American Federation of Teachers – are more interested in protecting their members’ jobs than in the quality of education. Only 23% of voters say educational quality comes first for the unions, according to a new Rasmussen Reports national telephone survey. Twelve percent (12%) are undecided…. Sixty-six percent (66%) of voters also believe the secretary of Education should be an advocate for students rather than teachers, but 19% say teachers should be the secretary’s priority. Fifteen percent (15%) aren’t sure. [emphases added] If we were to put A and B together, it seems that 2 out of 3 Americans should like the idea that President-elect Barack Obama didn’t select the unions’ favorite candidate to be Secretary of Education. Education Secretary Post Could Do a Lot Worse than Michael Bennet
According to reliable Rocky Mountain News education reporter Nancy Mitchell, the name of Denver Public Schools superintendent Michael Bennet is being bounced around as a serious candidate to serve as Secretary of Education: The Newsweek columnist who broke the story of Barack Obama’s presidential bid is betting on Denver Public Schools Superintendent Michael Bennet as the next U.S. secretary of education. “I have my money on Bennet,” Jonathan Alter writes in the soon-to-be-printed Dec. 15 issue. The others on Alter’s short list are Chicago Public Schools Superintendent Arne Duncan and Paul Vallas, head of New Orleans’ public schools. The usually accessible Bennet is being coy about the column. He declined to comment directly. Being superintendent of an urban school district is a tough job. From the standpoint of teacher innovation, parental choice, local empowerment, and student opportunity, it’s easy to argue that Michael Bennet has done better than most. Award-Winning Cartoonist Disinvited from School for Offending Union
Thanks to Intercepts’ Mike Antonucci for bringing our attention to this story… San Diego Pulitzer prize-winning political cartoonist Steve Breen was invited to speak at a local public elementary school. A great opportunity for kids to see, right? Think about the kids in the school who are aspiring artists and creative thinkers. Right now, I like to draw pictures of race cars and army guys. Maybe I could do what Mr. Breen does someday. Anyway, there’s more to the story – he has been “disinvited” because of this cartoon he drew: Ed Morrissey at the Hot Air blog makes a great point about the cartoon: A little harsh? Perhaps; the state of California hardly got hijacked by the unions against their will, at least not “Sacramento” as representing its government. The Democrats who run the state willingly allied themselves with these powerful unions and stuck it to the taxpayers on their behalf. Rename the ship “California Taxpayers” and that may be more on target. CEA Members Can Ask for their Political Money Back Before December 15
My friends in the Education Policy Center enlisted the help of a veteran teacher in Jeffco Public Schools to briefly explain about this thing called the Every Member Option, or EMO. In this 2-minute video, you can watch Michael explain the EMO better than some union officials have tried to do. The Colorado Education Association‘s $39 EMO is collected from every CEA member along with their dues, and goes to fund political action. Some of the CEA local unions collect their own separate EMO worth as much as $24 this year. Teachers and other education employees who choose not to have this money spent on politics have the opportunity to ask for the $39 CEA refund before December 15. "Will President Obama's School Reform Bring the Change Kids Need?"
Things are changing in Washington, DC, and my friends in the Education Policy Center are wondering what the new presidential administration will mean for school reform. That’s why they agreed to publish a paper by a really smart group of people – three professors from the Department of Education Reform at the University of Arkansas. The new paper is called The Good, The Bad, and The Ugly: Will President Obama’s School Reform Bring the Change Kids Need? (PDF). The authors are Robert Maranto, Gary Ritter, and Sandra Stotsky. You really need to read this paper if you care about education and the future of America. As a candidate, Barack Obama gave a lot of different messages about education reform. Terry Moe: Democrats and Effective Education Reform in the Balance
The best education read of the Thanksgiving week goes to the Hoover Institution’s Terry Moe, writing in the Wall Street Journal: Democrats are fervent supporters of public education, and the party genuinely wants to help disadvantaged kids stuck in bad schools. But it resists bold action. It is immobilized. Impotent. The explanation lies in its longstanding alliance with the teachers’ unions — which, with more than three million members, tons of money and legions of activists, are among the most powerful groups in American politics. The Democrats benefit enormously from all this firepower, and they know what they need to do to keep it. They need to stay inside the box. And they have done just that. Democrats favor educational “change” — as long as it doesn’t affect anyone’s job, reallocate resources, or otherwise threaten the occupational interests of the adults running the system. Most changes of real consequence are therefore off the table. The party specializes instead in proposals that involve spending more money and hiring more teachers — such as reductions in class size, across-the-board raises and huge new programs like universal preschool.
