Bipartisan Group of U.S. Senators Fights to Save Vouchers for D.C. Kids
Last week I told you that a new poll came out showing overwhelming support among Washington D.C. residents for their private school choice options. But you may have missed that a bipartisan group of U.S. Senators has introduced legislation to help save the successful D.C. Opportunity Scholarship Program. Among them is Connecticut Senator Joseph Lieberman. As Jay Greene points out, the bill addresses areas that opponent Senator Dick Durbin said were his concerns. We’re about to find out how genuine his concerns are, or whether he just acts as a puppet and follows the bidding of the teachers unions as they seek to kill the program. Anyway, thought you would want to know that while there are many other big issues going on in Congress, our Representatives and Senators may not be hearing much from citizens across our great land about the inner-city kids in our nation’s capital and their opportunity for a better education. Status Quo in Congress Holds Back Teacher Incentive Fund Growth … Somewhat
Alyson Klein, one of the ladies who cover happenings related to education on Capitol Hill for Education Week, reports about an important committee vote yesterday: A bipartisan effort to boost funding for the Teacher Incentive Fund by an extra $100 million went down to defeat today during the full Senate Appropriations Committee’s markup of the bill funding the U.S. Department of Education in fiscal year 2010. The bill already includes $300 million for the TIF, a teacher performance-pay program that is currently funded at $97 million. The proposed increase in the failed amendment would have been paid for by taking $100 million out of the federal State Grants for Improving Teacher Quality program. TIF provides competitive grants to state agencies, school districts, and charter schools that develop quality performance pay programs for teachers and for principals. As my Education Policy Center friend Ben DeGrow has outlined in his issue paper Denver’s ProComp and Teacher Compensation in Colorado (PDF) and elsewhere, local Colorado school districts have applied for and received a significant share of TIF grant money. Terry Moe Touts Power of Technology to Transform Politics of Education
Whether you’re an education policy junkie or a concerned parent or citizen who is new to the reform debate or anyone in between, you will find some insightful and provocative arguments in the new book co-authored by Drs. Terry Moe and John Chubb titled Liberating Learning: Technology, Politics, and the Future of American Education. What’s most interesting about the book is that Moe and Chubb go beyond highlighting how technology can transform the delivery of instruction in schools. They argue that technology also holds the potential to transform the politics of education by weakening the ability most especially of teachers unions to block promising, student-friendly reforms. Poll: 3 in 4 D.C. Residents Support Voucher Program; Wake Up, Congress
I’ve told you how many politicians have been attacking the D.C. Opportunity Scholarship Program, which helps some of the poorest kids in the nation’s capital. Not only does the D.C. City Council support the private school choice program, but a new poll conducted by Braun Research shows that the people who benefit directly from it — D.C. residents, and especially parents of school-age children — overwhelmingly support it: 74% have a favorable view of the D.C. Opportunity Scholarship Program; and 79% of parents of school-age children oppose ending the D.C. Opportunity Scholarship Program. The survey also contains additional findings about residents’ views on the public school system, charter schools, merit pay, and related issues. But it’s their opinions about the successful voucher program under assault by Congress that carries the most immediate relevance. It only makes the situation sadder that the people who are affected the most strongly support the program while politicians put powerful lobbying groups and ideology ahead of kids such as these:

Let's Stop Gazing at Spending Rankings, Start Changing Priorities
When it comes to measures of where Colorado ranks in education spending inputs, I never cease to marvel at the selective judgment of newspaper writers. Take for example today’s Denver Post headline: “Colorado at 40th in K-12 funds per student”. Yes, the Census Bureau has released its annual rankings and finds that Colorado spent $8,167 per pupil, 11th from the bottom nationally, during the 2006-07 school year. That is below the national average of $9,666 and almost half the amount spent by New York, the top state. But why only the Census Bureau? Several months ago the National Education Association released its annual rankings (PDF) and found that Colorado spent $8,895 per pupil in 2006-07, which ranks us at 30th — not 40th (see H-9). Or what about the U.S. Department of Education, which when you look at total expenditures per pupil for 2006-07 places Colorado at 31st ($10,160)?

Baltimore School Celebration Ends with Union Rules Imposed on Charter
Alexander Russo at This Week in Education reports that the city of Baltimore threw a party to celebrate some dramatic improvements in student achievement: No doubt, the city has pulled things together in recent years. The number of students exceeding the state reading standard increased by 92 percent over the last two years, and the number of students exceeding the state math standard increased by 107 percent. All this apparently without any of the standards-lowering that other states have engaged in. The district still ranks near the bottom of Maryland’s 24 districts. But it’s worth celebrating. Academic performance in Charm City must have been pretty bleak before, if after such improvements the district still ranks last in the state. But then you see what’s happening to a charter school that’s been the shining light in Baltimore, and you wonder about the level of commitment to continuing the improvement process they’ve started to celebrate:

National Education Association Leader Candid about Union Priorities
For those who heard my Education Policy Center friend Ben DeGrow discuss the National Education Association this morning on News Talk 1310 KFKA‘s Amy Oliver Show, here is the video clip you heard of the NEA’s retiring general counsel Bob Chanin explaining his organization’s priorities: The clip came from the end of Chanin’s keynote speech to the NEA’s annual Representative Assembly in San Diego on July 6. According to Education Week reporter Steven Sawchuk, Chanin received a 5-minute standing ovation at the end. Do leaders of the Colorado Education Association share Chanin’s priorities? Is there an intrepid reporter in our state who would dare ask? Inquiring minds want to know … Also, for those who listened to the radio interview, here is a link to the Citizens’ Commission on Civil Rights report (PDF) criticizing NEA, which Ben and Amy talked about this morning. Politicians Attacking Successful, Locally-Supported DC Choice Program
I may get the occasional snarky comment from people who don’t like school choice, but don’t feel bad for me. Instead, get angry about the kids in Washington DC who are in the middle of a political tug-of-war over their Opportunity Scholarships and educational futures. Why get angry? [Illinois Democrat] Senator [Dick] Durbin was busy introducing new, onerous regulations on the program in an appropriations bill last week. In particular, his measures would require participating private schools to take the DC public school test rather than a nationally-normed standardized test, even though they may not have the same curriculum as DCPS. His measures would also require the Secretary of Education to prohibit voucher students from attending any private school that was not deemed “superior” to DC public schools.

I've Been Wrong Before, But Michael Bennet Gets It Right This Time
Our own appointed U.S. Senator and former Denver Public Schools superintendent Michael Bennet conducted a recent Q & A on federal education reform with Linda Kulman for Politics Daily. Here’s his answer to one question about incentives not matching objectives in the education system: We have not updated our theory of human capital, which is a fancy word for saying how do we attract and retain people to public education, since the labor market was one where women had two professional choices: being a nurse or being a teacher. We say to people, “We’d like you to come be a teacher, we imagine that you’re going to teach “Julius Caesar” every year for the next 30 years, we’re going to pay you a really terrible wage compared to what you could make doing almost anything else. … The way most school districts and states pay teachers in this country (is) if you leave any time in the first 20 years, you leave with what you’ve contributed to your retirement system … but if you stay for 30 years, you (get) a pension that’s worth three times what your Social Security is worth.
