Little Action Required by Obama's Testing Action Plan
Welcome back, dear readers. I apologize for leaving you mostly adrift for a week as I gallivanted around various education reform conferences. At least you got a good post about the coming local elections yesterday, and you’ve got another big one in store for today. A national story popped up this past weekend that I really should address: After many moons supporting testing and test-linked accountability (often through questionably coercive waivers), the Obama Administration has released a new “Testing Action Plan” calling for some course alterations when it comes to testing in America. That plan comes with the blessing of testing and accountability proponent Arne Duncan, who will be stepping down as U.S. Secretary of Education in December. John King of New York will take his place. Obviously, the administration’s movement was well received by opponents of standardized testing and tying student data to teacher evaluations. That includes horn-tooting statements from both NEA and AFT hailing the administration and reasserting that testing and test-based accountability are bad, bad things. Harrison's Successes Continue Under Pay-For-Performance System
A few months ago, I wrote about how important it is to use the right metric—fairness for teachers— when evaluating the success of pay-for-performance compensation systems. That post was a response to a rather biased Denver Post article on the subject, which featured as one of its subheadings the assertion that these systems provide “No Benefit to Students.” It also completely failed to mention perhaps the state’s most interesting example of pay for performance in practice: Harrison School District in Colorado Springs. As it turns out, that was a serious omission. 9News ran a story yesterday about Harrison’s success at elevating its minority students. From that story: The Harrison School District has more minorities than most districts in Advanced Placement courses. It has more Black and Latino students in Gifted and Talented classes. Harrison has a consistent graduation rate of Black and Latino students of higher than 75 percent. And, testing data shows that this district located on the southern end of Colorado Springs has the smallest achievement gap between white students and students of color. Colorado's ACT Flatline Has Me Worried
I feel like I’ve been alienating my fellow edu-nerds in recent weeks by spending so much time talking about the antics of the courts. Most recently, we examined a Colorado Supreme Court decision upholding the constitutionality of the “Negative Factor” under Amendment 23. One could be forgiven for believing that I had suddenly changed careers and become the world’s youngest edu-lawyer extraordinaire. Thankfully, that’s not the case. Today, we celebrate my triumphant return to the world of education policy data by taking a belated look at Colorado’s 2015 ACT scores. As most of you know, the ACT is taken by every high school junior in the state under state law. This year, that amounted to 57,328 kids. The ACT is an important test, as it provides the best picture of the “end product” our education system has produced after more than a decade of school for most students. Unfortunately, Colorado’s ACT numbers this year are flat again. In fact, they’re a little worse than flat, with our overall composite score having fallen from 20.3 in 2014 to 20.1 this year (on a 36-point scale). Wait, What? Washington Supreme Court Finds Charter Schools Unconstitutional
I’ve got to admit, Little Eddie’s faith in judges’ ability to fairly decide education issues is beginning to fray. Or maybe it would be more accurate to say that I’ve moved past fraying, and that my confidence has fully fallen apart at the seams like the blanket I’ve been dragging around with me since infancy. Back in June, the Colorado Supreme Court made a dangerously broad decision to strike down the Douglas County Choice Scholarship Program. Not long after that, a retired Colorado Court of Appeals judge handed Thompson School District perhaps the most heavily flawed “legal” document I’ve ever seen after a questionable (and expensive) non-binding arbitration process related to the district’s negotiations with its local teachers union. Then, a Larimer County District Court judge contorted herself into a logical pretzel in order to force Thompson to abide by the terms of a contract that the board has voted down three separate times in one form or another. But as frustrating as judges have been in Colorado this year, our problems are small compared to a jaw-dropping 6-3 Washington Supreme Court decision that charter schools are unconstitutional. Of Successful Turnarounds, Heavy Hands, and Union Bargaining Power
It’s much better to have a light touch, rather than a heavy hand, from the state to exert efforts to improve schools. Colorado has its share of schools and districts in need of turnaround, with some serious options on the table (but delayed one year by a 2015 state law). Whenever possible, I always like to highlight successful examples of struggling schools that really turn the corner and improve dramatically. Colorado Public Radio recently talked to Zach Rahn, a principal called in a few years ago to help turn around a low-performing Denver school: He says, at that time, the school was on a downward spiral. But, through special programs, community outreach and new practices, the school has shown improvement — both in its culture and the students’ academic performance. New Orleans Video Underscores the Power of Reform
What a week! My mom and dad moved me to a new house last weekend. This one is a long way from the Capitol, which they say is to keep me from sneaking in there and playing edu-politics when I should be doing my homework. On top of that, I attended an awesome student-based budgeting event yesterday with my Education Policy Center friends. So did a whole bunch of other people from around the state who are interested in empowering school-level decision-making. All of which is to say that yours truly is a bit tired today. Fortunately for me, I ran across an awesome Heritage Foundation video this morning about New Orleans’ (nearly) all-charter system and the results it has achieved since Katrina. The video offers a very human side of the story through interviews with school leaders and students in the city. I bet you’ll love it as much as I did.

Despite Union Statements, National Polls Show Public Support for Testing
About this time last year, I was puzzling over the presence of a strange phantom statistic quoted by NEA in the wake of the annual PDK/Gallup national education poll. The statistic was eventually released weeks after the rest of the poll, which means NEA didn’t lie about it. They did, however, get special access to an unverifiable number that happened to support their very strong push against evaluation systems that include student growth. No one can easily refute poll results without, you know, having the poll results, so NEA got some good mileage out of that one. But there’s no use crying over spilled statistics. Besides, the main reason I was interested in that number in the first place was the fact that it stood in stark contrast with data gathered by another nationally representative poll conducted by Education Next—data showing clear public support for the use of student performance when making teacher tenure decisions. This year, though, the polls appear to mostly agree with one another on testing issues. Not that NEA or AFT are very keen on sharing that fact. New Study Highlights Success in New Orleans
You know what’s way more fun than debunking silly arguments about charter schools? And almost as exciting as celebrating fair funding for charter students in two of my favorite districts? New research showing huge improvements in New Orleans, which has the nation’s first all-charter system. Well, almost all charter. Over 90 percent of the city’s students are enrolled in charter schools. For those roughly 40,000 kids, things are looking pretty bright. A new Education Next study by Douglas Harris finds some fairly staggering academic gains in the wake of sweeping reforms that followed New Orleans’ near-total destruction in Hurricane Katrina. Here’s a quick overview of those reforms from the study: What happened to the New Orleans public schools following the tragic levee breeches after Hurricane Katrina is truly unprecedented. Within the span of one year, all public-school employees were fired, the teacher contract expired and was not replaced, and most attendance zones were eliminated. The state took control of almost all public schools and began holding them to relatively strict standards of academic achievement. On Pay for Performance and Using the Right Yardstick
Pay for performance (PFP) is an incredibly hotly debated facet of education reform. I’ve never really quite understood that because, well, rewarding folks for doing great work strikes me as common sense. I mean, I get more allowance money if I do my chores well, and not so much if I “clean my room” by just moving a pile of toys from one corner to another, less visible one. Yet as a recent Denver Post article highlights, things aren’t always as clear cut for folks who are skeptical of PFP. The article provides very brief outlines of PFP system variants in Denver, Jefferson County, and Douglas County. It also launches a number of thinly veiled assaults against the concept of pay for performance, which means that—you guessed it—Little Eddie feels compelled to say a few things. Before we get to that, though, I find it interesting (and slightly disingenuous) that the article does not include any mention of Harrison School District’s innovative compensation model. Harrison’s system is certainly the most fully developed and interesting PFP system in the state, and perhaps one of the most intriguing in the nation. Friday Decisions: A Furry Friend, Sneak-onomics, and Extra Ice Cream!
Yesterday the Colorado Department of Education released CMAS science and social studies test results. It’s only the second year the test has been given (science to 5th and 8th graders, social studies to 4th and 7th graders), so you can’t read too much into the trend lines. The bottom line is that scores are up slightly (except for 8th grade science), but overall Colorado students are not on track in these areas. Colorado Public Radio also notes that, as in other tested areas, there is a sizable achievement gap among ethnic groups. The overall trend of small gains in 3 of the 4 subject areas generally seems to hold locally in places like Denver, Boulder, Loveland, and Grand Junction.
