A Field Trip to STEM School and Academy
Those who know me know that there are few things I love more than getting out and visiting schools. Don’t get me wrong, I love my life as an edu-nerd. Spreadsheets, data, laws, and studies are very much my bag. But those things can never truly convey the power of education to change lives and help kids reach their full potential. Education has always been, is now, and will forever be a fundamentally human undertaking that has to be observed firsthand to be fully appreciated. We’ve talked quite a bit about the moving stories of unique private schools in Colorado, which are laid out nicely by my policy friend Ross Izard in his Profiles in Private Education series. But there are plenty of inspiring stories in the public school system, too, and those stories deserve to be told. That’s why I was so excited when I received a comment from a woman named Denise Gliwa on one my posts inviting me to visit a unique charter school in Douglas County School District called STEM School and Academy. Denise works at the school, and she thought I might be interested in seeing STEM in action. She was right.

The Death of Snow Days
I really love snow days. Every time a storm rolls into town, I wake up, rush to the window, and rip the curtains open, hoping to see those tiny, beautiful flakes of hope drift past my wide little eyes. And while my dad usually grumbles to his coffee about the morning commute as he surveys what he calls the “mess” on our street, I see nothing but the pure white promise of fun and freedom. Brings back fond memories, doesn’t it? Well, you’d better put those safely away in the vault. Today, we discuss the impending death of the snow day. I’ll give you a minute to recover emotionally if you need it. In states across the country, districts are experimenting with ways to avoid weather-related cancellations. Pennsylvania has created a pilot program that allows virtual learning on snow days to count as normal instruction, a school district in Georgia is doing something very similar, and New Jersey has a piece of pending state legislation aimed at making at-home, technology-based learning on snow days permissible under state law. A Glimpse at New Schools: Math and Science Leadership Academy
After the Colorado Independent brought attention to Denver’s Math and Science Leadership Academy (MSLA) on Friday, I decided it was turn to shine the light on a brick-and-mortar school that is unique for one reason: no principal. No principal, you say? That has to be good, right? When I throw spit wads at the kid next to me, whose office are they going to send me to? Right? Okay, okay, I can stop being goofy for a few minutes. MSLA is not a charter school but an innovation school. The school’s founders had to ask for waivers from state law that would allow it to operate with two “lead teachers” instead of a principal. Teachers evaluate each other through a peer review system. Located in southwest Denver, it’s a K-5 elementary school with a “primary focus” on “science, technology, and mathematics.” MSLA opened its doors this year to students in kindergarten through second grade. Terry Moe Touts Power of Technology to Transform Politics of Education
Whether you’re an education policy junkie or a concerned parent or citizen who is new to the reform debate or anyone in between, you will find some insightful and provocative arguments in the new book co-authored by Drs. Terry Moe and John Chubb titled Liberating Learning: Technology, Politics, and the Future of American Education. What’s most interesting about the book is that Moe and Chubb go beyond highlighting how technology can transform the delivery of instruction in schools. They argue that technology also holds the potential to transform the politics of education by weakening the ability most especially of teachers unions to block promising, student-friendly reforms. My Education Policy Center friend Ben DeGrow got the opportunity this week to interview Dr. Moe about his new book for an iVoices podcast (click on the play button to listen): The interview is almost 20 minutes long, but I think it will give you a good taste for what the book is about. A Glimpse at New Schools: Denver's Envision Leadership Prep (6-12)
Can you picture it? Envision Schools are coming to Colorado, and the first one opens this fall: the Envision Leadership Prep in Denver. Believe it or not, the morning bell will ring sixth- and ninth-grade students in for the first time in only three weeks! Envision Leadership Prep will share campus space with the Smiley Middle School program in Denver’s North Park Hill neighborhood. Citizens Have Chance to Stand Up for Real – not Phony-Baloney – Transparency
Nancy Mitchell of the Rocky Mountain News has reported that Denver Public Schools (DPS) plans to cut the budget by 2 percent. To its credit, DPS already has made some moves toward financial transparency, but not to the degree that Senate Bill 57 (PDF) would have DPS and every other Colorado school district and charter school do. At least the original version of SB 57. I told you last week how many citizens came to testify in favor of school districts adopting the relatively simple and cost-effective approach of posting expenditures online in a user-friendly, searchable format. But a majority of legislators on the Senate Education Committee hijacked the bill and made it merely a suggestion – a worthless way of pretending to support transparency. Tomorrow morning (Tuesday, February 3) SB 57 will be debated before the entire state senate, and we’ll get to see whether our legislators support real transparency or the phony-baloney kind. Citizens Speak Out Loud and Clear for Transparent Colorado School Spending
A couple weeks ago I noted that “Leaner Budget Times Call for Colorado Schools to Post Finances Online”. Yesterday the state senate education committee heard testimony on Senate Bill 57 (PDF) – which would do just that. Despite the great potential for government cost savings, opponents and a few committee members expressed concerns that schools couldn’t afford to enact transparency during these trying budget times. Leaner Budget Times Call for Colorado Schools to Post Finances Online
It’s going to be a tough fiscal year for education officials used to managing ever-expanding tax-funded budgets. 2009 just might be a year in which policy makers and administrators find ways to cut out the fat and focus the lean spending on classroom success. One way to help is to empower everyday citizens – like my mom and dad, and thousands of other Colorado taxpayers – with detailed financial information online so they can help find cost savings. What am I talking about? It’s called online financial transparency. Can you imagine if school districts and other local education agencies all had searchable databases on their websites that allowed you to see exactly how money is being spent? What once was a distant dream is fast approaching reality. My Education Policy Center friend Ben DeGrow explains it all in his new backgrounder Shining the Light on Colorado School Spending. Transparency promote greater public accountability and confidence that local schools are being run efficiently and effectively. In many cases it also pays for itself. Answers to Failed Tax Proposals? More School Choice and Transparency
On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.

Two New Strong Charter Proposals for Jeffco School Board to Consider
Denise at Colorado Charters highlights two new, freshly-submitted charter school applications in Jefferson County. Both have interesting and somewhat unique focuses. First, the proposed Arvada K-8 school Global Outreach Academy, which would cater to Slavic immigrant students. Second, the Lotus School for Excellence, which would be a math, science, and technology school eventually serving students from K-12. Both proposed Jeffco charter schools are based on established models. And the fact that both come from California shouldn’t be a deterrent. An operation similar to the Lotus School has been set up in Aurora, and of the two especially seems to have an excellent track record. Here’s hoping the Jeffco school board will give chief consideration to the needs and demands of the parents they are supposed to represent, and not let their judgment be clouded by issues of control and political power. It’s good to see Colorado’s charter school sector continue to grow, and with it the commitment to excellence and meeting the diverse needs of students and families.
