Teachers as Entrepreneurs: A Refreshing Race to the Top Idea?
Knowing that teacher quality is so essential to successful student learning, Colorado’s lawmakers and education officials should be doing more to enact policies that promote teacher autonomy, excellence, and accountability. The Maryland Public Policy Institute does just that with its new report calling for “Teachers as Entrepreneurs” (PDF). The idea? Instead of placing all instructors under the terms of a centralized bargaining contract, allow for some individual teachers or teams of teachers to contract with a school district to perform instructional services. Either union or non-union, they could agree on setting terms regarding class size, basic working conditions, performance and differential pay, and retirement plans. This approach would give individual teachers greater freedom to determine whether they want to support and subsidize political activities. It would require state law to take a neutral position on the issue of unionization and exclusive representation.

Why Effective Education Reform Often Is So Hard: Pueblo Edition
Yesterday’s Pueblo Chieftain featured a very telling story of why serious education reform cannot simply be entrusted to the good will of local school bureaucrats. Not that they aren’t necessarily trustworthy, because most of them certainly are. But the prevailing number of federal and state regulations, added on top of the provisions negotiated into the master union contract, have stacked incentives in favor of pleas for more money to help get them out. See what I mean: Local school administrators are well aware of the attempts by districts around the country to find ways to reward teachers and give them incentives to do better but it’s not something that can be done without also finding ways to pay for it. Kathy West, interim superintendent of Pueblo City Schools, said that there are indications that new federal programs will be coming soon to help cash-strapped districts like Pueblo’s do that. But for the time being the district remains with its narrowly worded contract and pay scale that bases salaries on years worked, degrees and training earned and on annual across-the-board pay increases. “It’s just too hard….” In other words, labor peace trumps teacher quality.

Florida Survey Offers Latest, Greatest Proof Parents Love School Choice
The more parents know and experience school choice, the more satisfied they are with it. The Friedman Foundation’s newly-released survey of 808 parents who have participated in Florida’s scholarship tax credit program is just the latest and most overwhelming proof. Florida’s eight-year-old program provides full tax credit to corporations donating to qualified scholarship granting organizations. Those groups provide scholarships worth up to $3,950 (or full tuition) for low-income students to enroll in the private school of their choice. According to the Friedman report, the latest numbers show 23,259 Florida students attending private school on a tax credit scholarship. Simply put, participating parents love it:

New Denver KIPP School Performance Pay Plan Latest Charter Innovation
With a variety of programs and greater flexibility from state laws and district policies, public charter schools can provide a great alternative for parents and students looking for something different. Because of that same flexibility, charter schools can serve as great laboratories of innovation for different practices that work. A couple months ago, while school was still in session, my Education Policy Center friends visited KIPP-Sunshine Peak Academy, a charter middle school located in west Denver. The national KIPP network of 82 charter schools has been made famous recently by the book Work Hard Be Nice, written by Washington Post education reporter Jay Mathews.

Teacher Pay & Tenure System Like Pounding Square Peg into Round Hole
Have you ever tried to pound a square peg into a round hole (or vice versa)? How about after that doesn’t work a couple times, you go out and buy 100 of the same square pegs to keep trying what already failed? It makes about as much sense as most systems we have today for training, developing, paying, and retaining teachers. Sure, we’ve seen some progress with performance pay programs — Colorado has produced some leading examples — but the old-fashioned salary schedule still persists. Pay teachers based on seniority and academic credentials. Never mind, as the Denver Post‘s Jeremy Meyer observes from Urban Institute education director Jane Hannaway (with supporting evidence compiled here), that teachers overwhelmingly improve during the first four years of their career and then just stop: “It’s one of our very consistent findings,” said Hannaway, presenter last week at the American Educational Research Association annual meeting in San Diego, citing at least two recent studies of teacher effectiveness. “The reason of course is not clear, but it’s in study after study,” she said. “Teachers do get better (in the beginning). Tenure Reform Would Be Another Good Idea for Obama & Colorado to Embrace
President Obama made some remarks about education yesterday, and my Education Policy Center friend Ben DeGrow got a chance to respond in this piece from Face The State: Ben DeGrow, education policy analyst for the Independence Institute, said he is glad to finally see Obama taking a strong position on education. “Obama the candidate and Obama the President has been all over the place on education reform, and it’s been hard to pin him down,” said DeGrow. “The comments in [Tuesday’s] speech are mostly promising, and we need to hold him to those comments.” [link added] In the Face the State piece, State Board of Education chairman Bob Schaffer also raised the point that Obama has given no indication of wanting to help stop an effort by Democrats in Congress to take away private tuition scholarships from poor kids in the nation’s capital. Still, the President’s message yesterday was largely on the right track. Among the less traditionally Democratic education reform ideas Barack Obama embraced are charter schools, accountability, and teacher performance pay. Institute Report Highlights Douglas County's Home-Grown Teachers
It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County. Congratulations to Susan Elliott, Colorado Teacher of the Year
The Rocky Mountain News today has an inspirational feature on Colorado Teacher of the Year Susan Elliott: Elliott, 54, grew up in California. She has been deaf since early childhood. “When I was 5 years old, I flunked the hearing test when I tried to get into kindergarten,” Elliott said. “And I continued to keep losing my hearing. It got worse and worse every year until I was profoundly deaf in my late teens.” The cause was genetic. Elliott has been teaching since 1977. She taught in Denver Public Schools and has been with Douglas County since 1994. While she has taught at all grade levels, she currently teaches English and social studies at Highlands Ranch High School. “We have a wonderful team of interpreters,” she said of the people who enable communication between students who speak and those who sign. “I guess I could say that creativity and the opportunity to be a lifelong learner is what keeps me coming back to the classroom.” Susan Elliott seems like a remarkable teacher. Colorado Can Do More to Open Teaching Doors to Talented Outsiders
Are our schools and officials doing enough to ensure that enough skilled and effective candidates are getting into classrooms to teach kids like me? A recent Wall Street Journal article suggests the answer is still No, but a successful program is showing there’s hope for more change: Unions keep saying the best people won’t go into teaching unless we pay them what doctors and lawyers and CEOs make. Not only are Teach for America salaries significantly lower than what J.P. Morgan might offer, but these individuals go to some very rough classrooms. What’s going on? It seems that Teach for America offers smart young people something even better than money – the chance to avoid the vast education bureaucracy. Participants need only pass academic muster and attend the summer training before entering a classroom. If they took the traditional route into teaching, they would have to endure years of “education” courses to be certified. The American Federation of Teachers commonly derides Teach for America as a “band-aid.” One of its arguments is that the program only lasts two years, barely enough time, they say, to get a handle on managing a classroom.
