Better Than TV: Senate Education Committee Gets Interesting

I had a nice, easy (read: boring) education policy post planned for this fine Friday afternoon. Then I stayed out way past my bedtime to attend a Senate Education Committee hearing that turned out to be so wild and crazy and fantastically entertaining that I feel compelled to share it with you. Those of you who have been reading my ramblings for a while probably remember how much time we spent talking about the Great Testing Debate of 2015, in which legislators from both sides of the aisle worked to scale back state testing. The debate ultimately culminated in a couple of legislative compromises (see here and here) that significantly scaled back testing, especially in light of further reductions made on the PARCC side of the equation. But that doesn’t mean everyone was satisfied. A strange (and somewhat disturbing) mashup of hard-right conservatives and union folks want even deeper cuts—especially after ESSA’s passage created some additional state leeway on the testing front. Ninth grade has become the biggest focal point in that conversation, with SB 16-005 aiming to cut that grade’s test entirely. New Orleans Video Underscores the Power of Reform

What a week! My mom and dad moved me to a new house last weekend. This one is a long way from the Capitol, which they say is to keep me from sneaking in there and playing edu-politics when I should be doing my homework. On top of that, I attended an awesome student-based budgeting event yesterday with my Education Policy Center friends. So did a whole bunch of other people from around the state who are interested in empowering school-level decision-making. All of which is to say that yours truly is a bit tired today. Fortunately for me, I ran across an awesome Heritage Foundation video this morning about New Orleans’ (nearly) all-charter system and the results it has achieved since Katrina. The video offers a very human side of the story through interviews with school leaders and students in the city. I bet you’ll love it as much as I did.

Will the Feds' Magical Money Tree Help Support Effective Education Reform?

If Barack Obama and the Democrats really are going to pull $122 billion off the magical money tree and send it to fund education programs in the states, could we at least hope the dollars are spent sensibly on effective reforms? For example, will the feds dump freshly-printed greenbacks into traditional, union-controlled teacher licensure programs that do nothing for the bottom line of education? Or might they consider using the cash to improve the quality of the teaching workforce – you know, boost effective performance pay so we can reward good teachers, and repeal harmful tenure laws so we can get rid of bad teachers? Surely some reasonable share of the $122 billion could be used to make a real positive difference. Right? I’ve already been told my problem is that I’m not old enough yet to be properly cynical about all this. I’m not ready to admit that, but I have been trying to find the seeds to plant a magical money tree in our backyard. That way, I can have my own bazillion-dollar weekly allowance without hitting up my parents or the federal government.

State Gives Douglas County Green Light to Continue Teacher Licensure Program

I recently told you that Douglas County’s innovative new teacher training and licensure program would be up for review by the State Board of Education soon. Well, the good news is that today the Board unanimously agreed to extend the waiver so the program can continue to operate. In cheering what the program has accomplished thus far, State Board member Peggy Littleton even cited the report Douglas County’s Homegrown Teachers (PDF) written by my Education Policy Center friend Ben DeGrow. It’s good to see successful local innovation encouraged rather than stymied. More effective and streamlined paths are needed to get high-quality teachers into classrooms. Kudos to Mike Lynch and the staff at Douglas County’s Learning Center. We hope to see the vision for their program grow and inspire action from other school districts in Colorado and across the country.

Institute Report Highlights Douglas County's Home-Grown Teachers

It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County.
