If a Teacher Strike Comes, Will Boulder Learn Denver's 1994 Lesson?

Back in the spring, I pointed you to some important discussion about the Boulder teacher “sickout”. A month ago I mentioned how the collective bargaining contract with the school district, and teachers voted to reject the latest offer. Well, earlier this week, the Boulder Valley Education Association filed official notice with the state that the union intends to strike. Sure, as my friend Ben DeGrow pointed out, that doesn’t necessarily mean a strike will happen soon or even happen at all. But another large Colorado local union went down a similar path 15 years ago during the state’s last teachers strike. So will the parties involved learn the lessons of the 1994 Denver walkout (PDF), or perhaps even take the opportunity to promote reforms in the way teachers are paid?

Would I be chained to the computer all day, blogging for the Independence Institute? Okay, I’m teasing. Of course not. But you may be really surprised to find out what it’s like. A Glimpse at New Schools: Math and Science Leadership Academy

After the Colorado Independent brought attention to Denver’s Math and Science Leadership Academy (MSLA) on Friday, I decided it was turn to shine the light on a brick-and-mortar school that is unique for one reason: no principal. No principal, you say? That has to be good, right? When I throw spit wads at the kid next to me, whose office are they going to send me to? Right? Okay, okay, I can stop being goofy for a few minutes. MSLA is not a charter school but an innovation school. The school’s founders had to ask for waivers from state law that would allow it to operate with two “lead teachers” instead of a principal. Teachers evaluate each other through a peer review system. Located in southwest Denver, it’s a K-5 elementary school with a “primary focus” on “science, technology, and mathematics.” MSLA opened its doors this year to students in kindergarten through second grade. Why Effective Education Reform Often Is So Hard: Pueblo Edition

Yesterday’s Pueblo Chieftain featured a very telling story of why serious education reform cannot simply be entrusted to the good will of local school bureaucrats. Not that they aren’t necessarily trustworthy, because most of them certainly are. But the prevailing number of federal and state regulations, added on top of the provisions negotiated into the master union contract, have stacked incentives in favor of pleas for more money to help get them out. See what I mean: Local school administrators are well aware of the attempts by districts around the country to find ways to reward teachers and give them incentives to do better but it’s not something that can be done without also finding ways to pay for it. Kathy West, interim superintendent of Pueblo City Schools, said that there are indications that new federal programs will be coming soon to help cash-strapped districts like Pueblo’s do that. But for the time being the district remains with its narrowly worded contract and pay scale that bases salaries on years worked, degrees and training earned and on annual across-the-board pay increases. “It’s just too hard….” In other words, labor peace trumps teacher quality.

A Glimpse at New Schools: Jeffco's 21st Century Virtual Academy

It seems almost everyone is getting in on the virtual public school act in Colorado these days. But that’s a good thing, because having more options is better for students and parents. One of the latest options, opening new for fall 2009, is Jeffco’s 21st Century Virtual Academy. Operated by the state’s largest school district — Jefferson County Public Schools in west metro Denver — the program offers a wide range of high school course offerings for students ages 14 to 20 who are Colorado residents (and not necessarily of Jefferson County). Courses are aligned to state standards and local graduation requirements, but also feature an array of electives as well. A Glimpse at New Schools: Thomas MacLaren School (Colorado Springs)

Update, 8/18: Denise at Colorado Charters offers more information on the new Thomas MacLaren School, as well as an account of the ribbon cutting ceremony. If you live in the Colorado Springs area and have a student heading into the middle school years, you may want to take a look at the new Thomas MacLaren School. The tuition-free public charter school opens this month with classes from 6th to 9th grade. Eventually the school will serve students all the way up through high school. Many things set MacLaren apart from traditional public schools, but most prominent are: A classical education curriculum that builds from the basics of grammar (6th-8th grade) to the logic of finding “implications and relationships that exist among the ideas already learned” (9th-10th grade) to the higher-level rhetoric (11th-12th grade) “wherein students begin to synthesize and relate concepts already learned” — all students will be required to take four years of Latin Student uniforms Single-sex classrooms (that’s right: No yucky girls! I may have to look into this school….), except the fine arts classes (including choir, drama, etc.) and lunchtimes will be co-ed

Are Michigan Lawmakers Being Inspired by Colorado's Innovation School Act?

Last year Colorado passed the Innovation Schools Act, which I applauded as a positive step forward. But our state isn’t the only one to see greater need for public school flexibility to make personnel decisions in the best interests of students. Look at Michigan. The Detroit Free Press recently reported on a legislative proposal “to allow teachers and parents to convert their local schools into independently run schools with more flexible rules.” Known as Senate Bill 636, the proposal would enable the creation of so-called “neighborhood schools”, especially targeted toward high at-risk student populations.

Lt. Gov. Barbara O'Brien Highlights Colorado Charter Success to Congress

Updated for accuracy (6/9) For 15 years we’ve had charter schools around in Colorado. By giving strong accountability along with a new level of freedom, our state has been one of the leaders in fostering innovation through charters. Going along with that, charter schools have now established themselves with strong bipartisan political support. Witness our own Democrat lieutenant governor Barbara O’Brien, who offered testified before a Congressional committee on Thursday. Denise at Colorado Charters highlighted the factors O’Brien pointed out as reasons for charter school success. But I thought this was the most interesting part of what Lt. Gov. O’Brien had to say:

Kansas Teacher Independence Story Makes National Headlines Again

A couple months ago I told you about the Kansas teachers local that fought for and won its independence from the state and national union. I’m excited, because the podcast I posted up there was quoted in the latest edition of School Reform News: In a March 30, 2009 interview with the Independence Institute, a free-market think tank based in Golden, Colorado, [Riley County Educators] spokesman Gary [sic] Sigle explained that last year only 14 of the county’s 56 teachers were NEA members, which gave those 14 members exclusive bargaining power. Others wanted a greater say in what was going on locally. Sarah McIntosh, the writer of the story, also interviewed my Education Policy Center friend Ben DeGrow to get his take on the issue:
