Citizens Have Chance to Stand Up for Real – not Phony-Baloney – Transparency

Nancy Mitchell of the Rocky Mountain News has reported that Denver Public Schools (DPS) plans to cut the budget by 2 percent. To its credit, DPS already has made some moves toward financial transparency, but not to the degree that Senate Bill 57 (PDF) would have DPS and every other Colorado school district and charter school do. At least the original version of SB 57. I told you last week how many citizens came to testify in favor of school districts adopting the relatively simple and cost-effective approach of posting expenditures online in a user-friendly, searchable format. But a majority of legislators on the Senate Education Committee hijacked the bill and made it merely a suggestion – a worthless way of pretending to support transparency. Tomorrow morning (Tuesday, February 3) SB 57 will be debated before the entire state senate, and we’ll get to see whether our legislators support real transparency or the phony-baloney kind. Citizens Speak Out Loud and Clear for Transparent Colorado School Spending

A couple weeks ago I noted that “Leaner Budget Times Call for Colorado Schools to Post Finances Online”. Yesterday the state senate education committee heard testimony on Senate Bill 57 (PDF) – which would do just that. Despite the great potential for government cost savings, opponents and a few committee members expressed concerns that schools couldn’t afford to enact transparency during these trying budget times. Colorado Might Just Be Getting Even Smarter about Education Reform

I hope that I get smarter as I go through school some day. Likewise, despite its success with advancing school choice and accountability so far, Colorado also needs to Get Smart(er) about education reform. At least that’s the premise behind a new group called Get Smart Schools Colorado. As the Rocky Mountain News reports: The idea behind Get Smart Schools is similar to school initiatives in Chicago and New York – one group pooling expertise and funding to help promising new school models get off the ground. That’s because research shows it’s typically more effective to start good new schools than it is to transform existing schools that are failing. In Colorado, the focus will be on importing quality school models that have been successful elsewhere and on helping promising new schools find facilities, an obstacle for many. Believe it or not, this sort of group really is needed. We know the importance of smaller schools, autonomy (big word!), strong leadership, high-quality instruction, research-based curricula, parental involvement (i.e., choice), and focus on student improvement. New CSAP Scores Tell Colorado It's Time to Advance in School Reform

There’s a big hubbub today about CSAP results being announced. For those of you who don’t know, CSAP stands for Colorado Student Assessment Program – it’s the battery of tests in reading, writing, math, and science that help people to see how well schools and students are performing. The folks in the Education Policy Center and others like them get really excited on days like this, because of all the new information and what story it might tell. I guess this year is really special, because a new “growth model” has been introduced that allows for better measurement of individual student and school progress from year to year. Me? I haven’t had to take any CSAPs yet – frankly, I could do without tests altogether. But I understand why many people might think they are important. Anyway, the Rocky Mountain News has the basic rundown on the latest CSAP scores, and once again, hoped-for progress is not being achieved: Results were up in 11 of the 24 tests given in reading, writing and math in grades 3 through 10.
