LIFO Procedures and Schrödinger’s Financial Crisis

You may have noticed that my policy friend Ross Izard recently published an issue paper calling out nearly half of Colorado’s unionized school districts for maintaining last-in-first-out (LIFO) layoff procedures in their union agreements or negotiated policies. LIFO procedures prioritize seniority over performance when making teacher reduction-in-force (RIF) decisions despite the fact that doing so is both bad policy and against the law. Just this weekend, Ross used a column in the Denver Post to amplify the message that these districts should fix their layoff procedures. He also addressed the weak arguments thrown up by some districts in defense of their remaining LIFO procedures. I encourage you to read both the report and the op-ed if you want to learn more about the issue. For today, I’d like to focus in on one of Ross’s arguments specifically. New Finance Paper Sheds Light on Complicated Issues

Just last week, we were talking about the record number of local school-related tax increases on the ballot and how those increases fit in the context of school finance overall. I even had a reader named Larry write in to correct me on a misspelling of Michael Phelps’ name. I incorrectly thought his name was Michael Phelp (with no “s”). I suppose that’s what I get for not watching swimming. I am dreadfully ashamed of the error, and hope Mr. Phelps (and Larry) can find it in his heart to forgive me. Fortunately, I won’t need to make any swimming references today. Instead, I’d like to continue the conversation on Colorado school finance by briefly highlighting a new issue paper published by my Independence Institute policy friend Ross Izard.

The Death of Snow Days

I really love snow days. Every time a storm rolls into town, I wake up, rush to the window, and rip the curtains open, hoping to see those tiny, beautiful flakes of hope drift past my wide little eyes. And while my dad usually grumbles to his coffee about the morning commute as he surveys what he calls the “mess” on our street, I see nothing but the pure white promise of fun and freedom. Brings back fond memories, doesn’t it? Well, you’d better put those safely away in the vault. Today, we discuss the impending death of the snow day. I’ll give you a minute to recover emotionally if you need it. In states across the country, districts are experimenting with ways to avoid weather-related cancellations. Pennsylvania has created a pilot program that allows virtual learning on snow days to count as normal instruction, a school district in Georgia is doing something very similar, and New Jersey has a piece of pending state legislation aimed at making at-home, technology-based learning on snow days permissible under state law. One More Year: Districts Take Different Paths as 191 Closes In

It’s almost Turkey Day, and that means it’s time to start thinking about the things we’re thankful for. At the top of my list are my dog, my parents, and pumpkin pie with Cool Whip on it. But while I sit here smacking my lips at the thought of tomorrow’s pie, some school districts are feeling thankful for a very different reason: This year’s reprieve from SB-191’s requirement that 50 percent of teacher evaluations be based on multiple measures of student learning. This afternoon, Chalkbeat posted an article detailing some of the districts that have chosen to press ahead with SB-191’s requirements along with some others that have chosen to wait. The article is based on a survey of Colorado’s 20 largest districts, which together employ more than two-thirds of the state teachers. Chalkbeat found that just over half of the districts—including our friends in Douglas and Jefferson County—have decided to forge ahead as originally planned. Some other districts have decided to weight their growth data at zero percent of the evaluation formula, basing evaluations only on professional quality standards. PACE: Fast-Growing Membership Option for Colorado Professional Teachers

The school year is back underway in most places in Colorado, and that means it’s time for an important reminder: Just as parents ought to be informed consumers and make wise decisions concerning educational options that suit their children’s needs, so teachers ought to be informed consumers in choosing a membership organization that meets their professional needs. Status Quo in Congress Holds Back Teacher Incentive Fund Growth … Somewhat

Alyson Klein, one of the ladies who cover happenings related to education on Capitol Hill for Education Week, reports about an important committee vote yesterday: A bipartisan effort to boost funding for the Teacher Incentive Fund by an extra $100 million went down to defeat today during the full Senate Appropriations Committee’s markup of the bill funding the U.S. Department of Education in fiscal year 2010. The bill already includes $300 million for the TIF, a teacher performance-pay program that is currently funded at $97 million. The proposed increase in the failed amendment would have been paid for by taking $100 million out of the federal State Grants for Improving Teacher Quality program. TIF provides competitive grants to state agencies, school districts, and charter schools that develop quality performance pay programs for teachers and for principals. As my Education Policy Center friend Ben DeGrow has outlined in his issue paper Denver’s ProComp and Teacher Compensation in Colorado (PDF) and elsewhere, local Colorado school districts have applied for and received a significant share of TIF grant money. Colorblind? Suburban Denver School Districts Enrolling More Minorities

In the middle of July, education news and conversation tends to be slow. If they’re like me, people are more interested in the baseball All-Star game or in just hanging out at the beach. That’s why all I’m going to do today is bring your attention to an article in the Sunday Denver Post titled “Denver metro districts enroll diversity”. Reflecting larger demographic trends, Denver Public Schools has started enrolling a greater share of white students in the past 8 years. Meanwhile, every other district in the metro area has taken on more racial minorities — with Mapleton, Westminster, and Sheridan registering gains in minority student enrollment of 20 percentage points or more. Commerce City, Englewood, Cherry Creek, and Aurora have also made significant shifts in the same direction. What does it all mean for education policy?

I've Been Wrong Before, But Michael Bennet Gets It Right This Time

Our own appointed U.S. Senator and former Denver Public Schools superintendent Michael Bennet conducted a recent Q & A on federal education reform with Linda Kulman for Politics Daily. Here’s his answer to one question about incentives not matching objectives in the education system: We have not updated our theory of human capital, which is a fancy word for saying how do we attract and retain people to public education, since the labor market was one where women had two professional choices: being a nurse or being a teacher. We say to people, “We’d like you to come be a teacher, we imagine that you’re going to teach “Julius Caesar” every year for the next 30 years, we’re going to pay you a really terrible wage compared to what you could make doing almost anything else. … The way most school districts and states pay teachers in this country (is) if you leave any time in the first 20 years, you leave with what you’ve contributed to your retirement system … but if you stay for 30 years, you (get) a pension that’s worth three times what your Social Security is worth.
