It's Official, 2015 is the New "Year of Educational Choice"

I can’t believe I’m saying this, but 2015 is almost over. And boy, what a year it has been. We finally saw a successful reauthorization of No Child Left Behind, waved goodbye as our policy friend Ben DeGrow carried the reform torch to Michigan (where he’ll be needing all the warm torches he can get), and watched as yours truly turned into a slightly snarkier six-year-old. But we can—and will—do a full rundown of 2015’s adventures later. For now, I want to focus on what the year meant for our nation in terms of educational choice. In short, it meant an awful lot. Earlier this year, I wondered whether 2011’s “Year of School Choice” might see a repeat in 2015. As it turns out, history did repeat (and even beat) itself; 2011’s educational choice gains were eclipsed by massive leaps forward across the nation in 2015.  Fifteen states adopted 21 new or expanded educational choice programs this year, compared to 13 states in 2011. That, my friends, is a whole lotta choice.

One Step Forward, Two Steps Back: A Setback for Choice in North Carolina

A lack of progress is always frustrating. I’ve been trying to convince my parents that broccoli is too dangerous to be trusted for months. But my struggles pale in comparison to the frustration that a large number of students and families in the Tar Heel State are facing after yesterday’s unfavorable ruling regarding school choice. As I mentioned a couple of weeks ago while discussing an Independence Institute/Friedman Foundation amicus brief in the Douglas County Choice Scholarship Program case, I find legalese to be fairly terrifying. Fortunately, the Carolina Journal provides a succinct (and mercifully un-legal) summary: “[North Carolina Superior Court Judge] Hobgood said providing taxpayer money for the scholarships without curriculum standards or teacher certification requirements ‘does not accomplish a public purpose.’ He added that the program ran afoul of the state’s landmark Leandro decision, which requires the state to provide every child with the opportunity to have a ‘sound, basic education.’”

Offering Ideas to Address Stapleton School Overcrowding Challenge

What to do if you’re a school district, you have a fast-growing neighborhood, and not enough tax revenue to meet the promises to build schools for the elementary and middle school kids in the area? Well, Denver Public Schools is confronting that problem right now in regards to the Stapleton neighborhood. A meeting with community members “to share a list of options about what to do about overcrowding” is scheduled for next Tuesday. While it’s hard to argue that this situation isn’t a sticky one, my Education Policy Center friend Ben DeGrow nevertheless has written a new piece for Education News Colorado (also re-posted at the Independence Institute website), proposing some suggestions to help the district and citizens think outside the box a bit. "Will President Obama's School Reform Bring the Change Kids Need?"

Things are changing in Washington, DC, and my friends in the Education Policy Center are wondering what the new presidential administration will mean for school reform. That’s why they agreed to publish a paper by a really smart group of people – three professors from the Department of Education Reform at the University of Arkansas. The new paper is called The Good, The Bad, and The Ugly: Will President Obama’s School Reform Bring the Change Kids Need? (PDF). The authors are Robert Maranto, Gary Ritter, and Sandra Stotsky. You really need to read this paper if you care about education and the future of America. As a candidate, Barack Obama gave a lot of different messages about education reform. The authors of The Good, The Bad, and The Ugly sort out the different competing proposals, and encourage the President-elect to “appoint a Democratic reformer who embraces the good, opposes the bad, and avoids the ugly, to serve as the nation’s next Secretary of Education.” The Fordham Institute’s Education Gadfly has its ears to the Beltway grapevine, running a daily line to see who the favorites are to fill the Cabinet-level post. Center for Education Reform Grades the Candidates for U.S. Senate

Is the election almost over yet? All the scary political attack ads are giving me bad dreams, and I can’t believe how gullible some politicians are to think they can buy my vote by promising me all sorts of goodies. President whatz-his-name wants to take money from someone else and give it to me. Congressman so-and-so says he’s going to make my life better. Such-and-such amendment on the ballot has to pass “for the children.” (Then again, I wonder if they realize they’re trying to buy the vote of a 5-year-old, but I digress….) Puh-lease. My parents don’t even treat me like that. Anyway, in the meantime, if you haven’t voted and you care about school choice and accountability, the Center for Education Reform (CER) has graded candidates for U.S. Senate across the country, based on their support of the D.C. school choice program, federal funds to start up innovative charter schools, and the No Child Left Behind Act. A possible 3 points for each issue makes 9 a perfect score. In Colorado, Republican Bob Schaffer received a 6 out of 9. His scores are perfect on school choice and charter schools.
