Detective Eddie and the Case of the Missing ESEA SOTU Mention

As you may know, last night was the SOTU. I spent more time than one might expect attempting to convert that into a funny, education-related acronym, but had little success. For the record, I blame my failure on my age and innocent youth. Regardless, no joke for you today. But hey, maybe I don’t need to be cracking jokes. After all, the president’s State of the Union address is pretty important. It hints at future battles, helps set the tone for the year, and provides a little more detail on potential policies in the pipeline.  Most importantly, it outlines the president’s priorities. Maybe that’s why I found it so noticeable that K-12 education—and particularly the massive ESEA reauthorization fight brewing in D.C.—received little more than a rhetorical nod. Let’s Get This (Legislative) Party Started

Two months ago, I celebrated the end of what I like to call the election silly season. Despite mammoth efforts by seemingly panicked teachers unions, proponents of education reform at both the state and federal levels won big in November. Much dancing and kazoo blowing ensued in education reform camps around the country. But the election was really just a prelude to the real party, which is only just now getting started. The 114th United States Congress began yesterday, and is now beginning to wrestle with issues ranging from the Keystone XL pipeline to gas taxes to—drum roll please—ESEA reauthorization. Regular readers will remember that I recently highlighted the somewhat awkward alliances that an ESEA reauthorization effort could create, but I’m not sure I could have predicted the speed at which the effort would move. Tennessee Senator Lamar Alexander, the new chairman of the U.S. Senate Education Committee, has signaled that he intends to get an ESEA authorization through committee by Valentine’s Day. Yikes. I hope everyone is wearing their seat belts. Air bags might also be helpful; previous efforts have crashed in rather spectacular fashion.

The Great Teachers Union-Republican Alliance of 2015?

Yesterday, I wrote about the latest developments in what I have begun to simply call “The Testing Mess.” It’s sticky, sticky stuff, and I find that it’s often difficult to decipher which piece of the puzzle I’m going to be talking about when someone brings up “testing” in conversation these days. But being the insatiable nerd that I am, I feel compelled to complicate things even further by taking a look at some of the more interesting—and bizarre—political wrinkles behind the scenes of the debate. I pointed you last time to an article written by Alyson Klein at Education Week. The article neatly sums up newly revealed Republican efforts to reauthorize the Elementary and Secondary Education Act as No Child Left Behind, the Act’s current iteration, increasingly finds itself on the wrong end of the testing discussion. NewTalk's Star-Studded Discussion on the Future of No Child Left Behind

The times are changing in Washington, D.C. And that means federal education policy is on the table. What about No Child Left Behind? Should it be eliminated, or just modified? What is worth keeping, and what’s not? Starting today and going until Thursday, over at the NewTalk website, a group of education experts discuss the question: “Should we scrap No Child Left Behind?” The discussion is moderated by our good friend and prolific scholar Jay Greene. NewTalk is a project of the national legal reform group Common Good. Panelists include Joe Williams of Democrats for Education Reform, Neal McCluskey from Cato’s Center for Educational Freedom, the Hoover Institution’s Eric Hanushek, and Elaine Gantz Berman from the Colorado State Board of Education. Center for Education Reform Grades the Candidates for U.S. Senate

Is the election almost over yet? All the scary political attack ads are giving me bad dreams, and I can’t believe how gullible some politicians are to think they can buy my vote by promising me all sorts of goodies. President whatz-his-name wants to take money from someone else and give it to me. Congressman so-and-so says he’s going to make my life better. Such-and-such amendment on the ballot has to pass “for the children.” (Then again, I wonder if they realize they’re trying to buy the vote of a 5-year-old, but I digress….) Puh-lease. My parents don’t even treat me like that. Anyway, in the meantime, if you haven’t voted and you care about school choice and accountability, the Center for Education Reform (CER) has graded candidates for U.S. Senate across the country, based on their support of the D.C. school choice program, federal funds to start up innovative charter schools, and the No Child Left Behind Act. A possible 3 points for each issue makes 9 a perfect score. In Colorado, Republican Bob Schaffer received a 6 out of 9. His scores are perfect on school choice and charter schools. Neither Vice Presidential Candidate Sounded Good on Education Reform

Eddie is watching Colorado, but as you know, sometimes I watch bigger events, too. Take for example last night’s vice presidential debate. I have to say from the perspective of reforming schools and helping kids, neither candidate’s answer was very encouraging. First, Sarah Palin: …I say, too, with education, America needs to be putting a lot more focus on that and our schools have got to be really ramped up in terms of the funding that they are deserving…. Okay, but how would you help parents with more choices and opportunities? More accountability for schools? Education credit in American has been in some sense in some of our states just accepted to be a little bit lax and we have got to increase the standards. No Child Left Behind was implemented. It’s not doing the job though. We need flexibility in No Child Left Behind. We need to put more of an emphasis on the profession of teaching…. Evidence from D.C. Shows Need to Improve Focus on School Accountability

There’s a great story in the Washington Post today about the positive impacts of No Child Left Behind (NCLB) accountability on poor and needy students in and around our nation’s capital (H/T Joanne Jacobs): Since enactment of the No Child Left Behind law, students from poor families in the Washington area have made major gains on reading and math tests and are starting to catch up with those from middle-class and affluent backgrounds, a Washington Post analysis shows. The achievement gap between economic groups, long a major frustration for educators, has narrowed in the region’s suburban schools since President Bush signed the law in 2002, according to Maryland and Virginia test data. In Montgomery County, for instance, students in poverty have earned better scores on Maryland’s reading test in each of the past five years, slicing in half the 28 percentage-point gulf that separated their pass rate from the county average. They also have made a major dent in the math gap. In Fairfax County, another suburban academic powerhouse, such students have slashed the achievement gaps on Virginia tests. Ocean City Elementary Makes Case for Fewer Excuses, More Parental Power

One of the most common critiques of No Child Left Behind is that its goal of achieving proficiency in reading and math for all students by 2014 is impossible to achieve. While it may be impossible for all American public schools to achieve the 100 percent proficiency marks, should we let that excuse stop many schools from achieving 100 percent proficiency, schools that really are able to get there? The Washington Post highlights a Maryland elementary school that already has hit the mark: Last spring, all 184 students in the third and fourth grades at Ocean City Elementary School passed the Maryland School Assessment, or MSA, a battery of tests given by the state every year since 2003 to satisfy the law. The school was the first in the state, apart from a few tiny special-education centers, to meet the goal that has defined public education this decade. “We think of MSA as the floor, as sort of the basics of what all students should be doing,” Principal Irene Kordick said. “We shoot for the ceiling.”… The school serves 568 students in a coastal resort town with an odd mix of families — in oceanfront condominiums, middle-class colonials and Coastal […]
