New Finance Paper Sheds Light on Complicated Issues
Just last week, we were talking about the record number of local school-related tax increases on the ballot and how those increases fit in the context of school finance overall. I even had a reader named Larry write in to correct me on a misspelling of Michael Phelps’ name. I incorrectly thought his name was Michael Phelp (with no “s”). I suppose that’s what I get for not watching swimming. I am dreadfully ashamed of the error, and hope Mr. Phelps (and Larry) can find it in his heart to forgive me. Fortunately, I won’t need to make any swimming references today. Instead, I’d like to continue the conversation on Colorado school finance by briefly highlighting a new issue paper published by my Independence Institute policy friend Ross Izard.

Status Quo in Congress Holds Back Teacher Incentive Fund Growth … Somewhat
Alyson Klein, one of the ladies who cover happenings related to education on Capitol Hill for Education Week, reports about an important committee vote yesterday: A bipartisan effort to boost funding for the Teacher Incentive Fund by an extra $100 million went down to defeat today during the full Senate Appropriations Committee’s markup of the bill funding the U.S. Department of Education in fiscal year 2010. The bill already includes $300 million for the TIF, a teacher performance-pay program that is currently funded at $97 million. The proposed increase in the failed amendment would have been paid for by taking $100 million out of the federal State Grants for Improving Teacher Quality program. TIF provides competitive grants to state agencies, school districts, and charter schools that develop quality performance pay programs for teachers and for principals. As my Education Policy Center friend Ben DeGrow has outlined in his issue paper Denver’s ProComp and Teacher Compensation in Colorado (PDF) and elsewhere, local Colorado school districts have applied for and received a significant share of TIF grant money. Are School Teachers Getting a Raw Deal? Maybe the Truly Great Ones
In a post written yesterday, the venerable Dr. Jay Greene makes the point that education schools typically undersell the benefits of the teaching profession to their own graduates: But the reality is that teaching is a pretty good gig. Yes, the work can be draining, but the hours are great and you get regular breaks throughout the year, including a long one over the summer. The annual pay is OK, but when you consider it on an hourly or weekly basis, you’ll get paid more than the average white collar or professional specialty and technical worker (according to the U.S. Bureau of Labor Statistics). In addition, during a period of almost 10% unemployment you’ll sure appreciate the high job security. And let’s not forget the benefits, including solid health-care and an extremely generous retirement package that will let you retire in your mid-50s with about 60% of your peak salary guaranteed for the remainder of your life and adjusted for inflation. It would take a fortune in a 401k or 403b to produce that kind of pension benefit.

Are More Teacher Licensure Alternatives on Their Way to Colorado?
Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Fixing How Colorado Teachers Are Evaluated an Important Reform Piece
Hooray for Nancy Mitchell, and so glad she is working at Ed News Colorado these days. Her latest investigation probes the value of our current teacher evaluation system at identifying effective teachers, weeding out ineffective teachers, and providing support where necessary. The results? Not very good: Education News Colorado requested teacher evaluation data from the six largest districts, all in the metro area, which serve more than 40 percent of public school students statewide. The analysis found little difference between the results of evaluations given in affluent, high-performing Douglas County and those doled out in urban Denver Public Schools, where large numbers of students perform below average on state exams. Fewer than 2 percent of teachers in either district – or in Adams Five-Star School District or in Jefferson County Public Schools – were told they needed to improve their instructional skills.

Last week the Christian Science Monitor featured a full-length article on the state of teacher performance pay, with special focus on Denver’s ProComp program. It’s an especially great piece for someone who has little familiarity with the topic — as some of the leading figures are quoted: Brad Jupp from DPS, Phil Gonring from the Rose Community Foundation, Paul Teske from the University of Colorado Denver, and Kim Ursetta from the teachers union, to name a few. New Report on Colorado Homeschooling History: A Call to Vigilance
It’s easy for those who have secured the benefits of educational freedom to take them for granted. That’s especially true in the case of homeschooling, as parents in New Hampshire have responded to a bill that would restrict their rights: The legislation has angered many home schoolers who showed up in record numbers when the bill was being debated in Concord. “There were about a thousand home schoolers there. It was a record-breaking crowd, never been that many home schoolers,” the [Home School Legal Defense Association’s Mike] Donnelly notes. “In fact some of the people at the state house said that they’ve never seen such a large crowd inside ever.” It’s encouraging to see so many Granite State homeschoolers rallying to action. If what’s going on across the country doesn’t wake up and make Colorado homeschoolers vigilant, then maybe a refreshing and comprehensive look at the history of securing parental rights in this arena will. "Deferred Compensation" for K-12 Employees Needs a Lot of Piggy Banks
I’m pretty smart for a 5-year-old. But sometimes I wander into a topic that’s just over my head. That doesn’t mean it’s not important, but it’s probably just best if I let the big people talk about it themselves. My friends in the Education Policy Center released a new Issue Paper today, called Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). It was researched and written by Dr. Michael Mannino from the University of Colorado Denver. Rather than try to explain the paper myself, here’s the summary from the Independence Institute website: To improve understanding of public K-12 retirement compensation, this Issue Paper provides historical estimates using a substantial sample of retiree characteristics and salary histories. Deferred retirement compensation from a hybrid defined benefit plan is defined as the difference between an employee’s estimated retirement account balance and the greater pension value she expects to receive. When accounting for K-12 employee compensation, large amounts of deferred compensation should be included. For the 846 Denver Public Schools retirees in the sample, average lump sum deferred compensation is $627,570. Wow, it would take a lot of piggy banks to put that much money in. But I think […]

Still Too Many Colorado High School Graduates Need Help Catching Up
High school and college are still a long ways off for me, but I found this interesting for those of you who are interested in education. A recent report from the Colorado Commission on Higher Education (PDF) found that 29.9 percent (that’s almost 3 in 10!) of Colorado public high school graduates entering Colorado public colleges and universities in 2007-08 needed remediation. Wow, that’s a mouthful! And as Ed News Colorado points out, it isn’t good news, either: Remediation costs at least $27.6 million a year, $14.6 million in state tax dollars and $13 million in tuition paid by students, the report said. (The actual cost is higher, because some remediation costs, such as summer school, weren’t included in the total.) “It’s unfortunate,” said Gov. Bill Ritter, that money is spent on remediation “instead of investing those funds in financial aid, classroom instruction and innovative research. We can and must do better.” But has Colorado been doing better than in recent years?

Institute Report Highlights Douglas County's Home-Grown Teachers
It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County.
