ESEA Compromise Emerges in Washington

As most of you know, and as I will proudly proclaim once again, your pal Little Eddie has officially turned six. I’m practically a grown-up. That means I have more liberty to stay up later, make choices regarding vegetable consumption at dinner, and riddle my blog posts with six-year-old snark. To ring in my newfound maturity, I need a big, important post. And what could be bigger or more important than the fact that we now stand on the cusp of ESEA reauthorization? We’ve talked a fair amount about the somewhat tortured ESEA reauthorization process since last January.  After some rough waters earlier this year, grinding work during the summer led to what I thought was a fairly promising reauthorization bill passing in the U.S. House of Representatives. Shortly thereafter, the U.S. Senate followed suit by passing its own bipartisan bill. Conflicts between the more conservative House bill and the more moderate Senate bill (and the White House, which has been a little weird about the whole thing) necessitated a conference committee between the chambers to work out differences. PACE: Fast-Growing Membership Option for Colorado Professional Teachers

The school year is back underway in most places in Colorado, and that means it’s time for an important reminder: Just as parents ought to be informed consumers and make wise decisions concerning educational options that suit their children’s needs, so teachers ought to be informed consumers in choosing a membership organization that meets their professional needs. As far as membership organizations go, the new kid on the block in our state is the two-year-old, fast-growing Professional Association of Colorado Educators (PACE), “a Colorado-based, non-profit, professional educator association, dedicated to the academic and personal growth of every student.” Recently, PACE’s director of membership Megan Leatham explained what her organization is about with my Education Policy Center friend Ben DeGrow on an 8-minute iVoices podcast. New Denver KIPP School Performance Pay Plan Latest Charter Innovation

With a variety of programs and greater flexibility from state laws and district policies, public charter schools can provide a great alternative for parents and students looking for something different. Because of that same flexibility, charter schools can serve as great laboratories of innovation for different practices that work. A couple months ago, while school was still in session, my Education Policy Center friends visited KIPP-Sunshine Peak Academy, a charter middle school located in west Denver. The national KIPP network of 82 charter schools has been made famous recently by the book Work Hard Be Nice, written by Washington Post education reporter Jay Mathews.

New CDE Report Offers Valuable Digest of Information on Colorado Charters

Update: The good people of Ed News Colorado have also written about The State of Charter Schools in Colorado (PDF), breaking down some of the key information if you don’t have time to dig through the whole report. Do you need a good reference digest of important information on charter schools in Colorado? Well, my friend and Education Policy Center senior fellow Krista Kafer has done it again, joining Dr. Dick Carpenter to co-author another valuable report for the Colorado Department of Education. The brand new report is called The State of Charter Schools in Colorado (PDF). Skim through it, and you’ll see there really is no such thing as an average charter school. As the movement has grown in our state over the last 15 years, both the number and the diversity of charters has increased.

Teacher Pay & Tenure System Like Pounding Square Peg into Round Hole

Have you ever tried to pound a square peg into a round hole (or vice versa)? How about after that doesn’t work a couple times, you go out and buy 100 of the same square pegs to keep trying what already failed? It makes about as much sense as most systems we have today for training, developing, paying, and retaining teachers. Sure, we’ve seen some progress with performance pay programs — Colorado has produced some leading examples — but the old-fashioned salary schedule still persists. Pay teachers based on seniority and academic credentials. Never mind, as the Denver Post‘s Jeremy Meyer observes from Urban Institute education director Jane Hannaway (with supporting evidence compiled here), that teachers overwhelmingly improve during the first four years of their career and then just stop: “It’s one of our very consistent findings,” said Hannaway, presenter last week at the American Educational Research Association annual meeting in San Diego, citing at least two recent studies of teacher effectiveness. “The reason of course is not clear, but it’s in study after study,” she said. “Teachers do get better (in the beginning).
