Harrison's Successes Continue Under Pay-For-Performance System

A few months ago, I wrote about how important it is to use the right metric—fairness for teachers— when evaluating the success of pay-for-performance compensation systems. That post was a response to a rather biased Denver Post article on the subject, which featured as one of its subheadings the assertion that these systems provide “No Benefit to Students.” It also completely failed to mention perhaps the state’s most interesting example of pay for performance in practice: Harrison School District in Colorado Springs. As it turns out, that was a serious omission. 9News ran a story yesterday about Harrison’s success at elevating its minority students. From that story: The Harrison School District has more minorities than most districts in Advanced Placement courses. It has more Black and Latino students in Gifted and Talented classes. Harrison has a consistent graduation rate of Black and Latino students of higher than 75 percent. And, testing data shows that this district located on the southern end of Colorado Springs has the smallest achievement gap between white students and students of color. A Little Rain on the Graduation Rate Parade

What’s in a number? If you’re talking about educational choice, numbers like the ones coming out of Arrupe Jesuit High School can be beacons of hope for tough populations of kids. In other cases, numbers can convey more concerning trends. And in still other cases, numbers can be rigged in such a way that they don’t tell the full story. I was reminded of the importance of questioning numbers in the education debate yesterday as I read a great Denver Post piece from the Education Commission of the States’ Peter Huidekoper. The piece points out a disconcerting disconnect (alliteration!) between higher graduation numbers, low ACT scores, and ugly remediation rates in some Colorado schools. For those who don’t know, “remediation rate” refers to the percentage of students who require remedial courses in college before they begin full-fledged coursework. If you’re feeling a bit nerdy and want to dive deeper, the Colorado Department of Higher Education just released the 2014 Legislative Report on Remedial Education, which somewhat paradoxically covers 2013 high school graduates. The No-Longer-Invisible Achievement Gap: Challenges for Foster Kids in Colorado

My parents sometimes drive me crazy. They won’t let me drink soda or jump on (or off) the bed, and they stubbornly refuse to allow me to live solely chocolate and bacon (hint of the day: combine the two for double the nutrition). Still, for all the frustrations parents can bring, I know I’m lucky to have them. Some kids are in much worse situations, and those kids face some serious hurdles. Although many people know that foster children face enormous challenges, it’s rare to see those challenges quantified. Maybe that’s why this story in the Denver Post today is so impactful. The story highlights new research showing that foster kids are facing an even tougher road than we might have thought when it comes to education. Here are the report’s key findings: Fewer than 1 in 3 Colorado students who were in foster care during high school graduated within four years of entering 9th grade. Although the on-time graduation rate for Colorado students as a whole has steadily improved, the rates for students in foster care remained stable and well below their non-foster care peers. Detroit: Fire Teachers Who Don't Pay Union, Not Those Who Can't Teach

Detroit Public Schools is far from the model of educational success. In fact, it’s one of the worst-performing school systems in the country. For example, look no further than the abysmally low graduation rates. One of the problems that could be addressed would be the tremendous difficulty to remove ineffective classroom teachers. It is so difficult and costly to do that on the occasions when Detroit (and the problem isn’t isolated there by any stretch of the imagination) actually tries to remove poor performers, they have to resort to offering settlements worth many months of pay and promises not to reveal the reason for their terminated employment. That’s for teachers who show extensive evidence of not being cut out for the job — or in some cases, even worse. As the Education Action Group has uncovered (PDF), though, there is one sure way to ensure the removal of a Detroit Public Schools instructor. Milwaukee Voucher Schools Graduate at a Higher Rate than Public Schools

Do private school vouchers help kids graduate from high school? A new study about the Milwaukee Parental Choice Program (MPCP) suggests that might be the case: In “Graduation Rates for Choice and Public School Students in Milwaukee: 2003-2007,” John Robert Warren, Ph.D., compares graduation data for students in the MPCP and the MPS. Dr.Warren concludes that “students in the MPCP are more likely to graduate from high school than MPS students.” According to Warren, had MPS graduation rates equaled those of MPCP students, there would have been almost 20% more public high school graduates between 2003 and 2007. Over the five years studied, that would have meant nearly 3,000 additional MPS graduates. The very smart Jay Greene also points out the need for caution: Warren acknowledges “he can’t say whether the voucher program caused their higher graduation rate.” But our Governor – who has promised to cut the state’s dropout rate in half – ought to pay attention over the next few years, as Jay Greene is working on a study that will help answer the question: Do private school vouchers help kids graduate from high school?
