Studies Bring Bad News for Vouchers… With Lots of Caveats

We’ve covered quite a bit of positive research regarding private school choice in recent months. Back in May, I wrote about a meta-study by researchers at the University of Arkansas that found positive effects from vouchers in the U.S. and a couple of other countries. The following month, we dug into the Friedman Foundation’s latest review of random-assignment studies on private school choice programs in the United States. Fourteen of the 18 studies included in that review found positive effects for at least some groups of students. Two found no visible effects, and two more—both from Louisiana—found significant negative effects. As I’ve said before, there are good reasons to believe that program design and implementation issues played a role in the negative findings in Louisiana. Now, though, I’m sorry to report that I’ve become aware of less easily explained bad news on voucher programs in Ohio and Indiana. But don’t fret just yet; there are some major caveats that need to be considered before we start jumping to broad conclusions. Buckle up, today’s post will be a long and nerdy one.

The School Choice Train Makes Its Next Stop: Arkansas Gov. Says Yes to Special Needs Vouchers

Another Friday is upon us, my friends. And what a Friday it is! Birds are chirping, the sun is shining, and school choice just keeps on flourishing. That’s right, Nevada’s big success wasn’t the end of the story. Arkansas has now come aboard the school choice train! Two days ago, Arkansas Governor Asa Hutchinson signed House Bill 1552 into law. With a quick wave of the magic gubernatorial wand, Hutchinson breathed life into the Succeed Scholarship Program—a move that brought praise from friends of choice. The program is designed to provide private school tuition scholarships to kids with special needs.

Rubric's Cube: Understanding Colorado's Recent Voucher Grade

We’re all instinctively wary of being graded, I think. Being evaluated can make you a little nervous, and there’s always that slight moment of panic as a teacher hands back an exam. Yet, that information often proves to be extremely valuable. A good evaluation helps you identify strengths, weaknesses, and things you’ll do differently moving forward. Still, it’s always important to look at the rubric being used when you interpret results. Today, the Center for Education Reform released a new report that grades voucher programs across the United States.  Being well-informed readers of my blog, many of you may recognize the template; the organization has previously released reports that grade state charter laws (Colorado outscored all but eight other states) and scholarship tax credit programs. The voucher grades, however, are brand new. I know, I know. You want to know how Colorado on the test. But like that infuriating teacher that stands in front of the class making small talk while his students sweat bullets over the stack of graded tests in his hand, I’m going to make you wait. BFFs of the Court: Chiming in for Choice in Douglas County

Court briefs are terrifying to kids like me. They are long, complicated, and governed by a system of rules in which words like “pagination” and “certiorari” are commonplace. And, in a cruelly ironic twist, they are anything but “brief.” Worse still, they have absolutely no pictures. To be honest, I look at most legal briefs as potential stockpiles of spit wad ammunition, not worthwhile entertainment reading. That said, when someone files a legal brief aimed at supporting increased educational choice, it’s hard not to take notice. Such is the case this week. Back on August 4, my friends at the Independence Institute and the Friedman Foundation for Educational Choice filed an amicus brief on behalf of Douglas County School District in the ongoing litigation over its pilot Choice Scholarship Program. As you may remember from one of my previous posts, the Colorado Supreme Court agreed to hear the case after an appellate court overturned a lower court’s initial ruling against the program. As David Kopel, the brief’s filing attorney, outlines in a recent blog post, this particular amicus brief is heavily focused on Choice Scholarship Program’s design and the empirical evidence on voucher programs in general.

Florida Survey Offers Latest, Greatest Proof Parents Love School Choice

The more parents know and experience school choice, the more satisfied they are with it. The Friedman Foundation’s newly-released survey of 808 parents who have participated in Florida’s scholarship tax credit program is just the latest and most overwhelming proof. Florida’s eight-year-old program provides full tax credit to corporations donating to qualified scholarship granting organizations. Those groups provide scholarships worth up to $3,950 (or full tuition) for low-income students to enroll in the private school of their choice. According to the Friedman report, the latest numbers show 23,259 Florida students attending private school on a tax credit scholarship. Simply put, participating parents love it:

School Choice, Hoosier Style: Hope for Needy Indiana Kids & the Movement?

I’m a little slow to report on this great news to you, but here goes … Kudos to Indiana for joining the ranks of states to offer private school choice to its needy students. From the June 30 Friedman Foundation announcement: Indiana lawmakers today approved a $2.5 million scholarship tax credit program in the home state of the Friedman Foundation for Educational Choice. The new scholarship program was inserted into the state’s budget and won approval in the late hours of the special legislative session. The bill, which passed the Senate 34-16 and the House 61-36, was signed by the governor a couple hours later. “The state of Indiana today joined a growing number of states that are putting the educational needs of children before partisan politics by adopting school choice programs,” said Robert Enlow, President and CEO of the Friedman Foundation…. The victory is especially sweet for national school choice champion Friedman, because the Foundation calls the Hoosier State home. So my Education Policy Center friend Pam Benigno was delighted to be able to interview Robert Enlow about the Indiana school choice victory on this new iVoices podcast (click the play button to listen):

New Friedman Report Highlights Why School Choice Benefits Teachers, Too

For some reason these last days of the school year have me busy. So I don’t have a lot of time to write — except that I wanted to point out something especially for teachers (who must be even busier than I am, I guess). A great new study released by the Friedman Foundation compares data from the U.S. Department of Education’s Schools & Staffing Survey and traces the attitudes of public school teachers vs. private school teachers on a whole host of issues. Out of the many results highlighted by co-authors Dr. Greg Forster and Christian D’Andrea, I wanted to bring your attention to a short few: Private school teachers are much more likely to say they will continue teaching as long as they are able (62 percent v. 44 percent), while public school teachers are much more likely to say they’ll leave teaching as soon as they are eligible for retirement (33 percent v. 12 percent) and that they would immediately leave teaching if a higher paying job were available (20 percent v. 12 percent)….

Thanks to Friedman, You Don't Need to Be Afraid of Any School Choice Myths

Over on Jay Greene’s blog, Dr. Greg Forster has a valuable update for those of us who want a handy place to go to answer all those objections to school choice: …the Friedman Foundation has released a set of “myth buster” guides to the research on the six most common school choice myths. For each myth they’ve provided a brief, handy reference sheet and a slightly longer, more detailed guide to the research. Even the detailed version of each myth buster is still less technical than the other lists on my “meta-list” page, compiled by Jay and other scholars, but it does go over the most important technical issues (how do we distinguish the impact of vouchers from the impact of other factors like family influence?) and provides the references you’ll need to dig further if you wish. Mythbusters, eh? I hear there was a movie made a long time before I was born. Seems it had this memorable song. Answers to Failed Tax Proposals? More School Choice and Transparency

On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.
