Teachers as Entrepreneurs: A Refreshing Race to the Top Idea?
Knowing that teacher quality is so essential to successful student learning, Colorado’s lawmakers and education officials should be doing more to enact policies that promote teacher autonomy, excellence, and accountability. The Maryland Public Policy Institute does just that with its new report calling for “Teachers as Entrepreneurs” (PDF). The idea? Instead of placing all instructors under the terms of a centralized bargaining contract, allow for some individual teachers or teams of teachers to contract with a school district to perform instructional services. Either union or non-union, they could agree on setting terms regarding class size, basic working conditions, performance and differential pay, and retirement plans. This approach would give individual teachers greater freedom to determine whether they want to support and subsidize political activities. It would require state law to take a neutral position on the issue of unionization and exclusive representation.

A Glimpse at "New" Schools: Montclair School of Academics and Enrichment
Okay, okay … so Denver’s Montclair School of Academics and Enrichment isn’t exactly new. In fact, at more than 100 years of age, it’s one of Colorado’s older public schools. So what’s new about it? Montclair is one of the state’s first two Innovation Schools — as approved by the local school board and by the state board of education under the 2008 state law — and the only school to be recognized both as an Innovation School and as a DPS Beacon School. By giving strong accountability along with a new level of freedom, our state has been one of the leaders in fostering innovation through charters. Going along with that, charter schools have now established themselves with strong bipartisan political support. Celebration Widespread for State Board Approval of First Innovation Schools
After a close vote Monday from the Denver Public Schools board, Manual High and Montclair Elementary found smooth sailing from the State Board of Education in their pursuit to become Colorado’s first “innovation schools”. As Ed News Colorado explains, the vote in favor of the waiver request was unanimous — winning plaudits from both sides of the political aisle: “I really think this is groundbreaking for Denver and groundbreaking for the state of Colorado,” said Elaine Gantz Berman, D-1st District, herself a former DPS board member. “I’m hoping that this growing, positive trend finally gives the state the motivation it needs to realize that our schools are being crushed by rules, regulations and bureaucracy,” said board Chair Bob Schaffer, R-4th District. My Education Policy Center friends at GoBash point out that this is no small request: Manual and Montview “received waivers from 40 state statutes, 32 district policies, and 18 collective bargaining agreement provisions”. Colorado State Board of Education Members Weigh in on "Stimulus" Bill
You may think I spend a lot of time complaining about the education spending proposal inside Congress’ so-called stimulus (I prefer “magical money tree”) bill. Well, rather than just get up on my soapbox again (but hey, if I don’t stand up there, nobody will see me), I decided to share firsthand thoughts from a couple of Colorado’s state education officials on the issue. Earlier this week, new State Board of Education member Marcia Neal shared some thoughts on the education portion of the federal stimulus bill with Grand Junction reporter Mike Saccone: “I think there’s growing concern over this huge amount of money they’re throwing around,” Neal told Political Notebook today. “As always my concern … is the issue of local control. That when you accept money from the feds and they direct the way you spend it, they’re basically directing your local educational program and increasing your dependence on federal money.” Neal, a Republican, said she hopes the Senate, when it mulls the economic stimulus package this week, clears up the issue of local control. Lessons for Colorado from Study on Boston Charter School Success
The argument only grows stronger that charter schools work. While some will dwell on the exceptions, the big picture becomes clearer and clearer. A new study by the Boston Foundation finds that in their city “charter school students consistently outperform their peers at pilot schools and at traditional schools.” As Core Knowledge blogger Robert Pondiscio notes, even factoring out the selection bias of more motivated parents shows charter schools doing more to improve student achievement. And the well-read Dr. Greg Forster puts the Boston study in context to note that “charters are an improvement over the status quo, even if only a modest one, as a large body of research has consistently shown.” He observes that “more freedom consistently produces better results, and more unionization consistently doesn’t.” Charter schools are one good way to bring more freedom to the education system so good ideas and practices can blossom while bad ones are rejected.

Momentous Showdown between Michelle Rhee and D.C. Teachers Union
I earlier told you about the tough teacher union negotiations here in Denver that got resolved at the last minute. But there’s even more momentous negotiations going on in Washington, D.C. – a school district that has earned a poor reputation for wasteful and corrupt bureaucracy and dismal academic performance. New D.C. Schools Chancellor Michelle Rhee (of Teach For America fame) is trying to clean house, though, as the Washington Post‘s Steven Pearlstein notes: Negotiations are stalled over Rhee’s proposal to give teachers the option of earning up to $131,000 during the 10-month school year in exchange for giving up absolute job security and a personnel-and-pay system based almost exclusively on years served. If Rhee succeeds in ending tenure and seniority as we know them while introducing merit pay into one of the country’s most expensive and underperforming school systems, it would be a watershed event in U.S. labor history, on a par with President Ronald Reagan’s firing of striking air traffic controllers in 1981. It would trigger a national debate on why public employees continue to enjoy what amounts to ironclad job security without accountability while the taxpayers who fund their salaries have long since been forced to accept […]
