Calling Colorado Parents to Participate in Study of Core Knowledge Charters

From the Colorado Department of Education (CDE), Commissioner Dwight Jones is urging parents to get involved in a research study of Core Knowledge charter schools: The study is being led by David W. Grissmer and Thomas G. White, researchers at the University of Virginia’s Curry School of Education. They have received a $4.9 million grant to evaluate the effectiveness of Core Knowledge charter schools in Colorado. The Colorado Department of Education is participating as a full partner. The five-year grant is being funded by the Institute of Education Sciences, part of the U.S. Department of Education. Grissmer, a principal research scientist, and White, a senior scientist, work at the Center for Advanced Study of Teaching and Learning, a national center that focuses on the quality of teaching and students’ learning. “This study holds tremendous potential as a definitive work that will analyze the key ingredients of these successful schools,” said Commissioner Jones. “Because the study design requires participation from parents who win lottery-based enrollment to Core Knowledge charter schools—and those who don’t win those lotteries—I am strongly encouraging parents to participate in the study to help us all better understand the elements that make these schools effective.” [link added]

You usually hear politicians, like our governor, and those begging for more money for the school system make the case that it’s “for the children.” It’s become a cliche. Hey, I’m not blaming anyone … I’ve made the *“for the children” schpeel once or twice myself. But the leader of an independent teacher organization in Georgia takes a whole different approach. Hoping Not to See More of the Same from Boulder, Teachers Union

It doesn’t seem that long ago the school year was winding down, and up in Boulder many teachers were calling in sick as a form of protest: sort of a collective temper tantrum. Now students and parents in the district may wonder what’s coming next. As the Boulder Daily Camera and Denver Post have both reported, 94 percent of Boulder Valley Education Association members (or about 75 percent of all Boulder Valley teachers) have voted to reject a contract offer that included across-the-board 1 percent bonuses but no permanent pay raise. Hey, I might vote against it, too — but for different reasons, I can assure you.

Earlier this week Ed News Colorado reported that five Jefferson County residents have stepped forward to fill the school board vacancy left by departing Scott Benefield: Here are the candidates: * Harvey Burns of Westminster retired from the district is 2004 after 30 years as an English teacher and librarian. He works as a substitute teacher. He was an officer of the Jefferson County Education Association and served on the board of the Colorado Education Association in the middle 1990s. * Edward Duran of Arvada is vice president of an information technology company. * Tomas Griego of Westminster is a retired middle school teacher and middle and high school administrator. After retirement he worked as a hearing officer in the Westminster schools. Our own appointed U.S. Senator and former Denver Public Schools superintendent Michael Bennet conducted a recent Q & A on federal education reform with Linda Kulman for Politics Daily. Here’s his answer to one question about incentives not matching objectives in the education system: We have not updated our theory of human capital, which is a fancy word for saying how do we attract and retain people to public education, since the labor market was one where women had two professional choices: being a nurse or being a teacher. Healthy Skepticism about Magical Money Tree and Education Reform

The federal government’s “magical money tree” can make untold billions of dollars out of thin air to spend on a wide array of pork projects and various government programs. But what will the money earmarked for education do to promote lasting and effective reform to help student success? Plenty of lip service has been given to this notion. Don’t worry. You aren’t alone in having good reason to be very skeptical of the “stimulus” leading to real education reform. Months ago, when the stimulus was first passed, my Education Policy Center friend Ben DeGrow made the observation: While unconditionally dumping more funds into schools may help to guarantee jobs, it won’t help the ones who need it the most. Fixing How Colorado Teachers Are Evaluated an Important Reform Piece

Hooray for Nancy Mitchell, and so glad she is working at Ed News Colorado these days. Her latest investigation probes the value of our current teacher evaluation system at identifying effective teachers, weeding out ineffective teachers, and providing support where necessary. The results? Not very good: Education News Colorado requested teacher evaluation data from the six largest districts, all in the metro area, which serve more than 40 percent of public school students statewide. The analysis found little difference between the results of evaluations given in affluent, high-performing Douglas County and those doled out in urban Denver Public Schools, where large numbers of students perform below average on state exams. Fewer than 2 percent of teachers in either district – or in Adams Five-Star School District or in Jefferson County Public Schools – were told they needed to improve their instructional skills.

Kudos to the Commish, But Parents Also Have Important Reform Role to Play

Yesterday, in a Denver Post guest commentary, Colorado’s commissioner of education Dwight Jones weighed in with some thoughts about our “race to the top” for innovative and effective education reform: Innovation is more than just a good idea, it’s about putting that good idea into practice. The Colorado Department of Education is presently pursuing a wide variety of innovative education models, including new approaches to teacher preparation, leadership development, school choice and the way in which education is funded. We are organizing strategies and directing resources in ways to innovate intentionally, and, in so doing, increase capacity to take to scale what improves education for Colorado’s students.

John McWhorter: Why Don't More Schools Use Direct Instruction?

In a recent article in The New Republic, John McWhorter from the Manhattan Institute wants to know why the Direct Instruction method for teaching reading that has proven so effective is so little used to help correct the achievement gap for poor minority students: Yet a solution for the reading gap was discovered four decades ago. Starting in the late 1960s, Siegfried Engelmann led a government-sponsored investigation, Project Follow Through, that compared nine teaching methods and tracked their results in more than 75,000 children from kindergarten through third grade. It found that the Direct Instruction (DI) method of teaching reading was vastly more effective than any of the others for (drum roll, please) poor kids, including black ones. DI isn’t exactly complicated: Students are taught to sound out words rather than told to get the hang of recognizing words whole, and they are taught according to scripted drills that emphasize repetition and frequent student participation. In a half-day preschool in Champaign-Urbana they founded, Engelmann and associates found that DI teaches four-year-olds to understand sounds, syllables, and rhyming. Wake Up, Colorado! Maybe We Ought to Fix the School Finance System First

By lobbying for an overhaul of tax-and-spending measures in the state constitution, the education establishment groups that came together to form Believe in a Better Colorado are barking up the wrong tree. Or at least they have put the cart before the horse. Pick your favorite overused cliche. Until we fix the way schools are funded, it’s a futile effort. That’s why my friends in the Education Policy Center recommend a careful look at Facing the Future: Financing Productive Schools from the Center for Reinventing Public Education. Co-authors include Paul Hill and Marguerite Roza, two of the sharpest minds to study the current school system and what could work better. Here is a key excerpt from the report explaining the problem: Overall, we have a system in which so much is controlled by decisions made in the past, sometimes for reasons and on behalf of people who are no longer in the system, and at such a distance from schools, that educators have scant flexibility to adapt to the needs of here and now.
