Tenure Reform Would Be Another Good Idea for Obama & Colorado to Embrace

President Obama made some remarks about education yesterday, and my Education Policy Center friend Ben DeGrow got a chance to respond in this piece from Face The State: Ben DeGrow, education policy analyst for the Independence Institute, said he is glad to finally see Obama taking a strong position on education. “Obama the candidate and Obama the President has been all over the place on education reform, and it’s been hard to pin him down,” said DeGrow. “The comments in [Tuesday’s] speech are mostly promising, and we need to hold him to those comments.” [link added] In the Face the State piece, State Board of Education chairman Bob Schaffer also raised the point that Obama has given no indication of wanting to help stop an effort by Democrats in Congress to take away private tuition scholarships from poor kids in the nation’s capital. Still, the President’s message yesterday was largely on the right track. As DPSRS-PERA Merger Looms, Come March 20 to Independence Institute to Learn About K-12 Pension Compensation

That didn’t take long. The Rocky Mountain News is no more, but education reporter extraordinaire Nancy Mitchell is back. Hopefully the first of many, she has posted a lengthy piece on the proposed merger of the Denver Public Schools (DPS) and state PERA retirement systems. DPS officials are pushing the discussion forward, saying that the current set-up costs them funding that could be used in the classrooms: “We pay $685 more per pupil per year in pension and retiree costs than any of the other 177 school districts in Colorado,” [superintendent Tom] Boasberg said, “which comes out to $47 million more per year … “Translate that into teachers, that’s 700 or 800 teachers, that’s a reduction in our class size of 15 to 20 percent. Every class that has 30 students would be a class of 25 students.” Unfortunately, this article didn’t delve into the costly problem that University of Colorado at Denver professor Michael Mannino highlighted in his recent Independence Institute report Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). Bromwell Elementary Issue Makes the Case for Expanding School Choice

The Denver Post‘s Jeremy Meyer reports today on the latest from the Bromwell Elementary controversy: Parents who skirted district rules to get their children into a high-performing Denver school must go through the choice process for next year, a school committee said. Bromwell Elementary’s collaborative school committee met Wednesday to decide what to do with students from outside of the neighborhood who did not follow the district’s enrollment procedures. In one instance, a family enrolled by using a grandparent’s address. The committee said students who failed to prove they live within school attendance boundaries must enroll through the district’s choice process, which operates on a blind lottery. Superintendent Tom Boasberg must approve the recommendation. First, let me say that Denver Public Schools appears to be fairly treating people who tried to cheat the system. It isn’t right when one of my friends tries to move my checkers when I’m not looking, and it isn’t right for people to pretend to live at a different address so they can enroll their child into a different school. But the conversation can’t end there.

Citizens Have Chance to Stand Up for Real – not Phony-Baloney – Transparency

Nancy Mitchell of the Rocky Mountain News has reported that Denver Public Schools (DPS) plans to cut the budget by 2 percent. To its credit, DPS already has made some moves toward financial transparency, but not to the degree that Senate Bill 57 (PDF) would have DPS and every other Colorado school district and charter school do. At least the original version of SB 57. I told you last week how many citizens came to testify in favor of school districts adopting the relatively simple and cost-effective approach of posting expenditures online in a user-friendly, searchable format. But a majority of legislators on the Senate Education Committee hijacked the bill and made it merely a suggestion – a worthless way of pretending to support transparency. Tomorrow morning (Tuesday, February 3) SB 57 will be debated before the entire state senate, and we’ll get to see whether our legislators support real transparency or the phony-baloney kind. Michael Bennet Could Do More for Education Reform as DPS Superintendent

The Obama girls have their first day at their new Washington, DC, private school today. And I’m back from vacation, too. I’d be lying to say I’d rather be doing this than playing with Legos or Matchbox cars, but there figures to be a lot of important education policy to discuss in 2009. Today we start back by wondering what the fallout will be from the big appointment of Denver Public Schools superintendent Michael Bennet to fill a vacancy in the United States Senate. From the standpoint of the Senate and federal education reform policy, there’s no doubt this selection represents a net improvement. The optimism of Democrats for Education Reform is justified. Where Bennet stands on many other important issues of the day, however, is not known. (For a wild and interesting piece of trivia, the last sitting U.S. Senator to have served as a school superintendent was none other than the well-aged and controversial late Strom Thurmond.)

"Deferred Compensation" for K-12 Employees Needs a Lot of Piggy Banks

I’m pretty smart for a 5-year-old. But sometimes I wander into a topic that’s just over my head. That doesn’t mean it’s not important, but it’s probably just best if I let the big people talk about it themselves. My friends in the Education Policy Center released a new Issue Paper today, called Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). It was researched and written by Dr. Michael Mannino from the University of Colorado Denver. Rather than try to explain the paper myself, here’s the summary from the Independence Institute website: To improve understanding of public K-12 retirement compensation, this Issue Paper provides historical estimates using a substantial sample of retiree characteristics and salary histories. Deferred retirement compensation from a hybrid defined benefit plan is defined as the difference between an employee’s estimated retirement account balance and the greater pension value she expects to receive. When accounting for K-12 employee compensation, large amounts of deferred compensation should be included. Education Secretary Post Could Do a Lot Worse than Michael Bennet

According to reliable Rocky Mountain News education reporter Nancy Mitchell, the name of Denver Public Schools superintendent Michael Bennet is being bounced around as a serious candidate to serve as Secretary of Education: The Newsweek columnist who broke the story of Barack Obama’s presidential bid is betting on Denver Public Schools Superintendent Michael Bennet as the next U.S. secretary of education. “I have my money on Bennet,” Jonathan Alter writes in the soon-to-be-printed Dec. 15 issue. The others on Alter’s short list are Chicago Public Schools Superintendent Arne Duncan and Paul Vallas, head of New Orleans’ public schools. The usually accessible Bennet is being coy about the column. He declined to comment directly. Being superintendent of an urban school district is a tough job. From the standpoint of teacher innovation, parental choice, local empowerment, and student opportunity, it’s easy to argue that Michael Bennet has done better than most. The CSAP results that have come in show some small positive gains in DPS, but there is still much work to be done. Congratulations to Susan Elliott, Colorado Teacher of the Year

The Rocky Mountain News today has an inspirational feature on Colorado Teacher of the Year Susan Elliott: Elliott, 54, grew up in California. She has been deaf since early childhood. “When I was 5 years old, I flunked the hearing test when I tried to get into kindergarten,” Elliott said. “And I continued to keep losing my hearing. It got worse and worse every year until I was profoundly deaf in my late teens.” The cause was genetic. Elliott has been teaching since 1977. She taught in Denver Public Schools and has been with Douglas County since 1994. While she has taught at all grade levels, she currently teaches English and social studies at Highlands Ranch High School. “We have a wonderful team of interpreters,” she said of the people who enable communication between students who speak and those who sign. “I guess I could say that creativity and the opportunity to be a lifelong learner is what keeps me coming back to the classroom.” Susan Elliott seems like a remarkable teacher. Former CCI Charter Shouldn't Take Its Second Chance from DPS for Granted

Like other public schools, charter schools can fail, too. The advantage is it’s generally easier to shut charters down or to reconstitute them in a way that better ensures success. The Denver Post has a story today about giving just such a second chance: An embattled Denver charter school has a new name and a new agreement with Denver Public Schools after a vote by the school board Thursday. The former Challenges, Choices and Images charter school for kindergartners through 12th-graders is now Amandla Academy — named after the Zulu word for strength. The school voluntarily terminated its charter contract with the district, effectively severing the district and the current school leaders from any financial liabilities incurred by CCI. “This was all legal stuff to get the new school to go forward without being encumbered,” said Russell Caldwell, senior vice president at the brokerage firm D.A. Davidson. “The good news is DPS financially and legally acted very prudently to allow the new charter to have conditions in which it will grow and flourish.” The agreement turns the K-12 school of 600 students into a contract school through June 30, and Amandla officials plan to submit an application to become a […]

Adults Need to do Homework Before Voting on School Bond Elections

I deserve to go to school in a safe, well-constructed facility. But my parents and I also deserve a clearer accounting of how the money is to be spent. Colorado school districts are putting a record $2.5 billion in construction bond proposals on this November’s ballot. Do the people going to the polls have the information they need? One of my friends here at the Education Policy Center has good reason to think that isn’t the case: “My hypothesis is the larger turnout means (districts) are reaching into a voter base that is generally less informed about local issues and more inclined to give money to schools because it sounds like it is the right thing to do,” said Ben DeGrow, education-policy analyst for the Independence Institute, a free-market think tank based in Golden. Denver Public Schools is asking for $454 million, Douglas County $395 million, and Jefferson County $350 million, not to mention the proposals of 12 other school districts. And not to mention proposed mill-levy increases that add to the total.
