Bipartisan Vote Sinks Anti-Accountability Bill… Again
I’m back after a brief hiatus, and we’ve got some catching up to do on the legislative front. Specifically, we can celebrate the fact that Sen. Michael Merrifield has learned once again that doing the same thing over and over again may not be the best approach. I wrote a rather snarky post a few weeks ago about Merrifield’s SB 067, which was functionally identical to last year’s SB 105. Both bills sought to gut tenure reform, performance pay, and merit-based personnel decisions by essentially blowing up strong educator evaluations. In particular, Merrifield was once again attempting to eliminate the requirement that evaluations include multiple measures of student growth. And once again, he failed to do so.

Waivers, Waivers Everywhere
A couple of weeks ago, I provided a rundown of the legislation still pending in the 2016 legislative session’s busy final days. One of the bills lingering out there is HB 16-1343, which seeks to eliminate automatic waivers for charter schools. As I’ve said before, there is little danger that the bill will survive. But that won’t stop the teachers union and its allies from using it as an opportunity to pontificate about those evil, nasty, no-good charter schools. And pontificate they have. CEA has published all manner of charter-related ugliness on its Twitter account, and has supported 1343 on its website. More recently, the often icky Colorado Independent jumped on the bandwagon with an article accusing charters of “dodging Colorado laws”—likely after all the more credible news outlets declined to become mouthpieces for union propaganda. But hey, I guess some folks have to take what they can get. Anyway, the Independent article focuses on the union’s central messaging plank: That the waivers granted to charter schools create an unfair ability to shirk legal requirements that other schools have to follow. New Orleans Video Underscores the Power of Reform
What a week! My mom and dad moved me to a new house last weekend. This one is a long way from the Capitol, which they say is to keep me from sneaking in there and playing edu-politics when I should be doing my homework. On top of that, I attended an awesome student-based budgeting event yesterday with my Education Policy Center friends. So did a whole bunch of other people from around the state who are interested in empowering school-level decision-making. All of which is to say that yours truly is a bit tired today. Fortunately for me, I ran across an awesome Heritage Foundation video this morning about New Orleans’ (nearly) all-charter system and the results it has achieved since Katrina. The video offers a very human side of the story through interviews with school leaders and students in the city. I bet you’ll love it as much as I did.

Thompson Gears Up for the Final (?) Battle
We’ve talked an awful lot about Thompson School District recently. And why wouldn’t we? The district and its reform majority are, after all, at the very forefront of Colorado’s ongoing—and increasingly nasty—education reform wars. The board’s attempt to build a smarter, better union contract that does right by both its students has been met with stiff resistance from both the Thompson Education Association and its big political brother, the Colorado Education Association. First CEA stepped into the fray by pushing a phony petition designed to block an attempt at providing the district’s negotiating team with written guidance on how to proceed. Shortly thereafter, the board rejected a laughably bad attempt at a tentative agreement. The negotiating teams were sent back to the table to take another stab at the contract on May 12. The rejection of the first tentative agreement was quickly followed by two relatively small, sadly misinformed student “rallies” not entirely dissimilar to those we saw in Jefferson County last fall. It’s safe to say that things haven’t been pretty in Thompson. Tonight, it all comes to a head.

A Glimpse at "New" Schools: Montclair School of Academics and Enrichment
Okay, okay … so Denver’s Montclair School of Academics and Enrichment isn’t exactly new. In fact, at more than 100 years of age, it’s one of Colorado’s older public schools. So what’s new about it? Montclair is one of the state’s first two Innovation Schools — as approved by the local school board and by the state board of education under the 2008 state law — and the only school to be recognized both as an Innovation School and as a DPS Beacon School. Is Transparency for Teachers Unions Really THAT Scary of an Idea?
Robert Manwaring at the Quick and the Ed asks the timely, fair and relevant policy question: “Should New Era of Transparency Apply to Union Finances?”: Perhaps it is time to shed a little more light on how union funding is used. As union dues go up, what is the additional funding being spent on? Does the public have a right to know? Are union dues going up to compenate [sic] for all of the teachers that are being lost to job cuts, or are unions increasing salaries and expanding their influence. It would be interesting to know. Teachers unions represent government employees. They bargain over public services paid for by taxpayers that serve students in our communities. Therefore, not only do the educators who pay dues into the organization have a right to know where the money goes, so does the general public. Blaming Kids Like Me for 20 Sick Days a Year in Hartford Public Schools
It seems the local teachers union in Hartford, Connecticut, resents outside experts from the National Council on Teacher Quality looking at the effect their collective bargaining contract has on school performance and student learning. One issue in particular made me chuckle. From the Hartford Courant: [Hartford Federation of Teachers president Andrea] Johnson also disliked the recommendation that Hartford teachers be given fewer sick days. According to the report, many large districts and most business-sector jobs have an average of 10 sick days a year, while a Hartford teacher gets 20. On average, Hartford teachers use 11 of the 20 sick days each year, according to the report. If all the allotted sick and personal time (an additional five days) was taken, teachers would miss 14 percent of the school year, the report says. Johnson said that working with children every day requires more sick time because teachers are more susceptible to catching illnesses from the students and also passing along an illness to a room full of children. *Cough, cough.*

Terry Moe: Democrats and Effective Education Reform in the Balance
The best education read of the Thanksgiving week goes to the Hoover Institution’s Terry Moe, writing in the Wall Street Journal: Democrats are fervent supporters of public education, and the party genuinely wants to help disadvantaged kids stuck in bad schools. But it resists bold action. It is immobilized. Impotent. The explanation lies in its longstanding alliance with the teachers’ unions — which, with more than three million members, tons of money and legions of activists, are among the most powerful groups in American politics. The Democrats benefit enormously from all this firepower, and they know what they need to do to keep it. They need to stay inside the box. And they have done just that. Democrats favor educational “change” — as long as it doesn’t affect anyone’s job, reallocate resources, or otherwise threaten the occupational interests of the adults running the system. Most changes of real consequence are therefore off the table. The party specializes instead in proposals that involve spending more money and hiring more teachers — such as reductions in class size, across-the-board raises and huge new programs like universal preschool.
