Brookings: Superintendents Don't Make Big Impact on Student Learning

What exactly should we expect of Colorado’s school district leaders? With a title like SUPERintendent, are we expecting too much of what they can accomplish? What difference does it make for what students in a district learn to have an experienced superintendent as opposed to someone new at the helm? A brand-new Brookings study strongly suggests that it doesn’t make much difference at all. The academic heavyweight team of Russ Whitehurst, Matt Chingos, and Katharine Lindquist surveyed 10 years of data in school districts across Florida and North Carolina, and found that superintendents account for a mere 0.3 percent of differences in student academic achievement. So are they saying that it makes no difference who serves in a school district’s top position, reporting directly to the locally elected board of education? Are we to believe that it didn’t matter having my one-time educrush Michelle Rhee running D.C. public schools rather than her predecessors? That Mike Miles left no meaningful mark in Harrison? That a cage-busting leader like Dougco’s Liz Fagen is interchangeable with the average large school district superintendent? Liberty Common Shatters ACT Test Record; State TCAPs Less Inspiring

Yesterday brought a big data dump from the Colorado Department of Education, and it’s nothing that is going to get the rest of the nation ooh-ing and aah-ing about where we’re headed. When aggregate scores for 3rd to 10th graders in all three subject areas dip half a point, clearly far more is getting measured than improved. Still, there’s plenty that’s hidden when you take the statewide view. So leave it to little old me to ferret out and compile a few of the key local story lines that deserve attention, reflection, and in a few cases, imitation. Speaking of which, none rises to the top more than the Liberty Common High School‘s record-breaking ACT score — besting the 2010 mark of 27.78 with an eye-popping 28.63. Did I say “record-breaking”? I should have said “shattering” — almost, but not quite, Beamonesque. Congrats to Liberty Common and principal Bob Schaffer for raising the bar! Can't Get Enough Productivity: Charter Schools Doing More with Less

If “productivity” is really a dirty word for education, as some critics would like us to believe, maybe that explains why I feel the overwhelming urge to write about it for the second time in less than a week. A kind of “forbidden fruit” thing, you know. Or maybe the connection just was too easy to make during these hot and lazy, hazy days of summer. Last Friday I took a look at the productivity of Colorado school districts, as measured in a new report by the Center for American Progress (CAP). A couple of this blog’s favorite topics — Douglas County and Falcon 49 — emerged with flying colors. So right on cue, here comes a first-of-its-kind analysis, comparing the productivity of public charter schools to other public schools in 22 states and the District of Columbia. Blended Learning Takes Flight in Colo. Districts: How High Will It Soar?

The great blended learning experiment continues its historic ascension in our beautiful Rocky Mountain state. Independence Institute education senior fellow Krista Kafer has documented it better than anyone. Last year it was The Rise of K-12 Blended Learning in Colorado. Apparently, the not-so-long-ago, cutting-edge sphere of blended learning has not just made it past the ground level but is heading into the lofty (or should I say friendly?) skies. Just this week my Education Policy Center friends released Krista’s awaited sequel School District Partnerships Help Colorado K-12 Blended Learning Take Flight. Take flight? Student-Based Budgeting: Part of Colorado K-12 Future that Can Work

Many years ago, someone famously said: “I have seen the future, and it works.” Ironically, Lincoln Steffens said that about the Soviet Union, and he ended up being grossly incorrect. What I see included in the future of Colorado K-12 education is considerably more modest and considerably less likely to backfire. When it comes to positive and promising development in Colorado K-12 education, I don’t need to be quite so brash — nor expect to be just plain wrong — as Mr. Steffens was. I’m talking about student-based budgeting, which directs money to schools based on the needs of individual students attending there rather than on (often secretly) negotiated staffing formulas. As students exercise their choices within our K-12 public education system, the dollars as much as possible should be portable along with them. This move in turn puts more autonomy at the local school level, where decisions can better be made to benefit students.

Yes, Fordham, Colorado School Boards Matter; Let's Encourage True Local Control

A long, long two-and-a-half years ago I shared with you my thoughts about school boards going the way of the horse and buggy. The article written by education reform senior statesman Checker Finn prompted me to weigh in: Unlike many other areas of education reform, this is one in which Colorado would not figure to be a leader. Why? Finn himself points out that Colorado is in a small, select group in which school districts “are enshrined in the state constitutions.” And with that comes some measure of more power to effect positive, effective change within each of our state’s 178 school districts. That might help explain why Douglas County is such a shining light in the area of choice-friendly policies.

Weighted Student Formula Yearbook Highlights Better K-12 Funding Approaches

When I hear “yearbook,” my thoughts turn to a page full of photos (including the goofy ones, you know who you are) of kids in the same class at school. But the Reason Foundation’s Weighted Student Formula Yearbook is somewhat different. This yearbook is a one-of-a-kind look at 14 different school districts that use “portable student funding” (I like the term “backpack funding”) to make sure dollars are distributed fairly and transparently to serve real students’ needs. It also gives building principals more autonomy and responsibility to make budgetary decisions. Reason’s research gets updated every year, kind of like a school yearbook, but instead helps us to see which school systems are setting the pace in this area.

Think Outside the Box, Young Man: Greeley Takes Interest in K-12 Innovation

There’s a growing appetite to change the way schools run and learning is delivered at the local level. The forward-thinking innovative programs of Douglas County and Falcon 49 have raised interest in a number of areas. One of those school districts is Greeley 6 in northern Colorado, which my Education Policy Center friend Ben DeGrow has just highlighted in a brief new issue backgrounder: Northern Colorado’s Greeley Public Schools serves a challenging population of nearly 20,000 enrolled students. Receiving nearly $9,000 per student, the district has achieved unacceptable academic results–including low performance on state assessment tests, high remediation rate for graduates, and a decline in the district’s accreditation rating.

Numbers Tell Part of the Tale: Drilling into Census Bureau's Colorado K-12 Data

Mike Antonucci is doing yeoman’s work at the Education Intelligence Agency, going state by state to update K-12 student, employee, and spending data from the U.S. Census Bureau. I’ve called on his helpful charts that show the relationship of pupil enrollment to teacher hiring, and how states (and even districts) are doing financially compared to five years earlier. Friday it was Colorado’s turn in the spotlight. Antonucci came at the information from an interesting angle, showing that Denver Public Schools’ ProComp “performance pay” system has not deterred new hiring. He makes a few other valuable observations. But leave it to little old Eddie here to uncover a few more interesting tidbits from the data for you all. First of all, the Census Bureau says the state’s per-pupil funding grew by 8.3 percent from 2006 to 2011 — just short of keeping pace with inflation. Yet as Antonucci explains in a newer post, school districts typically are not set up to absorb the occasional recessionary cuts like they are the frequent increases that outstrip the “marginal costs”:
