Waiting for Dougco Choice Ruling? Florida, Kansas Serve Up Good News

Education policy and the courts: Usually not a match made in heaven. Though often there’s a very good reason to pay close attention. Like six months ago, when I proclaimed my excitement that the landmark Douglas County school choice case finally reached a hearing at the Colorado Supreme Court. Sorry if I got anybody’s hopes up. We’re into the summer months, closing in on the fourth anniversary of when the complaint was first filed against the Choice Scholarship Program, and here we are still waiting for the big decision from the seven justices. Nevada Joins Ranks of ESA States, Adds Momentum to Educational Choice

A few months ago one of my Education Policy Center friends created one of the first-ever Freedom Minute videos on “The Education Debit Card.” Remember? It’s everywhere you want to learn or Don’t leave home without it. The Education Debit Card is a catchier name for Education Savings Accounts (ESAs). Dubbed the “iPhone” of school choice by Matt Ladner, ESAs give families control over a prescribed amount of state education funds to be used on private school tuition, tutoring, instructional materials, online courses, educational therapies, or to save for college expenses. More than any kind of choice program, it targets dollars to serve students’ individual learning needs. At the time the video was made there were exactly two states with ESAs: Arizona and Florida. And both those states had limited eligibility, mostly students with recognized special needs and/or in special circumstances (e.g., foster care or military family). As of yesterday, there are five states, including the first to offer nearly universal ESAs to all public school children.

Students' Walk in the PARCC Gets a Little Shorter

It wasn’t too long ago that we were in the midst of a high-stakes game of legislative testing chicken.  The Great Testing Debate of 2015 eventually ground to a (sort of) conclusion that involved reducing the amount of testing overall and creating a pilot program to look into new possibilities on the testing front. Yes, I remember that I promised you a breakdown of that big, messy compromise a while back. No, we aren’t going to do that today. Oh, stop looking so disappointed. We have plenty of time in the coming weeks to get our edu-nerd on when it comes to testing frequency and pilot programs. But as my policy friends Ben DeGrow and Ross Izard pointed out in a joint op-ed near the end of the legislative session, discussions about the tests being used–and how to make them better–are equally important. That’s why I was glad to read last week that the PARCC consortium will be cutting down on both the amount of time students will spend taking tests and the logistical headaches caused by administering tests in two separate windows. Colorado, Time to Observe National Charter Schools Week Eddie-Style

It’s a little bittersweet writing near the end of National Charter Schools Week, a couple short days after Colorado’s legislative session concluded with very little progress made on behalf of choice and fair funding. (Nor does all the wet, gray, gloomy weather help, either!) Looking back, though, the week kicked off with a great Watchdog story about how Denver charter schools regularly top the district’s performance ratings. Not earth-shattering news for me or my faithful readers, but definitely a good reminder and an opportunity to spread the word. Denver isn’t an isolated example. There are good reasons why a new report shows in 10 other major cities that waiting list demand for charters far outstrips the available seats. Come on, can’t we do something about that? After all, there’s the latest major CREDO report that I recently brought your attention to, which shows a continuing positive trend for urban charter school performance.

Broad Brush "Limited Impact" Claim Vindicates Progress of Prop 104

Last week I posted a case study from the Thompson School District, an example of how NOT to negotiate an employee agreement. Just because the popularly enacted Prop 104 has opened the door on these negotiations doesn’t guarantee that they will be conducted effectively, at least not on the first try. High-Stakes Game of Legislative Testing Chicken Nears Point of No Return

There’s nothing quite like the last-minute drama of a Colorado legislative session to fire up the creative juices. Last year at this time, I imagined the crazy showdown over transparency in the Student Success Act as an old gangster film. This time around, the big looming education issue is what to do about testing. No need to rehash it all, since it’s ground I’ve covered here thoroughly in recent days. A couple weeks ago, I pointed out that Colorado seems to be stuck in a testing rut. With less than a week to go in the legislative session and both remaining testing bills (HB 1323 and SB 257) stalled in their respective houses, it sure looks like that rut is getting even deeper. Denver Post education reporter Eric Gorski had a great piece yesterday about how the debate is stuck in limbo, and I’m not just praising him because he included one of my Tweets in the story:

How Not to Negotiate: Thompson's Tepid Tentative Agreement

Last week, we dove into the ongoing ugliness in Thompson School District. The highlight of that post was CEA’s bogus petition against the board majority’s attempts to draft clearer MOU for negotiation. Certainly, CEA’s involvement in the district is a major issue and seriously alters the calculus as negotiations move forward. Reform board members were escorted to their cars by police after a recent meeting. The president of the Thompson Education Association (TEA) responded by saying that although he encourages union members to be professional, “passions will be passions.” Nice. So yeah, that’s a little concerning. Yet maybe the union isn’t the only thing reformers in Thompson have to worry about. The district’s own bureaucrats may be serious obstacles themselves. My education policy friend Ross Izard published a new column today about the tentative agreement that has emerged from the district’s negotiations with the local union, the Thompson Education Association. The tentative agreement is… far from promising. And that’s putting it kindly.

There have been more than a few times when I’ve gloated about an awesome blog idea that came to life here. On some occasions, my Education Policy Center friends warned me not to “get a big head.” At first, I was worried they meant little Eddie might turn out like this guy. Whichever Way You Look, Colorado Seems to be Stuck in a Testing Rut

I came across a story in yesterday’s Los Angeles Times under the headline: “Majority of California’s Latino voters highly value school testing.” Given the state of affairs in Colorado, how could something like that escape my attention? A majority of Latino voters, 55%, said mandatory exams improve public education in the state by gauging student progress and providing teachers with vital information. Nearly the same percentage of white voters said such exams are harmful because they force educators to narrow instruction and don’t account for different styles of learning. The survey, sponsored by the Times, found that even higher percentages of Californians (77% Latino, 56% White, 64% Total) agreed that “students’ achievement and progress on standardized tests” should be an important or the most important factor in teacher pay and evaluations. That finding casts even more doubt on the suspect poll finding trumpeted by the National Education Association last year. Especially interesting, given this is the state that gave us last year’s earth-shattering Vergara ruling. Though no one seems to have consulted the Colorado Education Association president, who recently told legislators that “all teachers do the same job.”

Middle-Income Families Have Long Track Record in Building Colorado Charters

Even someone as young as me has heard the familiar expression, “Everything old is new again.” That’s what I couldn’t help thinking today when my Education Policy Center friends told me about Richard Whitmire’s new Education Next piece titled “More Middle-Class Families Choose Charters.” Maybe that’s just because I’m so attuned to watching these things that I fail to see the surprising element in the headline.
