The more parents know and experience school choice, the more satisfied they are with it. The Friedman Foundation’s newly-released survey of 808 parents who have participated in Florida’s scholarship tax credit program is just the latest and most overwhelming proof. Florida’s eight-year-old program provides full tax credit to corporations donating to qualified scholarship granting organizations. Those groups provide scholarships worth up to $3,950 (or full tuition) for low-income students to enroll in the private school of their choice. According to the Friedman report, the latest numbers show 23,259 Florida students attending private school on a tax credit scholarship. Simply put, participating parents love it:

Can you picture it? Envision Schools are coming to Colorado, and the first one opens this fall: the Envision Leadership Prep in Denver. Believe it or not, the morning bell will ring sixth- and ninth-grade students in for the first time in only three weeks! Envision Leadership Prep will share campus space with the Smiley Middle School program in Denver’s North Park Hill neighborhood. Eventually, the school will serve a sixth-through-12th grade student population. What makes Envision Schools different from school as you remember it? Well, as they describe their curriculum:

Times are tough out there. I don’t have a lot of perspective yet, but there’s no doubt the economy is hurting. And that means not only are real people hurting, but – as the Wall Street Journal reports – so are private schools: Trinity Episcopal School survived Hurricane Ike last fall. But then another storm hit — the economy. The Galveston, Texas, school, where tuition is between $5,000 and $8,000 a year, has seen its enrollment drop 12%, says David Dearman, the head of the school. Many parents of its students were among the 3,000 workers laid off by the area’s largest employer, the University of Texas Medical Branch. At the end of 2008, the school’s endowment was $800,000, down about 20% from July. The school has ramped up donation efforts through its Web site, and held car washes and bake sales. It stopped using substitute teachers — other staff members now step in when a teacher is out sick. “Our school will survive, but it will take years to recover,” Mr. Dearman says. High school and college are still a long ways off for me, but I found this interesting for those of you who are interested in education. A recent report from the Colorado Commission on Higher Education (PDF) found that 29.9 percent (that’s almost 3 in 10!) of Colorado public high school graduates entering Colorado public colleges and universities in 2007-08 needed remediation. Wow, that’s a mouthful! And as Ed News Colorado points out, it isn’t good news, either: Remediation costs at least $27.6 million a year, $14.6 million in state tax dollars and $13 million in tuition paid by students, the report said. (The actual cost is higher, because some remediation costs, such as summer school, weren’t included in the total.) “It’s unfortunate,” said Gov. Bill Ritter, that money is spent on remediation “instead of investing those funds in financial aid, classroom instruction and innovative research. We can and must do better.” But has Colorado been doing better than in recent years?

Economic times are rough. Many state budgets look to be short of money. Having recently passed one of the nation’s most generous tax credit scholarship programs, lawmakers in the state of Georgia have a bold idea they plan to bring forward early next year: Republican State Senator Eric Johnson plans to introduce legislation in January 2009 that would give each public school student a voucher equal to the money the state currently spends on his or her education. The voucher could be used for tuition at the parents’ school of choice — public, private or religious. The Fox News article is talking about universal vouchers, an idea first introduced by the great economist Milton Friedman in 1955. It represents more choice, more opportunity, and a major change to the education system that puts parents and consumers back in charge. Of course, there are critics: [Professional Association of Georgia Educators spokesman Tim] Callahan says voucher programs in Milwaukee and Washington, D.C., have failed to deliver promised results, and Georgia lawmakers should focus on strengthening public schools instead of creating incentives to leave them. Sometimes my parents take me on field trips. They’ve never taken me to Pueblo, but I know there’s a really good charter school in Pueblo West called Swallows Charter Academy that is expanding its program to include high school students (maybe I’ll check them out when I’m old enough to drive). This fall Swallows is starting its Middle/Early College Program to provide the opportunity for high school students to study advanced curriculum and receive college credit–for free! Junior and senior high students will take classes through Pueblo Community College. Swallows will pay for tuition and Pueblo Community College will pay for the students’ books.
