School Choice, Hoosier Style: Hope for Needy Indiana Kids & the Movement?

I’m a little slow to report on this great news to you, but here goes … Kudos to Indiana for joining the ranks of states to offer private school choice to its needy students. From the June 30 Friedman Foundation announcement: Indiana lawmakers today approved a $2.5 million scholarship tax credit program in the home state of the Friedman Foundation for Educational Choice. The new scholarship program was inserted into the state’s budget and won approval in the late hours of the special legislative session. The bill, which passed the Senate 34-16 and the House 61-36, was signed by the governor a couple hours later. “The state of Indiana today joined a growing number of states that are putting the educational needs of children before partisan politics by adopting school choice programs,” said Robert Enlow, President and CEO of the Friedman Foundation…. The victory is especially sweet for national school choice champion Friedman, because the Foundation calls the Hoosier State home. Is Transparency for Teachers Unions Really THAT Scary of an Idea?

Robert Manwaring at the Quick and the Ed asks the timely, fair and relevant policy question: “Should New Era of Transparency Apply to Union Finances?”: Perhaps it is time to shed a little more light on how union funding is used. As union dues go up, what is the additional funding being spent on? Does the public have a right to know? Are union dues going up to compenate [sic] for all of the teachers that are being lost to job cuts, or are unions increasing salaries and expanding their influence. It would be interesting to know. Teachers unions represent government employees. They bargain over public services paid for by taxpayers that serve students in our communities. Therefore, not only do the educators who pay dues into the organization have a right to know where the money goes, so does the general public. My Education Policy Center friend Ben DeGrow makes this terrific point in a paper he wrote a few months ago, titled Setting the Standard for Pro-Worker Transparency (PDF). Healthy Skepticism about Magical Money Tree and Education Reform

The federal government’s “magical money tree” can make untold billions of dollars out of thin air to spend on a wide array of pork projects and various government programs. But what will the money earmarked for education do to promote lasting and effective reform to help student success? Plenty of lip service has been given to this notion. Don’t worry. You aren’t alone in having good reason to be very skeptical of the “stimulus” leading to real education reform. Months ago, when the stimulus was first passed, my Education Policy Center friend Ben DeGrow made the observation: While unconditionally dumping more funds into schools may help to guarantee jobs, it won’t help the ones who need it the most. We’re all in good company now. Fired Conservative Kansas Teacher Missed His Chance at "Rubber Rooms"

For teachable purposes, I like clear contrasts. You know: Black vs. white, Up vs. down, Chocolate ice cream vs. broccoli. But what about the world of education reform — specifically, teacher tenure? Two stories in particular popped up within hours of each other, and what a contrast they present. First, there’s this news from our neighbor to the east: A Kansas teacher says he was wrongfully terminated for his conservative views. Tim Latham has been teaching history and U.S. Government for over 19 years. But after teaching for just one year in the Lawrence School District in Lawrence, Kansas, Latham says his contract was not renewed because school officials did not like his conservative views — particularly a teacher website that Latham hosted and paid for himself. A teacher coach confronted him on that issue. If this indeed proves to be true, how sad it would be to see a teacher not only get persecuted for his unorthodox conservative patriotic views (unfortunately, it happens more than you may think) but also lose his job over it. Are More Teacher Licensure Alternatives on Their Way to Colorado?

Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Please Don't Let Unions Play Hide-and-Seek with Teachers' Money

Hide-and-seek can be a lot of fun, but not when someone else — especially some big group — is playing it with your money. That’s why my friends at the Independence Institute make such a big deal about government spending transparency. But what about transparency for teachers who belong to, or have to pay fees to, a union? Following the story of the Indiana state teachers union that lost millions of dollars of members’ money through gross mismanagement, James Sherk and Dan Lips from the Heritage Foundation wrote a great piece for yesterday’s National Review Online called “Shady Dealings”. New CDE Report Offers Valuable Digest of Information on Colorado Charters

Update: The good people of Ed News Colorado have also written about The State of Charter Schools in Colorado (PDF), breaking down some of the key information if you don’t have time to dig through the whole report. Do you need a good reference digest of important information on charter schools in Colorado? Well, my friend and Education Policy Center senior fellow Krista Kafer has done it again, joining Dr. Dick Carpenter to co-author another valuable report for the Colorado Department of Education. The brand new report is called The State of Charter Schools in Colorado (PDF). Skim through it, and you’ll see there really is no such thing as an average charter school. As the movement has grown in our state over the last 15 years, both the number and the diversity of charters has increased.

Arizona Lawmakers' Quick, Creative Work Makes Me So Happy for Lexie

Sometimes even shameful things can work out for good, with good people working hard to make sure kids can keep the quality education options they have received through school choice. In Arizona, thankfully they worked very quickly. Things went awry on March 25, when the Arizona Supreme Court ruled on a shameful lawsuit by shutting down two voucher programs that served special-needs and foster care kids. Even then, though, as my Education Policy Center friend Ben DeGrow reported for School Reform News, there was a ray of light: [Executive director of the Arizona chapter of the Institute for Justice Tim] Keller said that remains a possibility in Arizona, where it could be accomplished by popular vote either through a legislatively initiated referendum or a citizens’ petition drive. “Right now, every conceivable legal option is still on the table,” he said. Fixing How Colorado Teachers Are Evaluated an Important Reform Piece

Hooray for Nancy Mitchell, and so glad she is working at Ed News Colorado these days. Her latest investigation probes the value of our current teacher evaluation system at identifying effective teachers, weeding out ineffective teachers, and providing support where necessary. The results? Not very good: Education News Colorado requested teacher evaluation data from the six largest districts, all in the metro area, which serve more than 40 percent of public school students statewide. The analysis found little difference between the results of evaluations given in affluent, high-performing Douglas County and those doled out in urban Denver Public Schools, where large numbers of students perform below average on state exams. Fewer than 2 percent of teachers in either district – or in Adams Five-Star School District or in Jefferson County Public Schools – were told they needed to improve their instructional skills.

Kansas Teacher Independence Story Makes National Headlines Again

A couple months ago I told you about the Kansas teachers local that fought for and won its independence from the state and national union. I’m excited, because the podcast I posted up there was quoted in the latest edition of School Reform News: In a March 30, 2009 interview with the Independence Institute, a free-market think tank based in Golden, Colorado, [Riley County Educators] spokesman Gary [sic] Sigle explained that last year only 14 of the county’s 56 teachers were NEA members, which gave those 14 members exclusive bargaining power. Others wanted a greater say in what was going on locally. Sarah McIntosh, the writer of the story, also interviewed my Education Policy Center friend Ben DeGrow to get his take on the issue:
