New Study on LA Voucher Program Holds Important Lessons for Choice Advocates
Welcome back, fellow policy explorers. I apologize for my absence these past few days, but the start of the 2016 legislative session and other pressing edu-business issues have kept me away from my keyboard this week. We’re back to work today, and will be looking at some new school choice research out of Louisiana. First, a bit of bad news. We can no longer say no random-assignment study has ever found that private school choice programs have a negative effect on students. Until recently, there had been 12 random-assignment studies on the topic, of which six found positive impacts for all students, five found positive impacts for some students and not for others, and one found no visible effect. Enter unlucky number 13. A working paper recently published by the National Bureau of Economic Research examined the effects of the Louisiana Scholarship Program (LSP), which provides vouchers for lower-income kids attending public schools with a C, D, or F grade under the state’s evaluation system. Kansas Teacher Independence Story Makes National Headlines Again
A couple months ago I told you about the Kansas teachers local that fought for and won its independence from the state and national union. I’m excited, because the podcast I posted up there was quoted in the latest edition of School Reform News: In a March 30, 2009 interview with the Independence Institute, a free-market think tank based in Golden, Colorado, [Riley County Educators] spokesman Gary [sic] Sigle explained that last year only 14 of the county’s 56 teachers were NEA members, which gave those 14 members exclusive bargaining power. Adults Need to do Homework Before Voting on School Bond Elections
I deserve to go to school in a safe, well-constructed facility. But my parents and I also deserve a clearer accounting of how the money is to be spent. Colorado school districts are putting a record $2.5 billion in construction bond proposals on this November’s ballot. Do the people going to the polls have the information they need? One of my friends here at the Education Policy Center has good reason to think that isn’t the case: “My hypothesis is the larger turnout means (districts) are reaching into a voter base that is generally less informed about local issues and more inclined to give money to schools because it sounds like it is the right thing to do,” said Ben DeGrow, education-policy analyst for the Independence Institute, a free-market think tank based in Golden. Denver Public Schools is asking for $454 million, Douglas County $395 million, and Jefferson County $350 million, not to mention the proposals of 12 other school districts. And not to mention proposed mill-levy increases that add to the total. Tom Tancredo Touts Choice and Competition as Education Reform Keys
Retiring Colorado Congressman Tom Tancredo – and former president of the Independence Institute (long before I was even born) – has a great piece published in today’s Rocky Mountain News. Most people associate Rep. Tancredo with the issue of immigration, but his deepest roots go back into education as a former public school teacher and as regional representative for the U.S. Department of Education during the 1980s. As he gives advice to Colorado’s current governor and one of his recent predecessors, the themes in Rep. Tancredo’s Speakout column are not novel or startling, but they’re important reminders we can’t hear enough: Last week, Gov. Bill Ritter and former Gov. Roy Romer wrote a column about the state of education in America. In it, I believe they’ve unwittingly made a powerful argument for precisely the kind of educational reform that they have publicly opposed for many years: school choice….
