New Denver KIPP School Performance Pay Plan Latest Charter Innovation

With a variety of programs and greater flexibility from state laws and district policies, public charter schools can provide a great alternative for parents and students looking for something different. Because of that same flexibility, charter schools can serve as great laboratories of innovation for different practices that work. A couple months ago, while school was still in session, my Education Policy Center friends visited KIPP-Sunshine Peak Academy, a charter middle school located in west Denver. The national KIPP network of 82 charter schools has been made famous recently by the book Work Hard Be Nice, written by Washington Post education reporter Jay Mathews.

Are Michigan Lawmakers Being Inspired by Colorado's Innovation School Act?

Last year Colorado passed the Innovation Schools Act, which I applauded as a positive step forward. But our state isn’t the only one to see greater need for public school flexibility to make personnel decisions in the best interests of students. Look at Michigan. The Detroit Free Press recently reported on a legislative proposal “to allow teachers and parents to convert their local schools into independently run schools with more flexible rules.” Known as Senate Bill 636, the proposal would enable the creation of so-called “neighborhood schools”, especially targeted toward high at-risk student populations.

Are More Teacher Licensure Alternatives on Their Way to Colorado?

Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Yes, We Should At Least Give the Year-Round School Idea a Chance

It isn’t easy for me to say this, and many of my fellow kids may vote me out as a Benedict Arnold, but Colorado teacher Kathy Kullback has a good point: Maybe there’s something to the year-round school idea. What? No more summer vacation, you argue? Ms. Kullback writes: As a special educator, I tried to sign up special education students with generalized learning disabilities reading below grade level for summer school, but soon learned that the only special education students who take an extended year are cognitively disabled. I was advised that I not extend my students’ school year because the esteem issues associated with students of average cognitive ability attending summer school with students with cognitive disabilities is too severe. Then why not offer different classes for the learning disabled student? If year round classes are good for cognitively disabled students, it seems to me that year round classes would give regular education students that needed boost of continuity, and aid in their achieving academic success. Teacher Pay & Tenure System Like Pounding Square Peg into Round Hole

Have you ever tried to pound a square peg into a round hole (or vice versa)? How about after that doesn’t work a couple times, you go out and buy 100 of the same square pegs to keep trying what already failed? It makes about as much sense as most systems we have today for training, developing, paying, and retaining teachers. Sure, we’ve seen some progress with performance pay programs — Colorado has produced some leading examples — but the old-fashioned salary schedule still persists. Pay teachers based on seniority and academic credentials. Never mind, as the Denver Post‘s Jeremy Meyer observes from Urban Institute education director Jane Hannaway (with supporting evidence compiled here), that teachers overwhelmingly improve during the first four years of their career and then just stop: “It’s one of our very consistent findings,” said Hannaway, presenter last week at the American Educational Research Association annual meeting in San Diego, citing at least two recent studies of teacher effectiveness. “The reason of course is not clear, but it’s in study after study,” she said. “Teachers do get better (in the beginning). Celebration Widespread for State Board Approval of First Innovation Schools

After a close vote Monday from the Denver Public Schools board, Manual High and Montclair Elementary found smooth sailing from the State Board of Education in their pursuit to become Colorado’s first “innovation schools”. As Ed News Colorado explains, the vote in favor of the waiver request was unanimous — winning plaudits from both sides of the political aisle: “I really think this is groundbreaking for Denver and groundbreaking for the state of Colorado,” said Elaine Gantz Berman, D-1st District, herself a former DPS board member. “I’m hoping that this growing, positive trend finally gives the state the motivation it needs to realize that our schools are being crushed by rules, regulations and bureaucracy,” said board Chair Bob Schaffer, R-4th District. My Education Policy Center friends at GoBash point out that this is no small request: Manual and Montview “received waivers from 40 state statutes, 32 district policies, and 18 collective bargaining agreement provisions”. Wake Up, Colorado! Maybe We Ought to Fix the School Finance System First

By lobbying for an overhaul of tax-and-spending measures in the state constitution, the education establishment groups that came together to form Believe in a Better Colorado are barking up the wrong tree. Or at least they have put the cart before the horse. Pick your favorite overused cliche. Until we fix the way schools are funded, it’s a futile effort. That’s why my friends in the Education Policy Center recommend a careful look at Facing the Future: Financing Productive Schools from the Center for Reinventing Public Education. Co-authors include Paul Hill and Marguerite Roza, two of the sharpest minds to study the current school system and what could work better. Here is a key excerpt from the report explaining the problem: Overall, we have a system in which so much is controlled by decisions made in the past, sometimes for reasons and on behalf of people who are no longer in the system, and at such a distance from schools, that educators have scant flexibility to adapt to the needs of here and now. What Teachers Say Attracts Them to Work in Tougher School Environments

What does it take to attract teachers to serve in the more challenging school environments? Part of Denver’s ProComp program rewards teachers who work at hard-to-serve schools with a $2,345 bonus this year. While the extra money definitely plays a part in providing incentives to some, there are other factors that help attract teachers to challenging environments they might not otherwise choose. As Ed News Colorado reports about a new study: Augenblick, Palaich and Associates surveyed teachers and principals at 16 relatively high-performing public schools – some charters, some district schools – in six cities coast-to-coast. The study, undertaken in collaboration with district and union leaders from Aurora, Denver and Jefferson County public schools, was funded by Denver’s Rose Community Foundation. The study participants were overwhelmingly from elementary schools, so people reviewing results should keep that in mind, researchers stressed. Dale DeCesare, one of the study’s authors, said he was surprised by the emphasis teachers placed on the effective use of technology. Overall, availability of technology ranked as the third most important factor in creating positive working conditions.
