The Washington Charter Phoenix Rises

I have a love-hate relationship with the courts—a fact well known to my readers. From Douglas County vouchers to tire scraps in Missouri to Thompson union battles (even though logic eventually prevailed in that case) to decisions on teacher tenure and forced tribute payment by non-union members, I often find myself befuddled by the apparent lack of ability (desire?) on the part of some courts to do stuff that makes sense. But even among all that silliness, one decision really stands out as the most surprising in the last couple of years: a decision by the Washington Supreme Court to declare the state’s charter school law unconstitutional. Huh? I wrote last September about the unpleasant surprise that was the Washington Supreme Court’s charter school ruling. I simply couldn’t wrap my head around the idea of a court striking down something as firmly rooted as charter schools. According to the National Alliance for Public Charter Schools, there are more than 6,700 public charter schools in America. Those schools serve 2.9 million kids across more than 40 states.  In Colorado alone, charters serve 108,000 kids—about 12 percent of all public school kids in the state—in 226 schools. Winning By Losing: New ECCI Ratings Raise Some Interesting Questions

As you probably guessed from the long absence after my last post about two abominable “snowbills,” I’ve been spending a fair amount of time in the shiny hallways of the Colorado Capitol talking about the importance of choice and accountability. Today, I’d like to take a break from politics and get back to policy. We’re going to do that by taking a look at the new Education Choice and Competition Index ratings from the Brookings Institution in Washington, D.C. Everybody likes ratings, right? I’d bet the folks at Denver Public Schools are especially fond of ratings these days. Why? Well, because they sort of won. First, they took third place in a Fordham Institute analysis of America’s best cities for choice. And last week, Denver was revealed to be the highest-scoring large district in Brookings’ 2015 ECCI report—a pretty significant improvement from the district’s fifth-place finish in last year’s report. It was also the second-best district overall, surpassed only by New Orleans. It's Official, 2015 is the New "Year of Educational Choice"

I can’t believe I’m saying this, but 2015 is almost over. And boy, what a year it has been. We finally saw a successful reauthorization of No Child Left Behind, waved goodbye as our policy friend Ben DeGrow carried the reform torch to Michigan (where he’ll be needing all the warm torches he can get), and watched as yours truly turned into a slightly snarkier six-year-old. But we can—and will—do a full rundown of 2015’s adventures later. For now, I want to focus on what the year meant for our nation in terms of educational choice. In short, it meant an awful lot. Earlier this year, I wondered whether 2011’s “Year of School Choice” might see a repeat in 2015. As it turns out, history did repeat (and even beat) itself; 2011’s educational choice gains were eclipsed by massive leaps forward across the nation in 2015.  Fifteen states adopted 21 new or expanded educational choice programs this year, compared to 13 states in 2011. That, my friends, is a whole lotta choice.

Meet Colorado's New PPI Report Card, Same as the Old PPI Report Card

It’s Friday again, my friends, and that means it’s time for a more colorful look at education policy as we head into the weekend. I really wanted to highlight the American Federation for Children’s “Education Revolution” video, which was released a couple months ago but only just made it to my desk. But you’ll have to watch that on your own. We have colorful interactive maps to play with! The Center for Education Reform (CER) recently released its 2015 Parent Power Index. It is absolutely stuffed with colorful, clickable goodies that are entirely too much fun to be considered education policy. But I’ll leave you to play with the report on your own time. We have important business to discuss! If you’ll remember, Colorado came in 12th in the country last year, which was a very slight improvement from 13th in 2013. At the time, CER described Colorado this way: Parents here are an active lot but have often been rebuffed at the legislative level when trying to expand their choices. NEA's Push for "Ethnic Studies" Raises Questions

I think it’s great to see people stand up for minority kids. My policy friend Ross Izard’s recent profile of Arrupe Jesuit High School was a reminder of just how powerful those efforts can be, particularly in the context of using educational choice to provide opportunities these kids otherwise would not have. Some of you may also remember Ross’s other article on testing and teacher tenure, in which he cites the Vergara decision knocking down California’s tenure law. In that decision, the judge commented that tenure’s tendency to keep not-so-great teachers in front of kids who most need great ones “shocks the conscience.” Tenure reform is a critical part of correcting this problem and making sure every kid reaps the benefits of having a great teacher. But maybe minority kids don’t need all those fancy, newfangled opportunities or consistently fantastic teachers. Maybe they just need some more “ethnic studies” classes. So goes the thinking at NEA headquarters.

Let's Make Vocational Programs a Bigger Slice of School Choice Menu

You probably assume a prolific blogging prodigy like myself eventually will head to a prestigious 4-year university — maybe even with Doogie Howser-like potential. But what if when I turn 16 some day my heart is set on a career as a plumber or a chef? You wouldn’t deny me that, would you? Writing for the America’s Future Foundation, Liam Julian of the Hoover Institution says we could take a big bite out of our high school dropout problem by engaging more students in vocational education programs — particularly those that integrate academics directly with students’ career aspirations, providing greater relevance to many teens (H/T Heritage Insider): Imagine a 17-year-old who does not want to attend college (or at least not right away); who finds parsing Macbeth maddeningly immaterial; who yearns to learn a practical skill and put it to use; who feels his personal strengths are being ignored and wasted; who is annoyed by his school’s lackluster teachers, classroom chaos, and general atmosphere of indifference. Too often, such a pupil has no other options. He has no educational choice.

Arne Duncan's Remarks Stir the Pot on Proposal to Roll Back D.C. School Choice

The political saga of undoing educational choice and opportunity in Washington D.C. continues. It got more interesting yesterday when the new Secretary of Education Arne Duncan told a reporter that he was taking a different position on the voucher program in the nation’s capital than Congressional Democrats who are currently threatening to pull the plug on it: Duncan opposes vouchers, he said in an interview with The Associated Press. But he said Washington is a special case, and kids already in private schools on the public dime should be allowed to continue. “I don’t think it makes sense to take kids out of a school where they’re happy and safe and satisfied and learning,” Duncan told said. “I think those kids need to stay in their school.” Initial reactions have run the gamut.

New Opportunity for Colorado's Autistic Students a Little Closer

The challenge of being able to help all kids shouldn’t be a reason not to help some kids. That’s why I’m excited that Colorado is one step closer to having legislation that will provide new options for students with autism. Senator Nancy Spence, truly one of the legislature’s champions for educational choice and opportunity, has sponsored Senate Bill 130. In its original form (PDF), the bill would have created a new scholarship program so parents of autistic kids could choose to enroll them in a private school to meet their special needs. If you look in the Alliance for School Choice’s brand-new School Choice Yearbook 2008-09 (PDF), you will learn – among many other things – that five different states have some sort of special-needs scholarship program. In fact, Ohio has an existing Autism Scholarship Program that in its fifth year (2007-08) had more than 1,000 students and 200 schools participating. Bills that include private school choice tend not to do so well these days at the Colorado State Capitol, though there is some support among members of both parties. Hooray! Sarah Palin Stumps for Federal Vouchers to Special-Needs Students

It was about six weeks ago that the very smart Dr. Jay Greene and a wise old Uncle Charley suggested that special-needs vouchers would make a hallmark for the McCain-Palin Presidential ticket. A few weeks later I complained that Republican vice-presidential candidate Sarah Palin’s debate remarks left me unimpressed with her views on education reform. But then happily, Jay Greene points readers to these inspiring remarks Palin made today to a Pennsylvania audience: In a McCain-Palin administration, we will put the educational choices for special needs children in the right hands their parents’. Under reforms that I will lead as vice president, the parents and caretakers of children with physical or mental disabilities will be able to send that boy or girl to the school of their choice — public or private. Under our reforms, federal funding for every special needs child will follow that child. Some states have begun to apply this principle already, as in Florida’s McKay Scholarship program.
