DPS Open Negotiations -See for Yourself

Since last spring, the public has witnessed a growing number of teachers who have expressed their frustration with the level of education funding from both the state legislature and their own districts’ compensation plans. In April last year, thousands of teachers rallied on multiple days at the State Capitol Building as the legislature discussed the School Finance Act. In May, Pueblo School District 60 teachers held a five day strike successfully demanding an increase in pay. Denver teachers have been ready to strike for months.

New Teacher Evaluation Systems are Improving Student Outcomes

An October 2018 report examines how initially controversial teacher evaluation systems have led to improved student outcomes. The report, Making a Difference: Six Places where Teacher Evaluation Systems are Getting Results was published by the National Council on Teacher Quality. The study analyzes several transformational teacher evaluation systems and how each impacted student achievement. A decade’s worth of reform has helped Tennessee climb from near the bottom, to the middle of the pack on the benchmark national education scores, the National Assessment of Educational Progress (NAEP). In Dallas, a teacher evaluation system has helped increase student proficiency seven percentage points in all grades and subjects. In Denver, students have consistently outpaced the average Colorado state student in English and math since the inception of their teacher rating system. Innovative teacher evaluation systems in the District of Columbia, Newark, and New Mexico have also benefited both students and teachers. These effective teacher evaluation systems are tied to incentives and supports and are designed to distinguish between teachers at different performance levels; reward effective teachers and keep them teaching; identify consistently less-effective teachers in order provide supports or end their contracts; create tailored teacher improvement strategies; recruit new effective teachers; and most […]

Union Wins Bragging Rights

The Douglas County School Board election results were disappointing: The union backed, anti-reform slate of candidates won with the help of a last minute, 300,000-dollar push by the American Federation of Teachers (AFT). Douglas County’s unique district funded school-voucher program will likely, but not certainly, end. Pam Benigno, the director of the Education Policy Center at the Independence Institute, elaborated on the results of the election in The Denver Post, stating that: “No doubt they [the union backed slate] will end the [Choice Scholarship] program and no longer defend it through the court system. No doubt the union’s prize for winning the election will be a collective bargaining agreement and national bragging rights that they killed the nation’s first local school board voucher program.” While strong union involvement was an important factor in the election, the union backed candidates were also able to capitalize on the current political environment. The Trump/DeVos hysteria, when paired with the recent criticism of charter schools by groups such as the ACLU and NAACP, has created political turmoil that has masked the success of school choice programs across the county. DeVos Wasn't Wrong About Choice and Accessibility

It’s been a while since we last talked, hasn’t it? I apologize for that. The last few weeks have been absolutely packed with edu-stuff. But I’m back now, and what better way is there to rekindle old fires than to tackle a controversial issue? And what could be more controversial in education right now that U.S. Secretary of Education Betsy DeVos? I wrote about the unhinged shrieking over DeVos following her confirmation hearing. Shortly thereafter, she was confirmed as secretary of education on a historically narrow vote. The shrieking only intensified, so my policy friend Ross Izard used an editorial in The Hill to point out the Left’s rather stark philosophical inconsistency when it comes to ambitious, successful women in politics. As Ross wrote, the Left appears to believe that “Women are to be empowered—unless they disagree with progressive positions.” The furor over DeVos receded somewhat as the healthcare debacle and President Trump’s newly declared war on conservative congressional leaders took center stage. Winning By Losing: New ECCI Ratings Raise Some Interesting Questions

As you probably guessed from the long absence after my last post about two abominable “snowbills,” I’ve been spending a fair amount of time in the shiny hallways of the Colorado Capitol talking about the importance of choice and accountability. Today, I’d like to take a break from politics and get back to policy. We’re going to do that by taking a look at the new Education Choice and Competition Index ratings from the Brookings Institution in Washington, D.C. Everybody likes ratings, right? I’d bet the folks at Denver Public Schools are especially fond of ratings these days. Why? Well, because they sort of won. First, they took third place in a Fordham Institute analysis of America’s best cities for choice. And last week, Denver was revealed to be the highest-scoring large district in Brookings’ 2015 ECCI report—a pretty significant improvement from the district’s fifth-place finish in last year’s report. It was also the second-best district overall, surpassed only by New Orleans. Denver's SchoolChoice Program Keeps Growing

I love when people talk about school choice as a “movement.” The word just does such a good job of conveying a sense of momentum and highlighting the fact that an increasing number of families are looking for more options for their kids. A Chalkbeat story illustrated that kind of momentum this morning, reporting that participation in Denver Public Schools’ SchoolChoice system jumped nearly 10 percent this year. More than a quarter of the district’s students are now using the system. In case you’re unfamiliar with the SchoolChoice system, it essentially creates an all-in-one application for families looking to get their kids into schools other than their neighborhood school. Families list their top five choices on the application, something magically administrative happens, and kids are (hopefully) matched with one of those choices.  This year, about 95 percent of kids got one of their top-five choices. Around 75 percent of students got their first choice.

CRPE's Latest Report Reminds Me That We Still Need More Choice

Last week, I gave you quick rundown (okay, it wasn’t that quick) of two big charter reports. But a little guy can only write so much in one sitting, and there was still one more big report on public school choice from the Center for Reinventing Public Education to cover. We’ll do that today. The report sums up the results of a survey given to 500 parents in each of eight chosen cities, including Denver. There are some pretty big differences between the cities, so we’ll just focus on our capitol. Among other things, the survey finds that Denver parents have a more positive outlook on the direction in which their education system is heading than parents in most of the other cities. It also found that Denver parents feel pretty comfortable with their ability to find information on public school choice, don’t tend to struggle greatly with the choice application process, and feel that they have good public options available. Pretty rosy, right? Well, that’s just the good news.

New Study: Teacher Performance Pay Helps Students in India Learn

I don’t know a lot about India, except that a whole lot of people live there and my parents love the food (Me? I’ll stick with hot dogs and mac & cheese). But then yesterday I found this story about a study of India’s education system (PDF): We find that the teacher performance pay program was highly effective in improving student learning. At the end of two years of the program, students in incentive schools performed significantly better than those in comparison schools by 0.28 and 0.16 standard deviations (SD) in math and language tests respectively….

If a Teacher Strike Comes, Will Boulder Learn Denver's 1994 Lesson?

Back in the spring, I pointed you to some important discussion about the Boulder teacher “sickout”. A month ago I mentioned how the collective bargaining contract with the school district, and teachers voted to reject the latest offer. Well, earlier this week, the Boulder Valley Education Association filed official notice with the state that the union intends to strike. Sure, as my friend Ben DeGrow pointed out, that doesn’t necessarily mean a strike will happen soon or even happen at all. But another large Colorado local union went down a similar path 15 years ago during the state’s last teachers strike. So will the parties involved learn the lessons of the 1994 Denver walkout (PDF), or perhaps even take the opportunity to promote reforms in the way teachers are paid?
