AG Slaps Down State Board Waivers on PARCC Testing

Last month, we talked about some State Board of Education weirdness that resulted in a vote to allow districts to apply for waivers from the first half of the state’s new PARCC tests. Called the Performance-Based Assessment, this portion of PARCC is administered in March. Since then, we’ve seen some entertaining fireworks at board meetings over the issue, including a particularly fun meeting in Jefferson County that saw a board member illegally abstaining from a vote—an action ironically taken under the pretext that she could not “violate board policy or the law.” According to Chalkbeat, 10 districts have applied for the waiver. Being the curious policy explorer that I am, I’ve had many conversations with a variety of knowledgeable adults on this topic. What does the Performance-Based assessment do exactly? What happens if we don’t take it? Does the State Board have the authority to provide these waivers? When will our new attorney general, Cynthia Coffman, issue an official opinion? Taking a Look at This Year's Colorado School Grades

December is an exciting month for me. For starters, I’ve got some cool presents coming my way next week. In the meantime, I’ve got plenty of fun education stuff to keep me busy. Earlier this month, I had the pleasure of highlighting some standouts among CDE’s annual award winners. This week, I have the honor of presenting the newest report card from Colorado School Grades. Some might wonder why I’m so excited about school grades. All the data is out there anyway, right? Those people have probably never experienced the sheer horror of navigating performance frameworks on CDE’s website. The information is there, and those with some level of knowledge and experience can find it without experiencing irreversible brain damage. Others who may want or need information on school performance—parents, for instance—are likely to find the system too onerous to be worth the effort. Colorado school grades rectifies that problem by putting everything into easily understood letter grades. But don’t let the simplicity fool you; all of the variables used by CDE are wrapped into those grades using a complex formula developed by the University of Colorado Denver.  Pretty cool if you ask me. Calling Colorado Parents to Participate in Study of Core Knowledge Charters

From the Colorado Department of Education (CDE), Commissioner Dwight Jones is urging parents to get involved in a research study of Core Knowledge charter schools: The study is being led by David W. Grissmer and Thomas G. White, researchers at the University of Virginia’s Curry School of Education. They have received a $4.9 million grant to evaluate the effectiveness of Core Knowledge charter schools in Colorado. The Colorado Department of Education is participating as a full partner. The five-year grant is being funded by the Institute of Education Sciences, part of the U.S. Department of Education. Grissmer, a principal research scientist, and White, a senior scientist, work at the Center for Advanced Study of Teaching and Learning, a national center that focuses on the quality of teaching and students’ learning. “This study holds tremendous potential as a definitive work that will analyze the key ingredients of these successful schools,” said Commissioner Jones. “Because the study design requires participation from parents who win lottery-based enrollment to Core Knowledge charter schools—and those who don’t win those lotteries—I am strongly encouraging parents to participate in the study to help us all better understand the elements that make these schools effective.” [link added]
